To “open a port” is to allow specified network traffic through a firewall or network boundary—or, at the application level, to have a service listen for incoming connections. It does not mean opening a physical socket, and a firewall rule alone does not start a service or make it reachable across the internet.

What a port means in networking

A network port is a numbered endpoint used by software to communicate over a transport protocol such as TCP or UDP. It is not a physical connector on a computer or router. A rule that opens a port identifies traffic by details such as the port number and protocol, and permits that traffic at a particular point in the network.

The phrase can refer to more than one operation. A firewall can allow traffic matching a rule, while an application can listen for incoming connections. In TCP, the IETF describes a passive OPEN as a request to “LISTEN for an incoming connection” (RFC 9293, section 3.9.1.1). These are related but distinct states: a permitted path does not mean an application is listening.

What “open” means at each network layer

Host firewall: allow traffic to a device

An inbound rule on a computer’s firewall permits matching traffic to reach that device. Windows Defender Firewall, for example, lets a user create an inbound rule through Advanced settings. Microsoft’s guidance applies to Windows 10 and Windows 11; the labels and procedure can vary on other platforms (Microsoft’s Windows Firewall guidance).

Router: forward outside traffic to a device inside

A router’s port-forwarding rule directs specified traffic arriving from outside the local network to a chosen device and service inside it. Cisco describes forwarding as a way to let outside devices connect to applications hosted behind NAT (Cisco RV215W guidance). Router setup screens differ by model, firmware, and service. As one vendor-specific example, eero’s flow asks users to choose a device, port or range, and protocol (eero port-forwarding instructions).

Application: listen for connections

A service must be configured and running to listen for incoming traffic on the relevant port. The firewall and router may permit traffic, but without a listening service there is no application ready to accept the connection.

Firewall rules and port forwarding are not the same

Configuration What it changes Typical reach
Host firewall rule Allows matching traffic at the computer’s firewall. Traffic that can already reach that device; it does not by itself route internet traffic through a router.
Router port forwarding Sends specified incoming traffic to a selected device on the local network. Can make an internal service reachable from outside the local network.
Application listener Sets a service to wait for incoming connections on a port. Only useful if the network path and applicable firewall rules also permit the traffic.

For an internet-facing service, more than one of these layers may need configuration: the router may need to forward traffic, the destination device’s firewall may need to allow it, and a service must be listening. Which steps apply depends on the network and the service.

TCP, UDP, and choosing the right rule

TCP and UDP are different transport protocols. Router interfaces commonly offer TCP, UDP, or both; eero’s instructions show those choices. Select the protocol and port specified by the application or service’s current documentation. Do not assume that both protocols are required, and do not guess a port number when the service is unknown.

A range of ports may be configurable, but only use a range when the service documentation calls for it. The firewalld documentation, for example, demonstrates opening port 80 for TCP; that is a firewalld example, not a universal Linux command or a recommendation for every service (firewalld: Open a Port or Service).

Is opening a port safe?

Allowing traffic can expose a device or service to connections it would otherwise reject. The risk depends on what is listening, which traffic is allowed, and whether the service is appropriately maintained; an open rule does not by itself prove that a device has been compromised. Microsoft advises that allowing an app through Windows Firewall is generally safer than opening a port, because the app allowance opens required ports only when needed. It also recommends removing openings that are no longer needed and not allowing unknown apps (Microsoft Support). Cisco similarly cautions that forwarding a port to a public network is a security risk (Cisco RV215W guidance).

  • Confirm the service’s documented port and protocol before creating a rule.
  • Limit the rule to the intended device and traffic; avoid broad ranges without a documented need.
  • Prefer an app-specific firewall allowance when it meets the need.
  • Disable or remove the rule when the service no longer needs it.
  • Do not treat a non-default port number as a security measure by itself.

Rules can be temporary or persistent

Some firewall tools distinguish between a runtime rule and a permanent one. In firewalld, a runtime change lasts until reboot or firewalld restarts; a permanent change is saved in the permanent configuration, and takes effect in the runtime configuration only after it is applied there as well. The exact command and behavior are specific to firewalld; consult its instructions before using them (firewalld documentation).

What to check when a port still seems closed

  • Confirm the service is listening. An allowed firewall rule cannot substitute for a running application configured to accept connections.
  • Check each relevant layer. A host firewall exception does not create a router forwarding rule, and forwarding does not automatically change the destination device’s firewall.
  • Verify the protocol. A rule for TCP does not automatically allow UDP traffic, or vice versa.
  • Check the destination. Router forwarding must point to the device hosting the service; vendor setup screens use different labels and steps.
  • Review the rule’s lifetime. A runtime-only firewalld change will not persist through reboot or a firewalld restart.
