There is no single province-wide document checklist established in Sindh’s official law and rules for every government-school admission. The rules identify several ways to show a child’s age, but the law says a child must not be refused admission just because the family has no proof of age. Ask the intended school for its current form and any requirements tied to the child’s grade or transfer history.
Documents for government-school admission in Sindh
For age evidence, Sindh’s 2016 rules recognize a hospital, nurse or midwife register record; a Union Council record; or an affidavit from a parent or guardian declaring the child’s age. The 2013 Act refers to a prescribed birth certificate as the basis for determining age, but also protects admission when proof of age is unavailable. Read together, these provisions do not make a birth certificate the only route to enrollment.

These are age-evidence options named in rule 12 of the Sindh Right to Free and Compulsory Education Rules, 2016. The Sindh Right of Children to Free and Compulsory Education Act, 2013 says in section 12: “no child shall be denied admission in a school for lack of proof of age.”
Is a B-form or birth certificate compulsory?
The cited province-wide provisions do not establish a B-form as a universal admission requirement. They recognize multiple forms of age evidence and say lack of age proof alone cannot be grounds to deny a child admission. The Act refers to a prescribed birth certificate for determining age, but its no-denial proviso means a family should not be told that the child cannot enroll solely because it cannot provide that certificate.

The official provisions reviewed also do not establish domicile, guardian CNIC copies, photographs, an application form or a transfer certificate as requirements for every government-school admission. A particular school may ask for administrative documents or additional information for a specific grade or transfer case; confirm those details with that school rather than treating them as province-wide legal requirements.
What to do if you have no age document
- Contact the intended school. Ask how it handles admission when age records are unavailable and whether it has a current form or grade-specific procedure.
- Explain what records you do have. If available, bring one of the age-evidence records listed in rule 12, such as a Union Council record or a hospital register entry.
- Do not assume missing age proof ends the application. Section 12 of the Act bars denial of admission for lack of proof of age.
Can a child apply after the admission period?
Yes. The Act provides for admission at the start of the academic year or within an extended period, and says a child must not be denied admission solely because the application comes after that period. The 2016 rules specify a six-month extended period for the school categories they cover; after it, they provide for special training as determined by the school head. These provisions do not establish the current calendar dates for every school, so ask the intended school about its operating dates and next steps.

Preschool or ECCE admission has separate age guidance
Sindh’s Early Childhood Care & Education Standards, 2018 set the age eligibility for ECCE admission at 3–5 years. The standards address enrollment of children living within a school’s attendance area, mention immunization records and repeat that missing age proof cannot bar admission. These are preschool-specific provisions; they should not be treated as a general document checklist for primary or secondary grades.

Before visiting, contact the government school and ask for its current application form, if any, and whether it needs records specific to the child’s grade or transfer history. This is especially useful if the child is changing schools or seeking a grade placement outside the usual entry point. Local administrative requests should be distinguished from the age-evidence rules and statutory protection that apply under Sindh’s law.
