To animate an image is to make a still picture appear to move or change over time. That can mean showing a sequence of prepared frames, moving or deforming parts of the artwork, applying a preset effect, or generating a video from the picture. The term describes the result, not one particular technique or file format.
What happens when you animate an image?
A still image becomes animation when its appearance changes over time in a way that suggests movement or transformation. A simple GIF might switch among a few hand-prepared drawings. Another method can move a character’s separate parts or bend a bitmap between keyframes. Image-to-video tools can instead synthesize a moving scene from a still picture.
These approaches are related, but their outputs are not interchangeable: a looping GIF, a bitmap animation, and a generated video clip are different deliverables.
Common ways to animate an image
Change the image from frame to frame
Frame-by-frame animation uses a succession of images, with each frame showing a small change. It is useful when the artwork itself needs to change in a detailed or hand-drawn way. Adobe describes this method as suitable for complex motion where the image changes on every frame; it can also increase file size more quickly than tweened animation. Move or deform parts of a bitmap
If an image is separated into layers or prepared as a bitmap asset, an animator can move or warp selected parts over time with handles and keyframes. This gives more control over how a particular part bends or shifts than simply swapping whole-image frames. Apply a preset motion effect
Preset effects add motion without requiring the creator to construct every frame or manage many animation controls. Adobe Research describes effects in Express such as wobbles, wiggles, bounces, squishes, and wind. The effect is applied to an image to give it motion; it is a simpler route than a highly manual animation workflow, though it offers a different kind of control. Generate a video from a still
Image-to-video generation starts with an existing picture and produces a video clip. In Adobe Firefly’s described workflow, the user uploads an image, chooses framing and motion settings, prompts for the desired motion, generates the clip, and exports it. This can synthesize scene motion rather than merely cycle through hand-authored frames. Which method should you choose?

Choose based on the motion you need and the file you need at the end. A small repeating change may suit a GIF; a character whose parts need distinct motion may benefit from layered artwork and warping; a ready-made movement effect may be enough for a simple treatment; and a video deliverable points toward image-to-video generation.

Example: make a looping GIF from layered artwork
Adobe’s Photoshop tutorial shows a frame-animation workflow using separate drawing variations on layers. The exact interface can change, but the documented sequence is:
- Create variations of the drawing that show successive moments of the motion, and put each variation on its own layer.
- Choose Window > Timeline, select Create Frame Animation, then use Make Frames From Layers.
- Set the timing for the frames and preview playback. Adobe’s tutorial uses 0.1 seconds as an example interval for selected frames; it is an example, not a universal timing rule.
- Set looping to Forever if the animation should repeat continuously.
- Choose File > Export > Save for Web (Legacy) and select GIF as the format.

Does animating an image mean drawing every frame?
No. Frame-by-frame work does use distinct image states, but animation can also come from moving or deforming an asset, applying a preset effect, or generating video from the still. The phrase “animate an image” is broad; specify the intended output—such as a looping GIF or a video clip—when choosing a workflow.
