“Stop all apps” has no single meaning across phones. It may mean clearing app previews from the recent-apps screen, force-stopping an app that is frozen, or limiting apps’ background activity. These actions affect different things, and the right one depends on your device and goal.
What “stop all apps” can mean
The phrase is often used loosely. Before following instructions, identify what you want to stop:

Clearing app previews is not the same as force-stopping processes or changing background behavior. There is no universal command that stops every app on every phone.
How to close apps from the recent-apps screen
Android
On the Android interface documented by Google, swipe up from the bottom of the screen, hold, then let go to open Recent apps. Swipe an app preview away to close it. On supported interfaces, swipe from left to right and tap Clear all to close all listed apps; on Android Go, that control may appear at the bottom. Some apps, including system apps, cannot be stopped. Steps and labels can differ by phone and Android version, so consult your manufacturer’s instructions if these controls do not match your screen. iPhone
Apple recommends closing an app when it is unresponsive or appears frozen. On iPhone X and later, swipe up from the bottom and pause to open the App Switcher, find the app, then swipe its preview up. On iPhone SE, iPhone 8 and earlier, and iPod touch, double-click the Home button and swipe the app preview up. See Apple’s instructions for closing an app on iPhone or iPod touch.
When to force-stop an app
Force-stop is a troubleshooting step for a specific app that is stuck or not responding—not a routine way to clear every app. On most Android phones, it is available in Settings, but the exact path and labels vary by manufacturer and Android version. If an app is behaving normally, you generally do not need to force-stop it. Google’s Android guidance says users do not usually need to close apps and suggests closing or force-stopping one that is unresponsive. Stopping background activity is a different setting
Android can manage apps that have not been used for a long time. Depending on the device and settings, the unused-app feature may stop background activity and notifications, revoke permissions, and delete temporary files. This is automatic management of unused apps—not a one-tap command to stop all apps. Details are available in Google’s guide to managing unused apps on Android.

Older or model-specific instructions may use different wording. For example, an LG user guide describes a Task Manager option called Stop all separately from Clear all, which removes previews from the recent-apps list. That terminology applies to the device described in that guide, not to Android phones generally. Read the LG model-specific user guide.

Does closing all apps improve battery life or speed?
Do not assume that clearing app previews will make your phone faster or extend battery life. Android manages memory and battery automatically, and Google says users do not usually need to close apps. Apple says closing all apps does not affect overall device performance; recently used apps use resources when active or performing particular background tasks or services. If one app is frozen, close or force-stop that app as troubleshooting rather than routinely clearing everything.
