Replacing some clinker in cement can lower emissions and may reduce production costs, but the result depends on what replaces it, how that material is processed and transported, and whether the resulting cement meets the performance and code requirements for its intended use. There is no universally best substitute or replacement percentage: each option involves trade-offs in emissions, strength development, durability, supply, cost, and approval.

What does replacing clinker mean?

Clinker is the intermediate product made by heating cement raw materials. Portland cement is produced by grinding clinker with other constituents. Lowering the clinker-to-cement ratio means that a larger share of the cement comes from other constituents or supplementary cementitious materials (SCMs).

Common options include blast-furnace slag, coal fly ash, natural pozzolans, and calcined clay. Limestone is also used in blended cements, but it does not play the same reactive role as a pozzolan. The IPCC reported a global average clinker content of 71% in cement in 2019 in its 2022 assessment; that is a historical global average, not a target or a limit for an individual product.

How does clinker replacement affect emissions?

Clinker production creates emissions both when limestone is calcined and when fuel and energy are used to heat the kiln. Replacing part of the clinker can therefore reduce cement emissions, but the size of the benefit depends on the replacement material and on how the comparison is made. Processing energy, transport, and the accounting of emissions from industrial by-products can change the result. A reduction reported for a binder is not automatically the same reduction for a cubic metre of concrete or for a structure over its full life cycle.

A National Academies report from 2023 describes LC3 binder as having approximately 40% lower CO2 emissions than neat ordinary Portland cement (OPC) binder at 60% clinker substitution. That is a reported comparison on a binder basis at that replacement level; it is not a guaranteed reduction for every LC3 product or for the whole-concrete life cycle.

Processing can also narrow the emissions advantage. Calcined clay requires thermal treatment and grinding. In one prospective European cement life-cycle assessment published in 2023, the modeled calcined-clay case had a higher climate impact than several other modeled SCM options at the study’s 2050 point, mainly because of thermal treatment. That comparison reflects the study’s assumptions and modeled cases, not a general ranking of all calcined-clay cements.

What are the performance trade-offs?

SCMs are not interchangeable. Their chemistry, reactivity, processing, and share in a blend affect fresh-concrete behavior, strength development, and durability. Some SCMs react more slowly than clinker, which can affect early-age strength; later-age performance may differ. Replacement percentage alone cannot predict how a concrete mix will perform.

  • Durability and shrinkage: Suitability depends on the blend and the concrete’s exposure conditions, and should be assessed for the intended application.

RILEM’s 2023 review reports that combining calcined clay and limestone fines can enable high clinker replacement while maintaining adequate mechanical properties and durability in certain systems. The qualification matters: the outcome depends on suitable materials and formulation.

A 2026 Virginia Transportation Research Council study evaluated fresh, mechanical, durability, and shrinkage characteristics of LC3 and LC2 concrete alongside mixes containing Class F coal ash and slag cement. In the mixes examined, tested calcined clay that met ASTM C618 requirements at a 30% dosage performed comparably with or better than the Class F coal ash mixes. This is a result for the materials and mix conditions in that study, not a prediction for other projects.

How do the main replacement options differ?

Calcined clay Can be combined with limestone in low-clinker systems such as LC3. Requires calcination and grinding; impacts depend on clay composition, processing energy, and transport. (RILEM, 2023; Juenger, Snellings, and Bernal, 2019)
Limestone Can be used with calcined clay as part of a blended binder. It is not a reactive pozzolan, and its contribution depends on the overall blend. (RILEM, 2023)

These are qualitative distinctions, not a universal ranking. A material that is available and suitable in one region or mix may not be practical in another.

Why is LC3 a useful example?

LC3, or limestone calcined clay cement, combines clinker, calcined clay, limestone, and gypsum. The Virginia Transportation Research Council’s 2026 report describes a typical LC3 system it evaluated as 50% clinker, 30% calcined clay, 15% limestone, and 5% gypsum. This is the composition described for that report’s system, not a definition or universal recipe for every LC3 product.

The approach pairs calcined clay and limestone, whose combined reaction can support higher clinker replacement while retaining adequate mechanical properties and durability in suitable formulations, as RILEM’s review explains. Whether LC3 is a practical choice depends on local clay and limestone, processing, mix-specific performance, and applicable standards.

What limits supply, cost, and production?

Replacement materials are not available in unlimited quantities. The IPCC notes limits on common SCM sources; the U.S. Department of Energy identifies supply constraints for fly ash and slag. The National Academies notes that slag and good-quality coal ashes may already be fully utilized in concrete in some contexts, and that future supplies can shift with the steel and energy sectors. Fly ash availability can also vary regionally and seasonally. Natural pozzolans may be abundant in some areas, while clays near cement plants may still require quarry expansion or processing.

The U.S. Department of Energy’s 2025 analysis describes clinker substitutes as potentially cheaper per tonne than clinker and clinker substitution as a strong economic lever in its modeled U.S. cement-sector analysis. That does not establish that every low-clinker cement will cost less at the project level. Delivered material costs, processing investment, transport, plant operations, and performance requirements all affect the economics.

DOE also describes technically and economically feasible substitution ranges that differ by material and are subject to operational and availability constraints. Those ranges should not be treated as recipes for a particular cement or project.

How can standards and codes affect adoption?

Standards and building codes may specify cement composition, material performance, concrete design, or some combination of these. RILEM’s review describes prescriptive restrictions and legacy requirements, including some limits on water-to-binder ratio or minimum cement content, that can impede the use of certain calcined-clay blends. Performance-based requirements could allow broader adoption, but approval still depends on the jurisdiction and application.

Before specifying a blend, check the applicable cement standard, concrete specification, exposure class, local code, and project approval process. A promising result in a study does not by itself establish that a product is approved for a specific project.

How should you compare replacement strategies?

Compare options on the same basis and for the same intended application. For a real project or product decision, evaluate the following together:

  • Climate impact: Identify whether figures apply to cement, binder, concrete, or a full life-cycle assessment, and account for processing and transport assumptions.
  • Performance: Review workability, setting, early- and later-age strength, shrinkage, and durability under the actual exposure conditions.
  • Supply: Confirm reliable local volume, competing demand, and seasonal variability.
  • Production: Account for the grinding, calcining, blending, storage, and quality-control needs of the proposed materials.
  • Cost: Compare delivered materials and production costs for the relevant market and mix, rather than relying only on a substitute’s nominal price per tonne.
  • Compliance: Confirm the product standard, concrete code, exposure class, and project-specific approval route.
