In Windows, “out of memory” means that Windows or an application could not meet a request for a memory-related resource. It does not necessarily mean that all installed RAM is in use. The message can point to different issues—including page-file growth, desktop-heap exhaustion, an application’s allocation limit, or a program-specific error—so the exact message and the program showing it matter.
What “out of memory” means in Windows
The phrase describes a failed resource request, not one specific Windows fault. Depending on the context, the requested resource might be memory for an application, a suitable block of virtual address space, or a resource Windows uses to create a window. Microsoft documents several distinct causes behind similar-looking errors.
That is why a PC can show an out-of-memory message even when Task Manager appears to show available RAM. The relevant constraint may be elsewhere, and the diagnosis depends on which component reported the failure and what was happening at the time.
Different errors that can use the same wording
Slow growth of an automatically managed page file
For a specific intermittent allocation problem affecting Windows 10 and Windows 11, Microsoft says applications that allocate memory frequently can encounter errors while an automatically managed page file grows to meet additional system memory requirements. The delay during that growth can matter even though Windows manages the page file automatically. Microsoft confirms the described problem in Windows 10. Microsoft’s page-file guidance describes a custom page-file size as a workaround for this scenario, not a universal fix for every out-of-memory message.

Desktop-heap exhaustion on Windows Server
Desktop heap is a Windows resource used to create windows and other graphical objects. In Microsoft’s Windows Server guidance, exhaustion can cause applications to fail to create new windows or leave windows missing interface elements. A diagnostic clue is System Event ID 243 from Win32k, with the description “A desktop heap allocation failed.” This is a distinct issue from simply running out of physical RAM. Microsoft documents the symptoms and registry guidance; registry changes are normally unnecessary, should be made only when needed, and the second SharedSection value has a limit.
An application’s own allocation failure
A program can report that it cannot obtain the memory it needs even when the message is not a general Windows capacity warning. In its ASP.NET/.NET guidance, Microsoft explains that a System.OutOfMemoryException can occur when the operating system cannot provide a contiguous memory block. High process memory use and virtual-address-space fragmentation are possible causes in that context. A product-specific error, such as VBA Error 7
Some messages belong to a particular product rather than Windows as a whole. Microsoft’s VBA Error 7 reference lists too many open applications or files and insufficient virtual memory as possible causes. It also includes causes that are not ordinary RAM shortages, such as a module that is too large or an attempt to update a read-only property. Use that reference when the program actually reports VBA Error 7, not as a general Windows checklist. Read Microsoft’s VBA Error 7 reference.
How to narrow down the cause
- Capture the exact report. Note the full message, any error code, the application or Windows component that displayed it, your Windows version, and what you were doing when it appeared. A named error such as VBA Error 7 or
System.OutOfMemoryExceptionpoints to different guidance than a generic message. - Match the symptoms to the context. Intermittent application allocation failures on Windows 10 or 11 may fit Microsoft’s documented page-file-growth case. Missing graphical elements or failures to create windows on Windows Server may fit the desktop-heap case; check for the documented Event ID 243 clue. A named application error should first be investigated using that application’s documentation.
- Use only the remedy that fits the case. For the specific slow page-file-growth scenario, Microsoft’s workaround is to set a custom page-file size and restart. It recommends an initial size of 1.5 times installed RAM for that case; if the error continues, its guidance is to increase the initial size. This is scenario-specific advice, not an automatic setting for every PC.
- For VBA Error 7, follow the VBA-specific suggestions. Microsoft lists closing unnecessary applications and ensuring disk space is available for virtual memory among possible remedies. These steps do not establish that every Windows out-of-memory message has the same cause.
- For an ASP.NET/.NET exception, examine the application process. Microsoft’s guidance focuses on process memory use and possible virtual-address-space fragmentation. Keep the investigation within that application context rather than applying its explanation to unrelated programs.
Special case: Hyper-V hosts
For Hyper-V hosts, Microsoft advises allowing the system to manage the page file. To assess memory available to virtual machines, it points administrators to the Hyper-V Dynamic Memory Balancer Available Memory Performance Monitor counter. What the message does—and does not—tell you
- It tells you that some memory-related allocation or resource request failed.
- It does not by itself tell you that physical RAM is full, that you need to buy more RAM, or that a particular drive is out of space.
- The useful clues are the exact wording or code, the reporting application or component, the symptoms, and the Windows environment.
