What clients look for before hiring
Technical skill matters, but clients also need evidence that a developer can handle their particular problem and be trusted to follow through. A portfolio, references or reviews, and a conversation about the client’s goals help establish fit. Past work can show relevant experience; it cannot guarantee a particular business result.
GoDaddy Pro’s 2022 study involved interviews with 18 U.S. small-business owners who had hired a web designer or developer in the prior 12 months, followed by an online survey of 204 U.S.-based small-business owners who hired a professional to build a website. In that study, 71% said they looked for patterns or themes in reviews rather than expecting a perfect five-star record, and 64% said they would feel suspicious if a web professional had no reviews. GoDaddy also reported that 71% prioritized reviews and a portfolio when choosing a provider, with personal relationships also mattering strongly. When comparing candidates, consider how closely their past work matches the project, whether they know the relevant platform or CMS, and whether they can explain technical choices in plain language. What should a web developer include in a website project?
A goal and a way to judge success
Start with the business need: a new online presence, a redesign, more leads or sales, easier content publishing, or a particular workflow. The developer should be able to connect the proposed site to that need and agree with the client how success will be assessed—for example, by whether the site supports attracting, engaging, or converting visitors. No developer can responsibly promise rankings, conversions, or revenue without a defensible, bounded basis.
A written scope and deliverables
The agreement should describe what the client will receive, not merely say “a website.” Depending on the project, deliverables may include named pages or templates, design mockups, a working site, CMS setup, integrations, or documentation. It should also state what is excluded, which content and assets the client supplies, who approves work, and how additional requests will be handled. Clients should also know what access or decisions the developer needs from them, such as hosting or CMS credentials, brand assets, copy, and timely approvals. A dependency that arrives late can affect the schedule even when the developer’s work is progressing.
How communication and reviews should work
Agree on a communication plan rather than guessing at a universal cadence. Specify the preferred channel, a realistic response window, how often progress updates will arrive, and how urgent issues will be raised. Progress may be visible through milestones, wireframes, prototypes, a working preview, or concise status reports. Upwork recommends regular check-ins and proactive communication; HubSpot recommends status reports and opportunities to review work during development. The client’s part of the process should be explicit too: supply agreed materials and access, review milestones, make decisions, and provide consolidated feedback. These responsibilities should have reasonable deadlines, with a plan for what happens if approvals or materials are delayed.
Set a revision boundary
Before kickoff, decide when the client can review work, how feedback will be collected, and how many revision rounds are included. There is no substantiated universal number of rounds. Define what counts as a revision to the agreed direction versus a new page, feature, or change after approval. The agreement should say how out-of-scope changes affect fees and dates.

How price and schedule are determined
A useful estimate follows discovery of scope and dependencies. The cost and timeline depend on such factors as the number and complexity of pages or features, integrations, content readiness, client decision speed, and which services are included. Upwork gives broad examples in which simple websites take weeks and larger or custom applications take months; these are examples, not a schedule promise for a particular project. Compare proposals on total project cost and recurring costs, not only the initial quote. Check whether hosting, licenses, security, maintenance, content entry, training, and support are included or billed separately. A low quote is not necessarily the best value if it leaves essential work undefined. When a new request appears, pause to confirm whether it is in scope; if not, agree in writing on its effect on price and schedule before proceeding. What should happen before and after launch?
Clarify what testing is included and what the handoff contains. Depending on the agreement, this may cover the completed site, source or project files, access and credentials, documentation, and training so the client can make edits. Agree on ownership and transfer terms in writing; general hiring guidance does not determine the legal effect of those terms in every jurisdiction.
Launch does not automatically mean ongoing care is included. Ask whether the developer’s responsibility ends at launch or extends to hosting, security, maintenance, edits, and support—and for what period or fee. Also establish who can update the site after handoff. Upwork recommends asking about testing, security, maintenance, support, and ownership; HubSpot advises clarifying hosting, security, maintenance, and whether the client can edit the site. A practical way to compare candidates
Use the same questions for each candidate, then weight the answers according to the project’s needs:
- Which past projects best match this business problem, and what did the developer personally handle?
- Does the developer have the right platform, CMS, and integration experience?
- Can they explain the proposed approach and its trade-offs clearly?
- Are deliverables, exclusions, client responsibilities, and change handling written down?
- Is the communication and feedback process workable for both sides?
- Are the schedule and dependencies realistic, with client decisions accounted for?
- What is the total price, including recurring or post-launch costs?
- What testing, handoff, ownership terms, and support are included?
