Ethereum slashing applies to three specific kinds of conflicting validator messages: proposing two different blocks for the same slot, double-voting with attestations, or making one attestation surround another. Missing votes or going offline can incur other penalties, but those acts alone are not slashing conditions.
What are the three Ethereum slashing conditions?
Slashing protects Ethereum’s proof-of-stake consensus by penalizing validators that sign messages incompatible with one another under defined protocol rules. The rules concern signed proposals and attestations; merely disagreeing with the block that eventually becomes canonical does not automatically qualify.

A validator selected to propose a block must not sign two different blocks for the same slot. This is conflicting block proposals, even if one proposal would lose fork choice. It is not simply a case of proposing a block that does not become canonical.

2. Double vote: conflicting attestations
Attestations are validators’ signed votes about the chain. A validator double-votes when it signs two attestations that meet the consensus rule for a slashable double vote. In plain language, this can mean voting for competing candidates in the same epoch context.
That shorthand is not a rule that every vote differing from the eventual canonical chain is slashable. The protocol tests the signed attestations against specific conditions; an ordinary fork disagreement, by itself, is not enough. 3. Surround vote: nested source and target epochs
An attestation identifies a source checkpoint epoch and a target checkpoint epoch. A surround vote occurs when one attestation’s source epoch is earlier than the other’s and its target epoch is later than the other’s, so its source-to-target interval encloses the other attestation’s interval. The protocol’s nesting direction matters; merely submitting attestations at different epochs is not enough.
This rule prevents a validator from supporting inconsistent histories in a way that can undermine finality. The Foundation’s 2020 explainer discusses the motivation conceptually, while the current consensus specification is the authority for the exact condition.

Can a validator be slashed for going offline?
No. Going offline or missing an ordinary source or target vote is not one of the three slashing acts. A validator can lose expected rewards or incur missed-participation penalties, but those are distinct from slashing for conflicting signed messages. Ethereum.org explains these separately in its rewards and penalties guide.
An inactivity leak is also different. It is an emergency mechanism intended to help the chain regain finality if finalization has failed for more than four epochs, as described in Ethereum.org’s current guide. It is not itself one of the three slashing conditions.

What happens when a validator is slashed?
Slashing penalizes the validator’s stake and forces it out of the active validator set through an exit process. The total ETH lost is not a single guaranteed amount: it depends on the validator’s balance and protocol parameters, and a correlation penalty can make a cluster of slashing events considerably more costly than an isolated one.

The correlation penalty scales with how much stake is slashed in the surrounding period. That is why many validators slashed around the same time can face a larger penalty than one validator slashed in isolation. The immediate penalty and forced exit are distinct parts of the process; neither figure alone describes the eventual total loss.
Why can duplicate validator systems create slashing risk?
Slashing does not require an operator to intend an attack. The Ethereum Foundation says that a validator correctly following the protocol does not emit slashable votes in normal operation, while bugs or accidents can produce slashable messages. A practical operational hazard is having both a primary and backup signer active with the same validator key: both may sign different proposals or attestations for a context in which only one message is safe.
Redundancy therefore needs a control that ensures only one system can issue messages for a validator at a time. A backup that can sign concurrently is not safe merely because it is intended as a standby.
