For covered New York City rent-stabilized leases that start or renew from October 1, 2026, through September 30, 2027, the Rent Guidelines Board’s renewal adjustment is 0% for both one-year and two-year leases. That means the guideline allows no increase to the regulated rent for that renewal period. It does not apply to every NYC renter, and it does not automatically settle every amount on a tenant’s bill.

What the 2026–27 rent freeze covers

NYC’s Rent Increase Guide calls the 0% adjustment a rent freeze: “There will be no increase (also known as a rent freeze) to leases starting or renewing during this period.” The covered period is October 1, 2026, through September 30, 2027, and the guideline is 0% for both one-year and two-year rent-stabilized renewals. NYC Rent Increase Guide

The rule concerns the Rent Guidelines Board’s allowable renewal adjustment for covered stabilized leases. It is not a citywide rent cap, does not apply to an unregulated apartment, and is tied to a lease start or renewal date within the stated window. For comparison, NYC lists 3% for one-year leases and 4.5% for two-year leases in the preceding period, October 1, 2025, through September 30, 2026; those figures do not apply to the 2026–27 freeze. First, check whether your apartment is rent stabilized

Rent stabilization is a legal status, not simply a description of a relatively affordable apartment. The New York Attorney General says NYC stabilization generally includes apartments in buildings built before January 1, 1974, with six or more units that are not otherwise rent controlled, some formerly rent-controlled apartments, and certain apartments with tax benefits. These are general categories with exceptions, so a building’s age, size, or rent alone cannot confirm an individual apartment’s status. New York Attorney General’s Residential Tenants’ Rights Guide

  1. Read your lease and rent-stabilization rider. Check for the rider and the lease’s stated rent figures and dates. The rider explains rent calculations and related information, including individual apartment improvements. HCR rent stabilization rider and addenda
  2. Request your rent history from HCR. The state agency can provide the apartment’s rent history. HCR records access
  3. Ask HCR if the status is still unclear. The Attorney General directs tenants to the state Division of Housing and Community Renewal (HCR) to determine whether an apartment is regulated. New York Attorney General’s Residential Tenants’ Rights Guide

What to check on a renewal offer

Rent-stabilized tenants generally have a right to renew and may choose a one- or two-year lease. NYC says a renewal must generally have the same terms and conditions as the original lease, subject to lawful changes, and landlords must provide a written renewal notice. Mayor’s Office information for rent-stabilized tenants

Compare the renewal offer with the current lease, the rider, and the rent history rather than relying on one figure labeled “new legal rent.” The relevant records may distinguish the legal regulated rent from a preferential rent, and the amount shown in one field is not necessarily the amount you currently owe. HCR describes the rider as a place to understand how the rent was calculated and what guideline adjustments may apply. HCR rent stabilization rider and addenda

  • Confirm the apartment’s regulated status and the renewal’s start date.
  • Compare the current rent, legal regulated rent, any preferential rent, and the renewal figures shown in the lease and rider.
  • Do not assume the 0% guideline cancels a separately authorized adjustment or charge; the lease and applicable rules determine whether one applies.

“Rent freeze” can also mean SCRIE or DRIE

NYC uses “Rent Freeze Program” for a separate benefit for qualifying older adults and people with disabilities, administered through SCRIE and DRIE. It is not the annual Rent Guidelines Board rule, and rent-stabilized status alone does not qualify someone for it. NYC311 Rent Freeze Program

NYC311 describes the program rent as frozen at the tenant’s prior legal rent or one-third of monthly total household income, whichever is greater, subject to program rules and exceptions. Preferential-rent cases have additional conditions. Check NYC311’s current eligibility and application guidance before relying on a particular calculation. NYC311 Rent Freeze Program
