Building Information Modelling (BIM) is a way to create, organize and exchange information about a built asset so people can make decisions across its lifecycle. A 3D model may be part of BIM, but BIM is broader: it includes the information, standards, workflows and reviews that help teams use that model and related data for design, construction and operations.

What does BIM mean?

The UK Government describes BIM as a combination of process, standards and technology for generating, visualizing, exchanging, assuring and reusing information to support decisions about an asset. Its UK policy framing covers the asset lifecycle, from inception and procurement through delivery, facilities management, maintenance, refurbishment, disposal and reuse. It is one national policy framing, not a single definition that governs every country.

ISO’s concepts page describes building information modelling as assembling, organizing and interrelating information containers to form a digital representation of an asset and use it to facilitate design, construction and operational decisions. That definition helps explain why BIM is not simply another name for a 3D drawing.

The ISO page presenting this definition is labeled ISO/DIS 19650-1 and describes a second edition. Because the designation is draft, check ISO’s publication status before citing it as a finalized edition of the standard. The broader distinction remains useful: BIM is an information-management approach supported by digital models and agreed ways of working.

How BIM differs from conventional 3D CAD

A conventional 3D CAD model primarily represents geometry. In a BIM approach, information is structured around elements of an asset and coordinated so that different participants can use and exchange it for defined purposes. Depending on the project, a wall element might be associated with information needed for design coordination, construction planning or later maintenance.

What is represented? Primarily the shape and spatial arrangement of design elements. A digital representation that can connect asset elements with structured information.
How do participants use it? Often as a design representation exchanged among project participants. As part of coordinated information production, review and exchange among participants.
Can it support decisions after design? Geometry alone may not provide the information needed for later lifecycle decisions. Information can be prepared and reused for construction, operation, maintenance and other lifecycle decisions.

This is a distinction in approach, not a guarantee based on file format or software. A 3D model does not become useful BIM just because it is detailed: the information must be relevant, structured, coordinated and suitable for its intended use.

What teams use BIM for

BIM-related information can help project participants examine issues before work starts and make decisions during delivery or operation. The UK Health and Safety Executive (HSE) identifies examples including:

  • Discussing models to identify and reduce planning risks.
  • Using site-environment models to consider logistics, access, egress and protection of the public.
  • Reviewing federated models to find coordination problems, such as clashes, before teams make adjustments on site.
  • Linking a model to a timeline to examine construction sequences.
  • Holding collaborative reviews before work begins.
  • Reusing design information in safety files, visual method statements, maintenance planning and facilities-management decisions.

These are possible uses, not automatic outcomes. A model or workflow does not by itself ensure safer work, fewer clashes, faster construction or lower costs; those results depend on the information, project processes and decisions made by the people involved.

What makes BIM useful: information for a defined purpose

The UK BIM Framework’s practical principle is to specify and deliver the appropriate amount of information for the intended design, construction, operation or maintenance purpose. That means establishing what information is needed, who produces and reviews it, when it is delivered, how it is exchanged and how it will be checked.

  • Too little information can leave a team or asset owner without what they need to make a decision.
  • Too much information can consume effort without helping the intended decision.
  • Information delivered at the wrong time may be of little use to the participant who needs it.
  • Information that cannot be exchanged reliably can lose value when it moves between people or technologies.

Interoperability matters because participants may use different tools. The UK Government links transfer of information that preserves its integrity with whole-life outcomes. ISO 23387 explains how standardized data templates and machine-interpretable data can support more reliable information exchange across planning, design, construction and operation, including for infrastructure, utilities and public space.

Standards, review and project requirements

In the UK, the UK BIM Framework provides implementation guidance based on the ISO 19650 series. The UK Government says its framework also draws on remaining parts of the BS/PAS 1192 suite, and that the earlier UK “BIM Level 2” framing was superseded by the UK BIM Framework in 2018. This is UK policy history, not a worldwide maturity rule.

Standards can help teams define information needs and exchange methods. For example, ISO identifies ISO 7817-1 on level of information need, ISO 16739-1 on Industry Foundation Classes (IFC) data sharing and ISO 23387 on data templates as related standards. Which standards and requirements apply depends on the country, client, contract and project.

Review remains essential. ISO notes that approving an information container for a specified use does not replace expert review of whether its technical content is correct. A project should therefore distinguish between checking that information has been delivered in the agreed form and checking that the information itself is suitable and accurate for the decision at hand.

What BIM does not guarantee

BIM is an approach for managing and using asset information, not a promise of a particular project result. The official sources cited here describe potential applications and intended benefits, but do not establish a general percentage saving in time, cost, safety incidents, carbon or productivity. Results depend on project goals, information quality, coordination, review and how teams use what they produce.

Nor does the label “BIM” alone tell an owner whether a model contains everything needed for construction or operation. The project’s information requirements, delivery schedule, exchange arrangements and review protocols determine what it is meant to contain and how it can be relied upon.

How to assess a BIM deliverable

If you need to decide whether a model or information package will support a project task, ask:

  • What decision or activity is this information intended to support?
  • Which asset elements and data are required for that use?
  • Who is responsible for producing, coordinating and reviewing the information?
  • When must it be delivered, and in what agreed format or exchange process?
  • What checks confirm both delivery requirements and technical correctness?
  • Can the information be transferred to the next participant or lifecycle stage without losing its integrity?

For a real project, use the applicable national standards and the client’s and contract’s requirements rather than assuming one BIM mandate or workflow applies everywhere.
