The referee decides whether an international football match should stop, be suspended, or be abandoned. The Laws of the Game allow intervention when outside interference or conditions around the field, on it, or in the weather make it unsafe or impossible to continue. Under the 2026/27 Law 7, an abandoned match is replayed unless the competition rules or organisers decide otherwise. A team responsible for abandonment because it has fewer than seven players will in principle forfeit, subject to those rules.
Which rules apply to an international match?
The International Football Association Board (IFAB) publishes the Laws of the Game, which apply across countries and confederations subject to modifications IFAB permits. A specific fixture is also governed by its competition regulations, which can determine what happens after an interruption or abandonment. See IFAB’s Notes on the Laws of the Game.
Match date matters. IFAB lists multiple editions in its Laws of the Game documents index. The current published 2026/27 Law 7 includes a qualification that older summaries may omit: replay is the default for an abandoned match unless competition rules or organisers determine otherwise. IFAB’s law-change summary says the change was approved on 28 April 2026. For a particular fixture, check the edition adopted by its competition and that competition’s regulations.
What is the difference between stopping, suspending, and abandoning?
Stopping play
A stoppage interrupts play to deal with an incident. If play can continue afterward, it restarts under the applicable Law. For example, when a spectator’s object interferes with play, the referee stops play; if safety does not require suspension or abandonment, play restarts with a dropped ball. See IFAB Law 5.

Suspending a match
Suspension pauses the match while the referee assesses or waits for a problem to be resolved. It does not itself mean the match has ended. IFAB’s Laws do not set a universal number of minutes after which a suspension automatically becomes an abandonment.
Abandoning a match
Abandonment ends the match before its scheduled completion. Whether play can resume is an on-field judgment; what follows the abandonment is subject to the competition’s rules and any organiser decision.

When may a referee stop, suspend, or abandon a match?
Law 5 gives the referee discretion to respond to outside interference and conditions that prevent continuation. Examples include inadequate floodlights, an object thrown by a spectator that hits a match official, player, or team official, and problems with the field, its surroundings, or the weather. Depending on the circumstances and severity, the referee may let play continue, stop play, suspend the match, or abandon it.

- These are contextual judgments, not automatic triggers. An injury, thrown object, weather event, or other interruption does not by itself mean a match must be abandoned.
- The key question is whether the situation allows the match to continue safely and properly, not simply how long the interruption has lasted.
What happens if a team has fewer than seven players?
Under IFAB Law 3 for 2025/26, the referee is not obliged to stop play while the ball is in play solely because a team has fewer than seven players. However, the match must not resume after the ball goes out of play if either team has fewer than seven.

Law 7 adds a consequence for abandonment: in principle, if a team is responsible for the match being abandoned because it has fewer than seven players, that team forfeits. The applicable competition regulations still matter.

The 2026/27 Law 7 default is replay, unless the competition rules or organisers determine otherwise. The Laws do not guarantee that every abandoned match will be replayed, awarded as a forfeit, or resumed from the point of interruption. The outcome for a friendly, qualifier, or tournament match depends on the regulations for that competition and any decision by its organisers.

To establish what happened or should happen in a specific fixture, check the match date and applicable Laws edition, then locate the competition’s rules on abandoned matches, resumption, replay, and forfeiture. Do not assume a universal suspension waiting period or result.
