You can enter a web address or follow a link; the browser then handles the request and displays what it receives, if the resource is available and you have permission to access it.
What does it mean to access the Web?
The Web is an information space made up of resources that can be identified with Uniform Resource Identifiers (URIs). A URI identifies a resource; it does not guarantee that the resource exists, is reachable, or is available to you. The Internet provides the network and supporting systems through which software can try to reach it.
In everyday use, people often call a URL a web address. A browser uses that identifier to determine how to try to retrieve the resource. The Internet Engineering Task Force explains in RFC 3986 that a URI identifies a resource but does not itself provide access to it.
How do I access the Web?
For ordinary browsing, use a device with an Internet connection and a web browser. Enter a web address in the browser’s address bar or select a link. The browser acts as a user agent: software that makes requests on your behalf, interprets responses, and presents the results.

The steps below describe a common web retrieval, not every possible network or application interaction:
- Enter an address or follow a link. The browser receives a URI identifying the resource you want to access.
- Determine how to make the request. The URI’s scheme and the relevant application determine what operation the browser or other software attempts.
- Route the request. The request may involve network services such as name resolution, caches, proxies, or gateways; the browser does not necessarily communicate directly with the resource’s origin server.
- Receive a response, if available. A server or another service may return a representation of the resource, subject to availability and access controls.
- Interpret and display the response. The user agent uses the response’s format and other information to render content for the user.
What happens when I type a web address?
Typing a web address starts an attempt to access the resource it identifies. The browser interprets the address and, for a typical web page retrieval, sends an HTTP request. HTTP is a request-and-response protocol used for distributed hypertext systems. Its GET method is the primary mechanism for requesting a current representation of a resource, according to the IETF’s RFC 9110.

The result might be a page, a file, an error, or an access-denied response. A valid-looking address does not ensure success: the resource could be unavailable, the connection could fail, or the service could require authorization. Also, not every URI scheme or application uses HTTP GET; the operation depends on the scheme and context.
Is a web page just one file?
Not necessarily. A page may be assembled from multiple related resources and may change in response to user actions or data. In the context of WCAG 2.2 conformance, W3C defines a web page as a non-embedded resource obtained from one URI using HTTP, together with resources used in its rendering or intended to be rendered with it. W3C gives AJAX applications and interactive portals as examples.

That is a definition for WCAG conformance, not a universal technical definition for every use of the word “page.” It does, however, clarify why a browser may need to retrieve more than one resource to show an interactive page.
Do I need a browser to use the Web?
No. A browser is the usual tool for people to read and interact with websites, but it is one kind of user agent. Other software can request or process web resources without presenting them in a graphical browser. The essential idea is that an agent uses an identifier and a relevant protocol or application to attempt access.

Does everyone experience the Web in the same way?
No. Access also depends on whether content and interactions work with a person’s user agent and assistive technology. W3C’s WCAG 2.2 Understanding Conformance explains accessibility support in the context of conformance: support depends on both assistive technologies and user agents, and does not mean every use of a technology is supported.
