A web agent is an AI system that pursues a goal by using browser tools, observing what happens, and choosing what to do next. Unlike a fixed script of clicks, it can adjust its actions as a page changes—or stop and ask a person for help. What it can actually do depends on its tools, browser environment, and permissions.
What is a web agent?
Anthropic defines an agent as “an AI model that directs its own processes and tool use when accomplishing a task—that is, deciding for itself how to achieve what users want, rather than following a fixed script.” In its April 9, 2026 article, “Trustworthy agents in practice”, Anthropic describes the pattern as a self-directed loop: the agent plans, acts, observes, adjusts, and repeats until it finishes or needs human input.
A web agent applies that approach to browser tasks. It may navigate a site, click controls, scroll, type into fields, or complete forms when its tools and permissions allow. Those are possible capabilities, not guarantees: an agent without the relevant browser access cannot perform the corresponding action.
How does a web agent work?
A useful simplified model is an observe–act–check cycle. The precise implementation varies between products, but the general flow is:

- Receive a goal. The user asks for an outcome, such as finding a page or filling in a form.
- Inspect the current state. The agent receives information from its browser or another tool. That may be a screenshot, structured page information, or a tool result.
- Choose an action. Based on what it has observed, it decides whether to navigate, click, scroll, type, or use another available tool.
- Observe the result. It checks the updated page or tool response rather than assuming the action worked.
- Continue, stop, or ask for help. It repeats the cycle if needed, reports completion when appropriate, or hands control back to a person.
This differs from ordinary browser automation that executes a predetermined sequence regardless of what appears on screen. An agent can select its next action based on observed results, though that flexibility does not ensure that it will choose correctly.
What components make up a web agent?
There is no single architecture shared by every product. OpenAI’s Agents API documentation describes a setup with a harness that runs the model-and-tool loop and maintains a session, an optional environment for commands, code, or files, and an application server that submits tasks, receives events, and handles function tools. A browser is one possible environment.
- Model: Interprets the goal and available observations, then selects a next step.
- Harness or orchestrator: Runs the interaction loop, manages the session, and routes tool calls and results.
- Browser environment: Provides a website or browser session in which actions can occur. The scope of access depends on the implementation and its configuration.
- Tools and permissions: Determine what the agent can inspect and do, such as read page information, control a screen, or invoke an application function.
- Application server and human oversight: May submit work, handle events, enforce approval steps, and let a person review or take over.
How do agents see and control a browser?
Agents can interact with websites in different ways; the choice affects what they perceive and how they act.

Visual screen control
A visual agent works from screen images and uses simulated mouse and keyboard actions. OpenAI’s January 2025 announcement of its Computer-Using Agent (CUA) describes a system that processes raw pixel data and acts with a virtual mouse and keyboard. This can resemble how a person uses a screen, but the agent’s decisions still depend on what it can perceive in the image.
Browser-oriented tools
Other systems use browser-specific tools to inspect or operate a page. A product may expose page information or actions through a structured interface instead of relying only on screenshots. Some systems combine visual control and browser tools. The available actions and the way results are reported vary by product.
Why the distinction matters
Screen-based control depends on visual interpretation; structured tools depend on the information and operations those tools expose. Neither method means an agent can access every site, interpret every page correctly, or bypass permissions and security controls. Browser-use documentation from Anthropic identifies latency, vision accuracy, and prompt injection as relevant limitations for browser executors.

What can a web agent do?
With suitable tools and authorization, a web agent may perform interface actions such as:
- Open a URL and move between pages.
- Click links, buttons, or other visible controls.
- Scroll to find content that is not currently visible.
- Type into search boxes and form fields.
- Fill out forms or carry out multi-step browser tasks.
- Inspect whether an action appears to have succeeded and report the result.
Actual capabilities are bounded by the browser session, tool design, and permissions. Some systems may require a person to approve or complete sensitive actions. Benchmark scores measure a particular system on particular tests; they are not a universal reliability rate for web agents. OpenAI’s January 23, 2025 CUA announcement reported these results:

These are vendor-reported results for CUA in the cited announcement, not scores for all agents or a claim about current performance across products. A score also does not establish how a different agent will behave on your website or task.

Web agents can encounter untrusted page content and can take actions that expose data. Safety depends on the system, its permissions, and how a task is supervised; no general definition of “agent” guarantees a particular safeguard.
Prompt injection from web pages
A page may contain malicious instructions intended to divert an agent from the user’s goal. A 2025 preprint, “Mind the Web: The Security of Web Use Agents”, evaluates nine payload types across four named agents and reports attack success rates of 80%–100% in its tested settings. Those figures describe the paper’s selected agents, models, and experiments—not the rate of attacks against all web agents or ordinary usage.

Data exposure through actions and URLs
OpenAI’s link-safety article explains that a manipulated URL can include private data in a request and that destination websites may record requested URLs. An agent can therefore expose information through an action even if it never repeats that information in its final response.
Practical safeguards
For developers building or deploying browser agents, prudent measures based on these risks include:
- Limit browser and account access to what the task requires.
- Require human confirmation before consequential actions such as submitting, purchasing, deleting, or sharing.
- Avoid putting credentials or sensitive data in pages or URLs that an untrusted site could influence.
- Verify important outcomes in the destination system instead of relying only on the agent’s summary.
- Provide a human handoff when the agent is uncertain or the action should not proceed automatically.
These are implementation recommendations, not assurances that every agent product supplies these controls.

Can an AI agent click and fill out websites?
It can if its browser tools support those actions and it has permission to use them. The exact abilities differ between systems.
Is a web agent the same as a chatbot?
A chatbot may answer without taking actions. A web agent is distinguished by directing tool use toward a goal and repeating an observe-and-adjust loop; products can combine chat and agent behavior.
