Before choosing a cloud region in Indonesia, confirm which localization and transfer rules apply to your organization, trace where each service handles data, verify that your required products are available in the candidate region, and test performance and recovery against your own requirements. A Jakarta region can be a useful starting point, but its location or number of availability zones alone does not establish legal compliance, service coverage, application latency, or disaster-recovery readiness.

Start with the rules that apply to your organization

Establish your status and the data in scope

Identify whether your organization is a public-sector or private-sector electronic system operator (ESO), which data categories the workload handles, and whether sector-specific requirements apply. The answer can change what locations and transfers are acceptable; do not treat all businesses as subject to one blanket Indonesia-only rule—or assume that private-sector data has no constraints.

Government Regulation No. 71 of 2019 (GR 71) states in Article 20 that public-sector ESOs must have a continuity plan and manage, process, and/or store electronic systems and electronic data in Indonesia. The article includes an exception for management, processing, or storage outside Indonesia when the relevant storage technology is unavailable domestically. Read Article 20 in the context of the full regulation and any current amendments. Google’s summary describes additional flexibility for private-sector ESOs, while advising customers to assess whether the regulation applies to their systems and seek legal advice. That provider summary is not a substitute for interpreting the law.

Assess personal-data transfers separately

AWS’s privacy summary says Indonesia’s Personal Data Protection Law (Law No. 27 of 2022, commonly called the PDP Law) does not itself impose data localization, and that cross-border personal-data transfers are subject to conditions. It also says GR 71 continues to apply to the extent it does not conflict with the PDP Law. Treat this as a starting point for legal review, not blanket permission to host a particular workload outside Indonesia. Have Indonesian counsel confirm the current rules, your organization’s status, relevant sector obligations, and whether proposed transfers are permitted.

What Indonesia cloud regions are available?

Provider region inventories describe Jakarta-based options from Microsoft Azure, Amazon Web Services (AWS), and Google Cloud. Their published zone counts describe regional architecture, not guaranteed availability for every product or a promise that a workload will meet a particular uptime target.

Check service-level regional support and the scope and exceptions of any data-location controls. Google’s Indonesia Data Boundary documentation identifies asia-southeast2 as an allowed resource location in the described control package, but warns that some resources may not be controlled by that restriction.

Trace data handling service by service

A region choice is not a complete data-flow guarantee. For each product in the design, establish where data is stored and processed, and whether associated operations or control-plane functions have different locations or exceptions. Review provider documentation and contract terms rather than relying only on a region-level statement or a general data-boundary label.

  • Primary data: Record where the service stores and processes the workload’s content, including any service-specific location choices.
  • Backups and replicas: Confirm their default and selected locations, retention behavior, and whether replication crosses a regional or national boundary.
  • Logs and service metadata: Check the handling of audit records, diagnostic data, telemetry, identifiers, and other metadata—not just customer content.
  • Support and administration: Determine how provider support access, operational access, and customer administration are handled, and what controls or contractual terms apply.
  • Transfers and dependencies: Identify any service, integration, or recovery plan that sends data or processing outside the selected region, and assess whether that movement is acceptable.

Document the findings per service, including exceptions and the evidence used. A product being offered in Jakarta does not, by itself, prove that every related data flow remains there.

Confirm that the region supports the actual workload

Check every required product, feature, and configuration against current regional documentation before committing to a design. Availability of a provider region is not the same as availability of each service in that region; Microsoft explicitly cautions that not every zone-enabled service is supported in Indonesia Central.

  • Managed databases, storage tiers, analytics, and AI features required by the application.
  • Networking, security, identity, encryption, logging, and monitoring capabilities.
  • Service quotas, supported zone configurations, and relevant support-plan coverage.
  • Fallbacks for any unavailable feature, including whether a fallback moves processing or data elsewhere.

Record each dependency and its regional status. If an essential component is unavailable, decide whether to change the design, accept a documented exception, or evaluate another provider or region. Confirm the resulting data flows and compliance position rather than treating a fallback as a purely technical detail.

Measure latency from your users, not from a map

A Jakarta location may help reduce distance for some Indonesian users, but the experience depends on where users are, network routing, application design, and which services each request uses. AWS advertises lower latency for Indonesian users; that is a provider claim, not a measured result for your application or a comparison across providers.

  1. Choose representative offices, cities, user networks, and any important remote-user locations.
  2. Test real application request paths, including calls to managed services and external dependencies—not just a basic connection to a region.
  3. Measure under typical and peak load, and observe the parts of the request path that affect the workload’s own response-time requirements.
  4. Repeat tests over the relevant networks and compare providers using the same workload, test period, and success criteria.

Use the results to decide whether regional placement meets the application’s needs. Do not convert a general claim about local latency into a performance guarantee.

Design availability and disaster recovery as different problems

Availability zones can support designs that tolerate some zone-level failures, but zone count alone does not establish that a specific service is deployed across zones or that the application can recover from a regional outage. Set recovery requirements first, then confirm the architecture can meet them.

  • Define RTO and RPO: Set the maximum acceptable recovery time objective (RTO) and recovery point objective (RPO) for each workload.
  • Check failure domains: Establish how the selected products support zone-level resilience and what components remain shared or dependent.
  • Place and test backups: Confirm backup locations and retention, then test restoration against the required recovery targets.
  • Choose a regional recovery location: Verify whether a second region is legally and operationally acceptable, and whether the required services are available there.
  • Exercise the plan: Test failover and restoration procedures, including access, keys, connectivity, and dependencies needed during recovery.

Microsoft lists no paired region for Indonesia Central, so do not assume Azure will provide an automatic paired-region recovery path there. More generally, locality rules can constrain where redundant copies are stored or where a recovery workload runs. Google’s locality-restricted disaster-recovery guidance highlights the need to consider data storage and processing, workload access, key management, and the number and relationship of redundant locations. Apply those questions to your own legal and operational requirements, not as a claim that one provider’s controls satisfy another regime.

Compare security, connectivity, and operating fit

Review the operating model as well as the region. Confirm how identity and access controls, encryption, customer-managed keys, logging, audit access, incident response, provider attestations, and support access fit your security requirements. Set out which controls your organization operates and which the provider operates under the shared-responsibility model.

Assess connectivity for the actual architecture: private connectivity options, internet routing, expected bandwidth, redundancy, existing office or data-center links, and traffic between regions or services. A region may meet location needs yet be a poor operational fit if required links or network paths do not meet the workload’s requirements.

Model cost and migration on the same workload

Do not choose from zone counts or headline compute rates alone. No comparable workload cost or current regional rate is established by the provider material summarized here. Build an estimate from your expected usage with each provider’s pricing tools, or request quotes where appropriate.

Include compute, storage, data transfer, backups, connectivity, support, licensing, migration, and any duplicated capacity required for resilience. Model expected growth as well as initial usage, and use the same workload assumptions for every candidate so the comparison is meaningful.

Use a consistent decision record

For each candidate region, keep one decision record that makes assumptions and exceptions visible. It should capture:

  • Organization status, data categories, applicable legal review, and permitted transfer boundaries.
  • Data locations and exceptions for each service, including backups, logs, metadata, and support access.
  • Regional status of required products, features, quotas, and fallback designs.
  • Latency test locations, networks, workload paths, and results against defined requirements.
  • Availability design, RTO and RPO, backup placement, recovery location, and restore-test results.
  • Security and connectivity fit, estimated operating cost, migration needs, and unresolved risks.

Choose only after the evidence supports the workload’s legal, technical, and business requirements. Where a requirement is unresolved—such as an uncertain transfer rule, unavailable service, untested restore, or unmeasured user path—treat it as an open decision, not an assumed capability.
