A police complaint should give a clear account of what happened, when and where it happened, who was involved, who witnessed it, and what evidence may help verify it. The phrase can mean either reporting a crime or incident to police or complaining about police conduct; the right recipient, form, and legal requirements depend on your location and which kind of complaint you are making.
What to include in any police complaint
Organize the account so someone who was not there can understand the events and identify possible witnesses or records. Include what you know, mark what you do not know, and distinguish what you personally observed from what another person told you.
- What happened: Describe the events in order, including what people said or did. Stick to concrete details; do not present a suspected motive or an uncertain detail as fact.
- When: Give the date and the best time estimate you can. If you are unsure, say so. For repeated events, record each occurrence separately with its date and time.
- Where: Provide the address or a precise location, such as a particular entrance, room, road, or nearby landmark.
- Who was involved: Give names, roles, and useful descriptions if known. Include witnesses and how they can be contacted, if you have that information. If the report concerns police conduct, identify the force, station or unit, and officer or staff member if known.
- Evidence: List relevant documents, messages, photographs, video, phone footage, CCTV, recordings, witness accounts, or other records. If you do not have an item, say who may hold it.
- Impact and requested response: Where relevant, explain injury, loss, damage, disruption, recurrence, or safety concerns. State what action, help, explanation, correction, or other redress you are seeking.
- Your contact details: Provide a safe way for the authority to follow up if you want contact. Local rules on anonymity and contact details vary.
Some local procedures require additional information or declarations. For example, Kenya’s police standing orders specify particulars for the procedure they cover, including complainant and respondent details, a concise account, requested redress, and a truth declaration (Kenya National Police Service Standing Orders).
First identify which kind of complaint you are making
Reporting a crime or other incident
Give the basic who, what, when, and where, along with descriptions of people involved, witness details, and evidence you know about. If the behaviour is repeated, explain the pattern and provide separate dated entries where possible. GOV.UK’s antisocial behaviour guidance suggests recording what happened, where, who did what, witnesses, dates and times, recurrence, and evidence such as diaries, statements, videos, photographs, or noise recordings (GOV.UK: Report antisocial behaviour). Lancashire Constabulary gives similar examples for reporting crime in its area, including location, people, witness or suspect details, and evidence such as phone footage or CCTV (Lancashire Constabulary: How to report a crime). These are practical examples, not a universal mandatory form.

If someone is in immediate danger or a crime is happening, contact the local emergency service. Lancashire Constabulary tells people in its area to call 999 in those circumstances; that number should not be assumed to apply elsewhere.
Complaining about police conduct
Identify the police force or organisation and, if known, the station, unit, officers, or staff involved. Set out the date, time, location, what happened, witnesses, and relevant records or evidence. Explain what you believe went wrong and what response you want, without including allegations you cannot support.

Processes differ by jurisdiction. In England and Wales, the IOPC says a complaint can be made to the relevant force or organisation, through its online or paper form, by calling 101, or at a police station; most complaints are handled by the relevant force (IOPC: Submit a complaint). The IOPC advises making a complaint as soon as possible and says there is no time limit in that system. Do not treat those routes or time rules as applying outside England and Wales.
In New South Wales, the police complaint guidance says a complainant may remain anonymous and asks what they expect the force to do (NSW Police Force: Providing feedback or making a complaint). Check the rules of the local process before assuming anonymity or confidentiality is available.

Make the account accurate and useful
A complaint does not have to establish the entire case before it is submitted. Its purpose is to explain what is alleged and point the recipient toward people or material that may help clarify it. Use careful wording for uncertainty: “around 8 pm,” “I did not see who took it,” or “the shop may have CCTV” is more useful than false precision.
Preserve original files where possible and avoid changing images, recordings, or documents in ways that alter their substance. Note when and where each item came from and who may have a copy. Depending on the incident and local process, relevant material may include messages, records, photographs, video, witness statements, medical records, forensic evidence, or information held by police. GOV.UK lists diaries and recordings among possible evidence in antisocial behaviour cases (GOV.UK: Report antisocial behaviour), while the Police Ombudsman for Northern Ireland describes evidence it may gather, including medical records, forensic evidence, and police-held material (Police Ombudsman for Northern Ireland: How to make a complaint).

Be truthful and do not knowingly invent or embellish details. NSW Police warns that knowingly making a false complaint or providing false or misleading information during its complaint investigation is an offence under New South Wales law. Legal consequences depend on the jurisdiction.

- Who is reporting: Name and a safe contact method, if you are providing them.
- What happened: A factual sequence of what you saw, heard, said, or did; distinguish firsthand knowledge from information received from others.
- When: Date and best time estimate, noting uncertainty.
- Where: Address or specific location.
- People: Names or descriptions and roles; witnesses; officers or unit if the complaint concerns police conduct.
- Evidence: What exists, where it is, and who may have it.
- Pattern or impact: Whether it happened before and any relevant injury, loss, damage, disruption, or safety concern.
- Requested response: The help, action, explanation, or redress you are seeking.
- Submission record: Date submitted and any confirmation or reference details supplied by the authority.
Submit it through the right local channel and keep a record
Use the reporting route designated by the relevant police force or oversight body. Available options may include a form, telephone call, written complaint, or in-person report, but availability and procedure vary. Keep a copy of what you submitted, the documents or files you supplied, and any confirmation or reference number you receive. The IOPC’s options apply to England and Wales (IOPC: Submit a complaint); elsewhere, check the local authority’s instructions.
