Drifting buoys, also called drifters, are free-floating, satellite-tracked instruments that move with near-surface ocean currents. NOAA’s Global Drifter Program deploys them throughout the world’s open oceans, while regional studies release them in particular currents or coastal areas. Their paths help scientists observe ocean movement and sea-surface conditions.
How drifting buoys work
A typical Global Drifter Program drifter has a surface float with a transmitter and sensors, tethered to a holey-sock drogue—a sea anchor—centered 15 meters below the surface. The drogue helps the instrument follow the water rather than being carried mainly by wind at the surface. Designs vary: NOAA’s EcoFOCI regional drifters, for example, use drogues at 25 or 40 meters. Satellite systems report a drifter’s position. NOAA’s program describes its drifters as measuring location and sea-surface temperature; researchers use successive position fixes to calculate current velocity. Depending on the instrument package, a drifter may also collect measurements such as atmospheric pressure, salinity, wind, or waves. These additional sensors are not present on every buoy. Where they are found
The Global Drifter Program aims to maintain broad coverage across the world’s open oceans, coordinating deployments with national and international partners. Its target array is described as roughly a 5° by 5° grid. NOAA’s program page gives approximate figures of about 1,300 instruments in the array and about 1,000 deployed each year to maintain it; the page does not state a publication year for these figures. They are program-scale estimates, not a live count or a guarantee that a drifter is present in every grid cell. For current positions, consult NOAA’s Global Drifter Program map.
Drifters can also be released for regional research. A deployment location is only a starting point: the buoy then travels with currents and may move far from where it was launched.

South Florida examples
NOAA documents historical releases near the mouth of the Shark River, Riley’s Hump in the Dry Tortugas, and the Caloosahatchee River discharge near Charlotte Harbor, as well as sites including Cape Romano and Pulley Ridge. NOAA says routine field deployments by its South Florida Program have been suspended since 2012 because of funding. In a 2010 study, 36 drifters were deployed in pairs in the Gulf of Mexico. Their tracks showed features including a warm ring and the Loop Current in work related to understanding where oil might be carried. What scientists learn from their tracks
A drifter’s changing position gives researchers direct observations of upper-ocean movement. From those tracks, they estimate near-surface currents and study circulation. NOAA identifies weather forecasting and ocean-state estimation among the Global Drifter Program’s goals.
