A transport strike can delay deliveries and raise the cost of moving goods when it disrupts a link businesses rely on—but the impact depends on the location, duration, and available alternatives. Goods may wait at a port or rail terminal, be rerouted, or take time to clear after work resumes. Those effects can reach businesses far from the strike site; they do not automatically mean shortages or higher prices in shops.
How a transport strike can affect a supply chain
The effects usually travel through a chain of operational consequences:
- Workers stop or restrict activity. The action may halt a whole service or reduce work at a particular site or shift.
- Capacity falls. Fewer trains run, or less cargo is handled at a port or terminal.
- Freight waits, accumulates, or is rerouted. Alternative routes and modes may help, but they may have limited capacity or add time and expense.
- Schedules and costs change. A delayed shipment can disrupt deliveries, production plans, or inventory replenishment; rerouting and constrained freight capacity can also increase logistics costs.
- Businesses and consumers may feel the effects. Businesses can face delayed sales or cash-flow pressure. Consumers may encounter a late delivery or, in some cases, indirect price effects.
Each link depends on the strike and the goods involved. A stoppage at a major transport node can have a wider reach than action at a workplace with readily available alternatives.

Transport networks are not interchangeable. The consequences depend on what moves through the affected link, how many onward connections depend on it, and whether another route, port, carrier, or mode can take the freight. The available examples illustrate different kinds of exposure: national rail services in Great Britain, West Coast ports in Canada, and container freight in Australia. They should not be treated as one universal estimate of strike impact.

Disruption can also begin before the official strike date. A rail operator may remove trains from the timetable in anticipation of action. Once a stoppage ends, accumulated cargo or delayed schedules can take time to clear, so resumption of work does not necessarily mean immediate delivery recovery.
What the Great Britain rail figures measure
A UK Department for Transport analysis published on 11 February 2026 estimated that national strike action reduced Great Britain rail services by about 5% on an annual-average basis in financial year ending (FYE) 2023 and 3% in FYE 2024. The estimate combines national strike days with average service reductions on those days, then averages the effect over the financial year. It is not a measure of the disruption on a particular strike day or route; the practical effect is concentrated on the days affected.

The same analysis reports Office of Rail and Road cancellation scores of 3.8% in FYE 2023, 3.8% in FYE 2024, 4.1% in FYE 2025, and 3.6% for the year ending 3 January 2026. These scores count full and partial cancellations against the timetable settled at 10pm the previous day. They do not capture trains removed from the timetable days or weeks earlier in anticipation of a strike. The annual-average strike estimate and the cancellation score therefore measure different things; neither alone describes the experience on every route or strike day. What a major port stoppage can mean beyond the site
In a 2026 briefing, Employment and Social Development Canada described the July 2023 ILWU Canada–BCMEA West Coast port strike as lasting 13 days. It shut major operations across 30 West Coast ports and impeded the movement of around $10 billion in cargo value. The briefing says supply chains in all regions of Canada were affected, illustrating how a stoppage at a major cargo link can reach businesses beyond the immediate port area.

When freight costs rise, shop prices are not a given
A strike can add friction and cost to freight movement, but a freight-cost increase does not establish that a specific product will cost more at retail. The effect on a shop price depends on the goods, route, how long disruption lasts, available inventories and alternatives, shipping contracts, and how a business sets prices. A business might absorb higher costs, pass on some of them, or be affected too little for consumers to notice.

In its 2023–24 container-stevedoring monitoring, the Australian Competition and Consumer Commission reported that some Australian importers paid four to eleven times as much for ocean freight as a year earlier. This comparison came amid multiple global and domestic disruptions, including industrial action at DP World terminals, Panama Canal restrictions, and Red Sea attacks that led shipping lines to avoid the Suez Canal. It is not a strike-only estimate, and the ACCC did not quantify how much, if any, of those freight costs was passed through to retail prices.

For a particular shipment or business, assess the relevant link and outcome rather than relying on a headline figure:

- What is the operating pattern? Distinguish a full stoppage from partial service, rolling action, or action limited to certain shifts. Check for timetable changes made before the official start.
- What cargo or connections depend on it? The effect on a shipment depends on its route and onward links, not just the strike’s location.
- What alternatives are available? Consider other routes, modes, ports, carriers, and inventory buffers. Availability and capacity vary; the cited examples do not quantify general substitution options.
- What else is disrupting movement? Congestion, weather, canal restrictions, and other simultaneous constraints can compound delays or make it difficult to isolate the strike’s contribution.
- Which outcome are you measuring? Services cancelled, cargo delayed, freight rates, business losses, and final consumer prices are distinct measures. Evidence for one does not automatically prove another.
Keep baseline figures separate from strike effects
Context about how much freight normally moves is not evidence of how much a strike disrupted. UK port statistics for 2025, published by the Department for Transport on 29 July 2026, report 428.3 million tonnes handled by UK ports and a 10% rise in container tonnage from 2024. Likewise, Employment and Social Development Canada’s 2026 briefing reports an average of 11.6 annual work stoppages from 1946 to 2024 in federally regulated Canadian transportation, with 6 in 2023 and 12 in 2024. That count concerns the federally regulated sector and is distinct from broader figures combining federal and provincial stoppages.
