An “institute for certification” is a general description, not the name of one universal type of institution. Usually, it means an organization that runs a certification program and assesses whether candidates meet its published requirements. In the current standard for certifying people, the formal term is certification body.
What does an institute for certification do?
A certification body assesses people against requirements set out in a certification scheme. The scheme defines the competence criteria for a particular category of skills or occupation and the method used to decide whether a person qualifies. The assessment may result in a credential if the candidate meets those requirements.
For example, a scheme might specify the knowledge and skills a person must demonstrate, how they will be assessed, and any other requirements for earning a credential. The term “institute for certification” alone does not tell you which skills or occupations a program covers, or how it assesses candidates.
What do certification body and certification scheme mean?
ISO/IEC 17024:2026, titled Conformity assessment — General requirements for bodies operating certification of persons, sets out requirements for organizations that certify people. It covers principles for those bodies as well as developing and maintaining certification schemes. The formal terminology distinguishes three roles:

- Certification body: A conformity assessment body that certifies people in accordance with certification schemes.
- Certification scheme: The rules and procedures that set competence criteria and related requirements for a category of skills or occupations, including the certification method.
- Scheme owner: The organization responsible for developing and maintaining the scheme. It may be the certification body, a government authority, or another organization.
Competence, in this context, is the ability to apply knowledge and skills to achieve intended results. A certification body and scheme owner can be the same organization, but they do not have to be. These terms concern personnel certification; they do not establish that every organization described as an institute for certification certifies people or follows this standard. SIS lists ISO/IEC 17024:2026 as a valid standard, while a catalog excerpt reproduces its terminology.
How is certification different from accreditation?
Certification is the process in which a body assesses a person against a scheme’s requirements and decides whether the person qualifies. Accreditation is an external review of a certification body or program against accreditation criteria. It can provide additional assurance or recognition, but the available sources do not establish that every certification must be accredited.

What is ISO/IEC 17024:2026?
ISO/IEC 17024:2026 is the current edition identified by SIS for requirements applying to bodies that certify people. SIS lists it as edition 3, valid and approved on April 24, 2026; its Swedish adoption listing says it replaces the 2012 edition. The listing also shows PDF and paper formats. Check the SIS standard listing for edition and availability details.
The standard is specifically about certification of persons. Its title or existence does not mean that every institute using “certification” in its name certifies people, is accredited, or operates in conformity with ISO/IEC 17024.

If you are considering a credential, examine the program rather than relying on the organization’s name. Useful questions include:

- What credential and scope does the program certify?
- Are the scheme requirements and assessment method published?
- Is the certification body accredited? If so, by whom and for which scope?
- What renewal or recertification requirements apply?
- Can employers or others publicly verify a credential?
These checks help distinguish a defined personnel-certification program from an organization whose name simply uses the broad phrase “institute for certification.”
