The phrase alone does not tell you how “local” is defined, which menu items qualify, or whether everything comes directly from a nearby farm. To understand a restaurant’s claim, ask about the specific ingredients and suppliers it covers.
What “farm-to-table” means—and what it does not
Food systems are networks that include production, processing, distribution, marketing, consumption, and use. The USDA describes local and regional food systems as place-specific networks of producers, consumers, and institutions involved in producing, processing, distributing, and selling food. In that sense, farm-to-table is best understood as a broad sourcing idea, not a promise about one particular supplier or ingredient. USDA’s overview of local and regional food systems provides that broader context.
The phrase is not, by itself, a universal certification or a complete disclosure of ingredient origins. It does not automatically mean that every ingredient is grown nearby, that every item comes directly from a farm, or that the menu is guaranteed to be seasonal. Which products a restaurant sources locally—and how it defines local—can vary.
“Local” has no single distance rule
There is no consensus definition of local food based on distance. The USDA Agricultural Marketing Service often uses a framing in which a product’s origin and point of sale are no more than 400 miles apart, or both are within the same state, U.S. territory, or Tribal land. That is an agency definition used in some contexts, not a universal rule for restaurants or every use of “farm-to-table.” USDA’s local and regional food systems page also notes that businesses may source or market some products outside their defined locality or region.

For a restaurant claim, consider two separate questions:
- Geographic scope: What area does the restaurant count as local—a county, region, state, mileage radius, or something else?
- Claim scope: Which specific ingredients or menu items meet that definition?
A restaurant might use a broad geographic definition and apply it to only some items. There is no standardized restaurant scoring system in the cited sources, so these questions are more useful than trying to assign the restaurant a rating.

How restaurant wording and imagery can shape the claim
A sourcing impression can come from more than a sentence on a menu. The Federal Trade Commission says that words, menus, décor, websites, social-media posts, and imagery can combine to influence what customers understand a restaurant to be claiming. In a seafood example, the FTC explains how local-eating language paired with fishing imagery could suggest seafood was fresh and locally caught even though it was farmed, frozen, and shipped from elsewhere. The example illustrates general advertising guidance; it is not a legal definition of “farm-to-table.”
The FTC’s reader-facing question is: “What would a reasonable person think you are trying to say about the things you sell or the food you serve?” Its September 2024 business guidance states, “False implied claims are illegal.” Read the FTC’s guidance on restaurant seafood sourcing claims.

What restaurant origin labels do—and do not—require
The USDA says restaurants and similar food-service establishments are exempt from Country of Origin Labeling (COOL) requirements. That exemption means diners should not assume restaurants must display the same origin information as covered retail commodities. It concerns COOL only; it does not settle whether a restaurant’s advertising is misleading. USDA’s COOL information explains the program, while the FTC guidance addresses the separate issue of misleading claims.

Ask about both the restaurant’s geographic definition and the particular ingredients covered. These are practical questions, not a legally prescribed checklist:

- “What does ‘local’ mean to this restaurant—a county, region, state, or mileage radius?”
- “Which ingredients on this menu are locally sourced, and which are not?”
- “Which farm, ranch, fishery, or other producer supplied this ingredient?”
- “Does that supplier change with the season or availability?”
- “Do the menu’s words or imagery suggest a more specific origin claim than the staff can substantiate?”
Asking about a particular dish or ingredient is more informative than relying on the phrase alone. A restaurant may be able to name a producer for one item while sourcing other products from outside its stated locality.
