A mobile proxy sends your request through a cellular connection—usually a SIM-equipped phone, modem, or provider-managed device—so the destination sees the public IP address used by that mobile carrier. On many networks, the carrier shares that IPv4 address among subscribers with carrier-grade NAT (CGNAT). A mobile proxy and CGNAT are related but different: the proxy is the routing service or gateway; CGNAT is the carrier’s address-translation layer.
This distinction matters for localized testing, ad verification, and authorized research. A carrier IP is not automatically trusted, dedicated, or accepted by every website, and an IP address alone does not identify one person or organization.
What is a mobile proxy?
A mobile proxy is an intermediary that forwards application traffic through a cellular network. The path commonly looks like this:
Client application → proxy gateway → mobile phone or modem with SIM → carrier network → carrier NAT (where deployed) → destination website.

The destination normally records the public egress IP associated with the carrier connection, rather than the client’s original address. A provider may operate the gateway and a pool of phones or modems; a self-hosted setup may use your own handset or modem plus proxy software. Actual architectures differ by provider, so check who operates the endpoint, how connectivity is sourced, and what protocols are supported.
“Mobile” describes the network context, not a guarantee of performance, privacy, geographic precision, or acceptance by a target service. Provider claims about trust or detection should be treated as marketing statements, not universal technical guarantees.
Mobile proxy versus CGNAT
The proxy is the routing endpoint
Your application connects to a proxy address. The proxy receives the request and sends it onward through a cellular connection. It can expose controls such as location selection, session persistence, rotation, authentication, or request filtering, depending on the service.
CGNAT is operated by the carrier
Carrier-grade NAT is an ISP-side function that translates traffic from many subscribers to one or more public IPv4 addresses. IETF RFC 6888 defines CGN as “a NAT-based logical function used to share the same IPv4 address among several subscribers” and notes that it is not managed by subscribers. The term “carrier-grade” describes where the NAT runs, not a quality grade.
A home router may already perform NAT. In that case, traffic can pass through a local NAT and then a carrier CGN, creating two translation layers. You do not control the carrier-side mapping.

What the destination actually sees
Public IPv4 is not the same as an internal address
RFC 6598 reserves 100.64.0.0/10 for shared address use inside service-provider networks. An operator may use an address in that range between customer equipment and its CGN. It is not globally routable and is not necessarily the address a remote website sees. The destination generally sees the translated public address at the carrier’s internet edge.
An IP address is weak identity evidence
Many subscribers can appear behind one public address, and a single IP can serve people who are not physically or organizationally near one another. M3AAWG’s 2024 guidance supports treating source IP as a network clue rather than proof of one person, device, company, or location. Logs should be interpreted alongside authentication, device signals, timestamps, and application telemetry.
Why inbound connections can fail
CGNAT is designed primarily for outbound connections. Unsolicited inbound traffic normally cannot be mapped to a particular subscriber without carrier-controlled state or a relay. Peer-to-peer applications, self-hosted services, port forwarding, and some real-time protocols may therefore need an outbound tunnel, relay, or public server. A mobile egress IP should not be treated as a dedicated, publicly reachable address.

Authorized localized quality assurance
Use a selected mobile market or carrier context to test your own website, app journey, API, or customer support flow. Check localization, redirects, mobile-only content, carrier-specific behavior, and performance from the network your users actually use. Define the country, city, operator, device, and test window in advance; coverage and carrier availability vary by provider.
Ad verification
An authorized verification workflow can inspect how an advertisement, creative, or landing page appears to a mobile-network visitor in a chosen market. A proxy alone does not prove that an ad is compliant or that fraud has been detected. Keep evidence such as the request time, page state, creative identifier, and consent status, and operate within the publisher’s permission and terms.

Public-facing mobile research
Teams can review publicly available mobile experiences from a market-specific connection for competitive, accessibility, or product research. Respect robots directives where applicable, contractual terms, privacy obligations, rate limits, and access controls. “Publicly reachable” is not blanket permission for automated collection.
Owned-device testing
A SIM-equipped handset or modem gives you a real carrier path for testing systems you own or are authorized to assess. A 4G/LTE USB modem is only one component: you also need compatible bands, an unlocked or carrier-compatible device, a SIM and data plan, and proxy or gateway software. Buying hardware alone does not buy a proxy or guarantee a particular public IP.

Compare the network context to the test you are trying to reproduce instead of assuming mobile is always better.

Ask how failures are reported, whether sessions can be pinned for one workflow, how abuse complaints are handled, and what retention and deletion controls exist. Do not infer these answers from the phrase “mobile proxy.”
Testing a mobile route safely
- Define authorization: list the domains, accounts, endpoints, traffic volume, and time window you are allowed to test.
- Choose the representative network: record country, carrier, device class, IPv4/IPv6 behavior, and whether the endpoint is provider-managed or owned.
- Measure the route: log observed public IP, DNS behavior, latency, status codes, redirects, and whether the IP changes during one session.
- Limit traffic: use conservative concurrency, caching, backoff, and a clear stop condition. Avoid login attempts or data collection outside the approved scope.
- Interpret results carefully: separate carrier effects from browser, DNS, application, and destination-side behavior. A failed request may be a timeout, bot check, consent flow, or ordinary application error—not proof that the IP is blocked.

The site still shows a consent banner
Consent frameworks differ and some require interaction or region-specific choices. Confirm that the relevant cleanup option is enabled, wait for the banner selector, or use an approved custom click/script. Do not assume every banner can be removed safely.
The public IP changes mid-test
Carrier reassignment, radio changes, pool rotation, or session expiry can change the egress address. Pin a documented session where available, shorten the test, and record every observed address. If continuity is essential, an owned device with a controlled tunnel may be more appropriate.
Inbound or port-forwarding tests fail
CGNAT commonly prevents unsolicited inbound connections. Test through an outbound relay or tunnel, or use a public server. Buying a mobile proxy does not create a public listening address.
Requests receive a CAPTCHA or bot check
A carrier IP can still be challenged because of reputation, traffic pattern, cookies, account behavior, or the destination’s controls. Reduce rate, use the approved browser flow, and contact the site owner for testing access. Do not present a mobile route as a guaranteed bypass.
The modem connects but no proxy is available
Verify SIM activation, APN, carrier bands, device lock status, operating-system drivers, routing, and proxy software. A modem supplies connectivity; it does not automatically expose an authenticated proxy endpoint.

Results differ between IPv4 and IPv6
Record address family and DNS answers. Some carriers use IPv6, IPv4 translation, or both, and destinations may apply different policies. Repeat the test with the same family when comparing runs.
Legal, privacy, and operational boundaries
Use mobile proxies for systems and workflows you are authorized to access. Do not frame them as tools for bypassing access controls, concealing abusive automation, or evading anti-abuse systems. Provider marketing does not grant permission from a target service, and legality depends on the activity and jurisdiction. Minimize personal data, protect proxy credentials, define retention, and document consent for any user-level testing.
Historical research can provide context but not a current global percentage. A 2016 ACM Internet Measurement Conference paper reported questionnaire input from 75 operators and vantage points covering more than 60% of end-user access autonomous systems; those are the study’s sample and measurement scope, not a present-day estimate of how many mobile users are behind CGNAT.

No. Carrier IPv4 addresses may be shared by many subscribers, and a provider-managed proxy pool may serve multiple clients. Treat the address as an egress point, not a unique identity.
