A 5G coverage or reliability ranking is only meaningful once you know what it measures. “Coverage” may count people with access to a signal, measure how much time sampled users are connected, or describe geographic reach. “Reliability” may mean successful connections and tasks, or consistent performance above specific thresholds. None of those national-level results proves what service you will get at a particular address.
What does 5G coverage mean?
There is no single definition shared by every ranking. Two common approaches answer different questions: how many people can access a signal, and how much time sampled users spend connected.
Population coverage: how many people have access?
The International Telecommunication Union (ITU) defines population coverage as the percentage of inhabitants with access to a mobile signal, whether or not they use the service. It measures service availability, not subscriptions or actual use. The ITU’s 2025 methodology describes end-of-2024 estimates; its data may come from Member States, operator, regulator or ministry information, published reports, or trend estimates where reported data are absent. Availability: how much time users are connected?
Opensignal defines Availability as the proportion of time users have a network connection. Its metric explanation states: “Our availability metrics are not a measure of a network’s geographical extent.” That distinction matters: a user-weighted sample reflects where participants spend time, often indoors, and does not directly show how much land has a signal. What does 5G reliability mean?
Reliability can describe whether users can connect and complete basic tasks, or whether a connection repeatedly meets defined quality levels. A score is meaningful only alongside the publisher’s definition, sample and measurement period.
Task completion and connection success
Opensignal describes its Reliability Experience metric in terms of users’ ability to connect to carrier networks and successfully complete basic tasks. This is not the same as simply detecting a 5G signal, nor does a score guarantee that every call, app or session will work. It summarizes outcomes under Opensignal’s metric and sample. Consistent quality: whether thresholds are met
In its 2026 Global Network Excellence Index, Opensignal uses Excellent Consistent Quality (ECQ) to assess whether networks consistently support demanding applications such as streaming, video calls, gaming and mobile banking. The index’s ECQ thresholds are download throughput of at least 5 Mbps, upload throughput of at least 1.5 Mbps, latency below 50 ms, jitter below 12 ms, packet discard below 1%, and time to first byte below 0.8 seconds. How a composite ranking chooses a winner
A composite ranking combines selected measures according to a publisher’s choices. Opensignal’s February 2026 Global Network Excellence Index gives equal, one-third weight to each of three pillars: Time on 4G/5G, Excellent Consistent Quality, and download speed. Its default ranking uses High and Premium smartphones to standardize comparisons and reduce hardware limitations. So a composite “best” result reflects the index’s chosen pillars, weights, eligible devices and sample. It is not a measurement of one universal property called “best 5G.” Scores from different editions should not be treated as directly comparable when methods, devices, thresholds, weights or observation windows change.
What rankings do not tell you
- Whether a particular address is covered. A national population percentage does not establish service at every home, inside every building, or along a specific street or route.
- How much land has a signal. Time connected is not geographic extent; participant locations and habits shape time-based results.
- Whether every task will succeed. Reliability and consistent-quality scores summarize observed or modeled results under a publisher’s definitions. They cannot guarantee every app session.
- Whether a narrow lead is meaningful. Opensignal describes combining per-device values and publishing confidence intervals; when operator confidence intervals overlap, it treats the results as a statistical tie. - How your phone will perform from its 5G icon alone. The label does not specify speed, latency, indoor penetration, congestion or the device’s supported bands. The measures described here do not provide a universal ranking of those factors.
Why a phone can show 5G but feel slow
A 5G indicator tells you that the device is reporting a 5G connection; it does not, by itself, state the speed or quality of the session. Rankings may separately measure time connected, speed, task completion or quality thresholds, and a national or user-average score cannot isolate conditions at your location. The measures described here also do not establish a universal explanation for a slow connection. For a practical address-level decision, check the carrier’s local coverage information and seek evidence for the location, route and device that matter to you.

- Identify the measure. Is it population coverage, geographic reach, time connected, speed, connection success, task completion or consistency above thresholds?
- Check place and period. Note the country or region, observation dates, and whether measurements reflect indoor, outdoor or route conditions.
- Check who and what was sampled. Look for crowdsourced subscriber devices, device tiers, operator data, regulator estimates or field tests, as well as any eligibility limits.
- Understand the score. Find the thresholds, weights, averaging method, treatment of network generations, confidence intervals and tie rules.
- Match the evidence to your decision. A national comparison is a starting point; choosing service for a home or route calls for local coverage information and evidence relevant to that exact place and device.
