When a carrier shuts down 2G or 3G, phones that depend on those networks for voice may no longer be able to make or receive cellular calls. Calling can continue if the carrier supports the phone’s Voice over LTE (VoLTE, or 4G Calling) or 5G voice service and it is enabled. A 4G or 5G icon alone does not confirm that calls will work.
What happens to calls after a shutdown?
A phone that still relies on 2G or 3G to carry voice calls can lose calling when its carrier retires that network. The same may apply to incoming calls, not just calls you place. A phone with supported, active VoLTE can carry voice over LTE instead; supported 5G voice service may also keep calls working. The result depends on the local carrier, handset, software, SIM and account.
Older cellular equipment can be affected too. The UK government identifies 2G-dependent medical pendants, lift alarms and fire alarms as examples. Contact the equipment manufacturer or service provider to check those devices; confirming a phone is compatible does not confirm an alarm is.

Mobile data and voice are not necessarily using the same network technology. Some phones can use LTE or 5G for data but fall back to 2G or 3G for voice. Rogers specifically warns its Canadian customers that some phones may use 2G for voice while displaying 4G or 5G for data; this is a carrier-specific example, not a universal rule for every network.

VoLTE means voice calls are carried over LTE instead of falling back to 2G or 3G. But LTE hardware alone is not enough: the carrier must support the exact handset and its VoLTE implementation, and the service must be provisioned for the phone and line. Software and account compatibility can matter as well.
Check these things before your carrier’s shutdown
- Find your local deadline. Check your carrier’s current notice for your country and service. Shutdown dates are set market by market, and there is no single global date.
- Look for the calling setting. In your phone’s cellular or mobile-network settings, look for a label such as VoLTE, 4G Calling or 5G Calling, and enable it if available. Menu names and locations vary by phone. Seeing the setting is useful, but does not prove your carrier supports your particular handset.
- Ask your provider to verify the exact setup. Give it the phone’s exact model, software version and your line or account details. Ask whether calls will work after the local shutdown, whether you need a software update or SIM/account change, and whether emergency calls are supported.
- Replace the phone only if necessary. If the provider confirms it will not support calling after shutdown, ask which 4G/5G VoLTE phones it accepts before buying. Check emergency-calling support for the exact model and network, not just its advertised 4G/5G capability.
- Check connected safety equipment separately. Ask the alarm, pendant or equipment service provider whether the device uses 2G or 3G and what replacement or migration is required.
Emergency calling needs its own compatibility check
A phone that can place ordinary VoLTE calls is not automatically confirmed to support emergency calls on every carrier. Hong Kong’s communications regulator cautions that some earlier 4G models may need a software update or replacement to make emergency calls after 2G/3G service ends. Ask your provider specifically about emergency calling, including the relevant local emergency number; do not assume that support for 911, 999 or 112 follows from a 4G/5G label.

These examples illustrate why it is important to check the local operator’s schedule rather than rely on a general deadline:
