It is not another name for Wi-Fi, and a device’s Wi-Fi capability does not prove it supports WAPI. For a design, confirm the applicable customer or market requirement, then verify that the exact access point, client devices, firmware, cryptography and authentication infrastructure work together.
What WAPI does
WAPI separates WLAN security into two parts: WLAN Authentication Infrastructure (WAI), which handles authentication and key management, and WLAN Privacy Infrastructure (WPI), which protects wireless data. Huawei describes this division in its WAPI overview; an ISO/IEC 8802-11 sample hosted by the IEEE working-group repository also describes mutual authentication and a controlled port under WAI, and data-frame protection under WPI.
WAI: identity and key management
WAI is responsible for authenticating participants and establishing or managing keys. Huawei’s documentation describes certificate-based authentication and elliptic-curve cryptography for certificate authentication and key negotiation. The exact credential, certificate-authority and server requirements depend on the deployment and implementation; confirm them in the current specification and vendor documentation.
WPI: protection for WLAN traffic
WPI protects data in transit. Huawei describes encryption and decryption using a symmetric block cipher, as well as data verification and anti-replay functions. Linux Wireless documentation discusses WPI-SMS4 cipher support and notes a hardware-cipher requirement for the Linux implementation path described there. That page includes dated implementation notes, so it should not be read as a statement about every current Linux distribution, driver or device.

How WAPI relates to 802.11i and WPA security
WAPI has a distinct history and architecture from mainstream IEEE 802.11 security development. In a 2005 EE Times article, Atheros product-marketing manager Sheung Li characterized WAPI authentication as certificate-centric and not EAP-based, and described differences in packet processing from 802.11i. The article also highlighted state maintenance, QoS, aggregation, access-point cryptography, mixed networks and multicast as design considerations.
Those observations are historical design context, not a current compatibility or security comparison. The sources available here do not provide a controlled, current product comparison or an independent security evaluation. Do not rank WAPI against WPA2 or WPA3 based on vendor claims or the 2005 article alone; compare implementations against current requirements and documentation.

What to verify before designing or specifying a WAPI deployment
Wi-Fi support alone is insufficient evidence. Validate the complete system and the versions intended for deployment.
- Confirm the requirement. Ask the customer and the relevant authority whether WAPI is required for the target deployment, contract or market, and for which launch date and geography. The sources cited here do not establish a current legal or procurement requirement.
- Check the exact access point and client. Obtain model- and firmware-specific documentation confirming WAPI support on both sides. Do not infer compatibility from a generic Wi-Fi label or a product category.
- Validate authentication and credentials. Confirm the authentication method, certificate issuance and management, identity requirements, and any authentication-server integration. For enterprise deployments, Beijing Certificate Authority describes a WAPI authentication manager for certificate issuance, digital identity management, device and user authentication, and access control; its page describes a solution category, not compatibility with any particular AP or client.
- Confirm cipher support. Check the required WPI cipher and whether the AP and clients support it in hardware or through the documented implementation. Verify that the firmware versions have the necessary support.
- Review WLAN behavior end to end. Check interoperability with the existing WLAN and test roaming, QoS, aggregation and multicast where the design uses them. These are among the issues raised in the historical EE Times discussion, but specific behavior must be validated for the current implementations.
- Establish lifecycle and evidence. Ask vendors for certification or conformance evidence, the exact versions tested, firmware support commitments and a process for updates. Record which models and configurations passed testing rather than treating a brand-level statement as proof.
What WAPI’s history does—and does not—tell designers
The U.S. Trade Representative’s 2008 report on China’s trade practices records that China agreed to an indefinite delay in implementing WAPI standards at a 2004 Joint Commission on Commerce and Trade meeting. It says WAPI was later submitted voluntarily for ISO consideration and that adoption as an international standard was rejected in a March 2006 ISO vote. The report also records a December 2005 announcement of a preference for WAPI products in government procurement, while describing the trade effects as apparently limited.

These are dated historical events, not evidence of present-day Chinese law, procurement policy or market adoption. Linux Wireless also recounts WAPI’s standardization history and gives an undated historical assessment of limited use outside China; that assessment should not be treated as current market-share data. For a real launch, check the applicable authority and customer requirements for the relevant location and date.

A WAPI-capable WLAN access point is a relevant product category for a WAPI deployment, but no particular access point or retail model is validated by the sources cited here. A compatible client and authentication infrastructure may also be needed, depending on the design. Do not describe an ordinary router or Wi-Fi adapter as WAPI-compatible without model-specific evidence.

For enterprise deployments, certificate and identity-management services are another solution category: Beijing Certificate Authority’s WAPI authentication manager page describes certificate issuance, digital identity management, device and user authentication, and access control for enterprise WLAN scenarios. Its description does not establish interoperability with a particular product.
