Turning Windows diagnostic data down or off does not generally stop Windows from working. The documented costs are narrower: less troubleshooting information leaves the device, some organization reporting and Intune features depend on a minimum level of data, and personalized tips become less relevant. Which of those applies to you depends on your Windows edition, the level you choose, and whether the device is managed by an organization.
The diagnostic data levels and what each one changes
Microsoft’s guidance for organizations, “Configure Windows diagnostic data in your organization” on Microsoft Learn, covers Windows 10 and Windows 11 client editions, Windows Server, Surface Hub, and HoloLens. It describes four levels. The table below uses the current names, with the older names in parentheses.

Two points matter most. The “off” level is the only one that sends nothing, and it is not offered on Windows client editions such as Home and Pro, because Microsoft limits it to Server, Enterprise, and Education. On Home and Pro, the lowest choice you will see in Settings is the one Windows presents for your edition.

What stops working or changes
Windows Update for Business reports
Windows Update for Business reports require at least the Required level. A related setting, device-name data, controls whether a device is individually identified in those reports. Without it, the report shows a placeholder instead of the device name. That is a reporting limit for administrators. It does not affect how Windows Update installs updates on the device.

Intune features
Some Microsoft Intune features need access to Windows diagnostic data or license verification. The Intune tenant-level toggle disables the Intune features that depend on that data. It reflects only that configuration choice, however. Processor configuration enabled another way may still be active, so do not assume the toggle is a complete off switch for everything Intune manages.
Crash reports and support requests
At the Required level, Windows sends crash metadata but not crash dumps. Optional data adds full and triage memory dumps and diagnostic logs. If a support engineer asks for a memory dump, a device at Off or Required cannot supply one. Separate Windows Error Reporting policies can limit dump and diagnostic-log collection, and Microsoft gives distinct policy wording and steps for Windows 10 and Windows 11.

Personalized suggestions
A separate policy prevents diagnostic data from being used for tailored experiences. When it is applied, tips, recommendations, and offers become less relevant. Microsoft says users may still see them, so reduced personalization is not the same as no suggestions.

Diagnostic Data Viewer is an optional Windows app for reviewing the diagnostic data Windows sends to Microsoft. When viewing is enabled, the data is stored on the device until viewing is turned off. Turning viewing off stops collection for the viewer and clears the locally stored viewer data. The app is a transparency tool. Windows does not need it to run.

What does not change
The Windows diagnostic data setting covers Windows components. Third-party apps and other Microsoft apps can have their own diagnostic controls, and some Windows controls apply only to Windows OS components and apps. Changing the Windows level does not block all network traffic or all data collection on the device. If you want less data from a specific app, check that app’s own privacy settings.
Choosing a level by situation
- Personal device on Windows Home or Pro: The Off level is not available. Choose the lowest level Settings offers for your edition, and use app-level privacy settings for anything beyond Windows diagnostics.
- Enterprise, Education, or Server device that you want to send nothing: The Off level is available. Confirm first that you do not rely on Windows Update for Business reports or Intune features that need diagnostic data.
- Device enrolled in Windows Update for Business reports: Keep the level at Required or higher, and keep device-name data enabled if you need individually identified devices in the reports.
- Device you may need to troubleshoot with memory dumps: Use Optional, or enable it for the period a support case requires, because dumps are not sent at Required.
- Windows 11 or Windows Server 2022 managed by policy: Enhanced is not offered, so control optional data through policy rather than through that level. Administrators can use Group Policy or MDM, which Microsoft documents as the supported routes.
Symptoms after a change, and what to check
- Windows Update for Business report shows a placeholder for device names: Device-name data is off, or the level is below Required. Raise the level and re-check the report.
- An Intune feature stops working: The feature may depend on Windows diagnostic data or license verification. Review the Intune tenant toggle and whether the feature needs that data.
- Support asks for a memory dump you cannot provide: Dumps are excluded at Required and Off. Temporarily move to Optional and check that dump policies do not block collection.
- Tips and offers still appear: The personalization policy reduces relevance but does not guarantee that suggestions disappear.
- Data still leaves the device from an app: The Windows level does not control third-party apps or Microsoft apps with separate controls. Use each app’s own settings.
Microsoft’s own guidance on the Off level says devices configured this way will still be secure. Setting the level lower reduces diagnostic data, but it is not a security trade-off on supported editions.
