Plastics and chemicals can be made with carbon from biomass and biogenic waste, recovered plastic waste, or captured carbon dioxide instead of petroleum. These routes are not interchangeable: they differ in how their feedstocks are collected and converted, which products they can make, and what energy, infrastructure, and end-of-life systems they require. A bio-based product is not automatically biodegradable or lower-impact.

What can replace petroleum as a carbon feedstock?

Petroleum supplies carbon atoms used to make chemical building blocks and polymers. Replacing it means sourcing that carbon elsewhere; it does not, by itself, establish that the manufacturing process uses renewable energy or has lower lifecycle emissions. The three main alternatives are biomass and biogenic waste, existing plastic and other material waste, and captured carbon dioxide.

Biomass and biogenic waste

Biomass can be broken down into chemical building blocks and then converted through biological, thermal, or chemical processes. The U.S. Department of Energy lists plastics, fertilizers, lubricants, and industrial chemicals among products that can be made from biomass-derived building blocks. Potential feedstocks include crop residues, urban bio-waste, industrial residues, dedicated crops, and biogenic carbon dioxide; they have different land-use and supply implications.

Some biomass-derived building blocks can be used to make familiar polymers, while other routes produce materials with different properties. The relevant question is not simply whether a product is “bio-based,” but which feedstock and conversion process produced it and whether the resulting material suits its intended use.

Recovered plastics and material waste

Discarded plastics contain carbon that can potentially be recovered rather than replaced with newly extracted fossil feedstock. Recovery can be mechanical, biocatalytic, or chemical, and the available approach and resulting material depend on the waste stream. The National Renewable Energy Laboratory (NREL) describes research and development in these methods, including work involving plastics, textiles, and rubber.

Recycling does not turn every mixed or contaminated stream into material of the same quality, nor is chemical recycling a universal substitute for virgin feedstock. The National Academies also identifies recycled plastic and other material waste as alternative carbon sources alongside biomass and carbon dioxide.

Captured carbon dioxide

Captured CO2 can be converted into certain chemical feedstocks and polymers. One route described by the International Energy Agency (IEA) converts CO2 to methanol, then to intermediates such as olefins and aromatics. CO2 can also replace part of the fossil raw material used in polymer production; polycarbonate is an existing commercial example cited by the IEA.

How do the alternatives compare?

Carbon source What it can supply Key considerations
Biomass and biogenic waste Building blocks for plastics and other chemicals, including fertilizers, lubricants, and industrial chemicals listed by the U.S. Department of Energy. Feedstock origin affects land use and competition with food or other uses. A bio-based origin does not determine biodegradability or lifecycle impact.
Recovered plastic and material waste Recovered material or useful molecules from suitable waste streams; methods include mechanical, biocatalytic, and chemical recycling. Recovery method and waste quality affect the output. NREL describes these routes as areas of research and development, not a universal replacement for virgin feedstock.
Captured CO2 Chemical intermediates and some polymers; the IEA describes conversion through methanol and cites polycarbonate production using CO2 as a starting material. Climate performance depends on the CO2 source, process energy, hydrogen needs, product displaced, and end-of-life fate of the carbon.

What determines whether a route is a good fit?

Compare a specific product and production route, not a feedstock label in isolation. These questions help identify the trade-offs:

  • Where does the carbon come from? Consider whether biomass competes for land or food, whether waste has a better existing use, and whether captured CO2 is biogenic or otherwise sourced.
  • What does conversion require? Account for process energy and, where relevant, hydrogen, as well as how mature the particular process is.
  • Can the output use existing production systems? A building block or polymer compatible with current equipment may fit more easily than a material that requires different processing or infrastructure.
  • Does it perform in the intended application? Assess the actual product and use, rather than assuming that a different carbon source produces identical material properties.
  • What happens after use? Check collection, recycling, composting, or disposal options for that particular product in the place where it will be used. A theoretical end-of-life route is not useful if the necessary local system is unavailable.
  • What are the lifecycle emissions? Compare the feedstock, conversion energy, transport, displaced product, and end-of-life assumptions on a consistent basis.

EU lifecycle-assessment work has examined bio-based PET, PLA, and starch plastics in specific examples, including beverage bottles, single-use cups and cutlery, packaging films, clips, mulch film, and carrier bags. Those product-specific assessments do not establish one environmental result for all bio-based plastics.

How mature are these alternatives, and what figures put them in context?

Petroleum remains the dominant feedstock at a very large scale. NREL reports that nearly 1 trillion pounds of polymers are produced globally per year, primarily from petrochemical feedstocks; this is the figure on its page checked in 2026. The U.S. Department of Energy says up to 16% of U.S. crude oil consumption is used to make petrochemicals and related products; its page was checked in 2026, and the underlying publication year is not stated here.

Individual alternatives have different levels of commercial use and development. Recycling methods are an active research-and-development area described by NREL, while the IEA identifies CO2-based polycarbonate as an existing commercial example. The IEA’s 2019 analysis reported that the Chimei Asai facility had manufactured around 150,000 tonnes of polycarbonates per year using CO2 as a starting material for more than a decade. That is a historical figure reported in the analysis, not independently verified current output.

The European Commission presents a potential saving of up to 2.5 billion tonnes of CO2 equivalent per year by 2030 for bio-based products. This is a potential, not an observed result or a guaranteed saving for any particular product. The Commission’s figure should not be read as the expected impact of every biomass-based plastic or chemical.

Why does replacing petroleum not automatically mean a lower-impact product?

Feedstock and energy both matter

A non-petroleum carbon source can still require energy-intensive conversion. In its analysis, the IEA says CO2-derived fuels and chemicals can require substantial energy and hydrogen; its report also described their costs as several times those of conventional counterparts. These are the report’s analysis, not a current price quote. For climate impact, the CO2 source and conversion energy matter alongside the product that is displaced.

Carbon can be stored temporarily or released later

For a CO2-derived polymer, lifecycle results depend in part on how long the carbon remains in the product and what happens at end of life. Likewise, recycled plastic recovers existing carbon but still needs an appropriate collection and recovery route. The feedstock source alone cannot settle the emissions comparison.

“Bio-based” describes origin, not end of life

Bio-based means that some or all of a product’s carbon comes from biological sources. It does not mean the product will biodegrade or compost under ordinary conditions. Material composition and local waste-management options determine what disposal or recovery routes are available.

Can plastics be made without petroleum?

Yes. Biomass-derived building blocks, recovered waste plastics, and captured CO2 can all supply carbon for at least some plastics and chemicals. The practical choice depends on the feedstock, conversion process, product requirements, available infrastructure, and lifecycle assumptions. No single route is a universal replacement, and a claim of environmental benefit needs to be assessed for the specific product and location.
