For software teams, the best free Jira alternative depends on where work already happens: Linear is a focused issue tracker with agent features listed on its free plan; GitHub Issues and Projects keeps planning close to repository work; GitLab combines code management and CI/CD, though its Team Project Management feature is paid. ClickUp, Trello, Asana, and Plane are also candidates to investigate, but their current free-plan details should be confirmed with each vendor.
“Free” usually means a plan with limits, not unrestricted use. Jira itself remains free for small teams: Atlassian lists Jira Cloud Free for up to 10 users and 2 GB of storage. The figures and plan distinctions below reflect vendor pages checked on October 7, 2026; confirm them before migrating because plans can change.
How to choose a free Jira alternative for a software team
Start with the workflow, not the number of features on a product page. Ask whether the team needs agile backlogs and sprints, repository-linked issues and pull requests, broader project coordination, or control over self-hosting. Then check whether the free plan’s user, issue, storage, automation, and compute limits fit the team.

Seven free Jira alternatives to consider
1. Linear: a focused tracker with agent features listed on Free
Linear’s current pricing page lists its Free plan at $0 with unlimited members, two teams, and 250 issues. It also lists the Agent platform and Linear Agent on Free. The plan table specifies 10 MB file uploads; unlimited issues and uploads begin on Basic. This is a meaningful option for a team that wants a dedicated issue workflow and wants agent functionality without assuming it must buy a paid plan. 2. GitHub Issues and Projects: planning attached to repository work
GitHub Issues and Projects is a natural candidate when the team wants planning alongside repository activity. GitHub describes issues and projects as connected with repositories, commits, pull requests, and deploys, and says all users have access to its free tier. That makes it worth evaluating for teams already organizing code on GitHub. The cited feature information establishes repository connection and free-tier access, but does not specify all free-plan limits or establish that AI-agent features are included in that tier. 7. Plane: a candidate to investigate for project tracking

Before choosing, test the exact workflow the team expects an agent to support: where a task is created, how it is assigned or updated, and whether the relevant capability is available under the free plan. Do not infer access from an AI feature name alone.
Is Jira Free enough to keep?
It may be. Atlassian lists Jira Cloud Free for up to 10 users and 2 GB of storage. Its free plan has limitations involving permissions, roles, work-level security, audit logs, email notifications, apps, and advanced roadmaps. For a small team that does not need those capabilities, switching tools may create migration work without solving a pressing problem. How to compare free plans before migrating
- Write down the must-keep workflow. Identify whether you need backlogs and sprints, repository-linked issues, pull-request context, cross-team planning, or self-hosting.
- Check the actual caps. Compare seats with issue, team, storage, file-upload, automation, and compute limits. A generous seat allowance can still come with a restrictive project or usage cap.
- Verify AI access separately. Confirm whether the agent or AI feature is included in Free, requires a paid tier, or depends on credits or another add-on.
- Estimate migration and administration. Consider how much existing work must move and who will maintain integrations, permissions, and—in a self-hosted setup—infrastructure.
- Run a small workflow trial. Use a representative project to verify that task tracking, code links, and any required agent activity work as expected before moving the whole team.
