There is no single automatic FIFA penalty for a footballer who leaves an international team camp without permission. The consequences depend on the national association’s rules, competition regulations, team requirements, contract and the circumstances of the departure. Possible disciplinary measures can include a fine or suspension, but the available rules do not make either outcome inevitable.
What happens when a footballer leaves an international team camp without permission?
The relevant national association may investigate and discipline the player under rules that apply to the call-up and camp. The club may also become involved if the matter affects the player’s employment or availability. Which body acts, and what it can impose, depends on the rules governing that player and the facts of the incident.
FIFA’s Disciplinary Code sets out measures available to its disciplinary bodies; it does not establish a universal, fixed penalty for walking out of a national-team camp. The FIFA player-release provisions address obligations around clubs releasing players for representative teams and sanctions for violations of those obligations. They should not be read as a specific player sanction for leaving camp.

What disciplinary measures are possible?
FIFA’s 2023 Disciplinary Code lists measures that may be imposed on natural persons, including:

- A ban on taking part in football-related activity

Why does the specific case matter?
There is no established answer for an unspecified country or player. In a named incident, the key questions include whether the player had been called up and was subject to team rules, whether permission or a justification such as injury, illness or a safety concern was claimed, which association and competition regulations apply, and whether the association, club or both are handling the issue. The applicable rules also determine what process and appeal rights are available.
Does leaving a club camp set a precedent?
No. A FIFA dispute decision reproduced by Dirittocalcistico.it describes Çaykur Rizespor fining Modou Barrow in a club-employment dispute in 2020. The club imposed a €15,000 fine for leaving its camp without permission and failing to follow the schedule, plus a separate €50,000 fine concerning non-participation or schedule compliance; the decision excerpt gives a total of €65,000. What about national laws?
Consequences can also depend on the country and on what the player did. An Associated Press report on Spain’s 2023 national-team dispute said that failing to answer a call-up could expose players to fines or a ban on playing for their clubs under Spanish sports law. The players challenged the circumstances and validity of the call-up.
