An AI-agent governance clearinghouse can authorize and record the actions routed through it, but those records alone cannot establish that every relevant action passed through the gateway. Agents may reach model endpoints or tool servers directly, hand tasks to other agents, or operate in workflows that were never registered. The architectural blind spot is not a proven measure of how often this happens; it is a limit of relying on an on-path control as the only source of evidence.
What a clearinghouse can—and cannot—show
A clearinghouse makes it possible to apply policy to submitted transactions and keep a record of its decisions. That is useful evidence about the activity it handles. It is not, by itself, evidence that all agent activity was submitted.
This distinction matters because an agent workflow can involve several connections: an agent may call a model endpoint, invoke a tool, or pass work to another agent. If any of those actions occur outside the gateway’s route, the clearinghouse may not authorize or record them. Its logs can therefore be complete for the traffic it receives while remaining incomplete as an account of the environment.
Tigera’s September 23, 2026 article frames this as an architectural concern, not a measured finding about the prevalence of bypassed activity. It argues that “A governance model that only sees submitted transactions is blind to exactly the population that represents the risk.” The claim should be read as an argument about what on-path evidence can prove, not as a statistic about deployed systems. How to find agents that were never registered
Registration is useful for assigning ownership and policy, but a discovery process that depends only on registration will miss agents that were not entered into that system. A complementary control needs to observe activity independently of an agent’s cooperation or its use of a particular gateway.
Off-path visibility
Observe relevant activity at the network or runtime layer, including traffic that does not pass through the governance gateway. This does not automatically reveal every action or its meaning; the visibility depends on what the chosen infrastructure layer can observe. The key architectural test is whether monitoring still sees activity when an agent bypasses the authorization path.
Discovery without self-registration
Look for agents operating in the environment rather than treating a registry as a complete inventory. In an implementation discussion, establish which runtime environments, agent types, and connections the discovery approach can detect. The article proposes discovery as a necessary capability but does not compare products or establish coverage for any particular tool.

Why individual approvals may miss a harmful pattern
A policy can approve a series of actions individually while their sequence, frequency, or combination becomes concerning. Transaction-level authorization answers whether a particular request met a rule at the time it was evaluated. Behavioral sensing asks what the activity means across time.
For that reason, evaluate whether monitoring can analyze sequences and changes in behavior, not only isolated requests. This is a complementary signal: behavioral analysis does not replace authorization, and a gateway decision does not provide a complete history of actions it never received.
How to preserve identity across agent handoffs
When work moves among agents, tools, and models, an organization needs to be able to attribute each action to the relevant identity and trace how the work was delegated. The proposed approach is to issue identity that remains attributable across multi-hop interactions, rather than relying on an identity label that stops at the first handoff.

When assessing an architecture, ask whether identity persists through every agent, tool, and model hop, and whether the resulting records show who initiated and carried out each action. Identity supports accountability; it does not by itself ensure that every action is authorized or observed.

Governance and data platforms have different responsibilities. Data platforms provide memory and context; the governance layer handles permission, enforcement, and a source of truth about behavior. They need to work together, but visibility and policy enforcement are not substitutes for the systems that supply an agent’s context.
A useful architecture discussion should therefore cover both sides: how the governance layer enforces decisions and records observed behavior, and how it integrates with the data platforms that provide memory and context.

What to evaluate in an implementation
Compare architectures against the full path of an agent’s activity, rather than judging a governance layer only by the quality of its gateway decisions.
- Independence from routing: Does visibility depend on agents cooperating or routing every action through the gateway?
- Discovery coverage: Which infrastructure layers and agent types can be found without self-registration?
- Analysis over time: Can the system identify sequences of activity, or does it evaluate only individual requests?
- Attributable identity: Does identity remain traceable across every agent, tool, and model handoff?
- Enforcement: Where are authorization decisions made, and how are they enforced?
- Data-platform integration: How does governance work with the platforms that provide memory and context?
Tigera also raises the idea of a neutral clearinghouse operating across clearinghouses. That could be strategically useful, but the article presents it as an immature idea, not a capability already delivered. It does not provide a comparative product evaluation or show that any particular offering covers all the proposed capabilities.
