Use Adobe Acrobat’s desktop web-page converter when you need PDFs from multiple levels of a site: select Create → Web page, enter the URL, enable Capture multiple levels, then choose a depth or Get entire site. If you need a browsable local copy instead, use HTTrack; it mirrors HTML and assets but does not automatically create PDFs. Neither approach guarantees that every page, asset, or JavaScript-generated URL will be found.
Choose the output before you start
“Convert an entire site to PDF” can mean two different jobs:
- PDF conversion: render web pages and save them as PDF documents. Acrobat’s multi-level capture is designed for this.
- Offline copying: download a linked site structure for local browsing. HTTrack creates this kind of mirror. You need a separate PDF-printing step for mirrored HTML pages.
Downloading PDFs that already exist on a site is a third case. HTTrack can collect those files, but the HTML pages containing their links must remain in the crawl scope so the links can be discovered.
Only crawl sites you own or are authorized to access. Respect robots policies, authentication rules, copyright, and the site’s capacity.

Method 1: Convert multiple site levels in Adobe Acrobat
Adobe documents this workflow for Acrobat on desktop in its web-page-to-PDF help page (last updated September 23, 2025).
- Open Acrobat and select Create.
- Choose Web page.
- Enter the starting web-page URL, or browse to an HTML file.
- Select Capture multiple levels.
- Enter the number of levels to capture, or select Get entire site. Adobe describes this option as including all levels of the website.
- For a multi-level capture, choose Stay on same path if you want only pages below the supplied URL. Choose Stay on same server to exclude links leading to other domains.
- Select Create. Acrobat can queue additional pages while a conversion is in progress.
The starting URL and scope controls determine what Acrobat is allowed to follow. A site that links to a separate documentation host, CDN, login service, or payment domain will not necessarily be included when you restrict the capture to one path or server. Conversely, a broad server-level crawl can collect pages unrelated to the section you intended.
When Acrobat is the best fit
- You want PDF output directly rather than an offline HTML mirror.
- You prefer a graphical workflow and do not need a scripted pipeline.
- The pages are publicly reachable and mostly server-rendered.
What Acrobat’s setting does not promise
Get entire site is a crawl setting, not a completeness guarantee. Redirects, robots restrictions, authentication, broken links, very large sites, and runtime-generated URLs can all affect coverage. Adobe’s documentation does not specify a guaranteed page count, completion time, or capture rate, so plan to verify the resulting PDFs against a page inventory.
Method 2: Build an offline mirror with HTTrack
HTTrack Website Copier is free software that recursively downloads a site, rewrites relative links for offline browsing, can resume interrupted downloads, and can update an existing mirror. Its project home page lists version 3.50-4 dated September 25, 2026; available builds differ by platform, so use the project’s current download documentation.

Simple same-host mirror
httrack https://example.com/ --path mydirReplace the URL with the final canonical address. HTTrack’s guide warns that a redirect from www to the bare domain, or from HTTP to HTTPS, can move the crawl to another host and stop it. Starting at the destination URL or explicitly permitting the destination avoids that failure.
Collect existing PDFs while preserving discovery pages

A PDF-only filter can discard those discovery pages and return fewer documents. If PDFs live on a separate documents host or CDN, add an allow rule for that host deliberately.
Limit crawl depth
httrack https://example.com/ --path mydir --depth=2In HTTrack’s example, the start page counts as level one. A depth of two therefore includes the start page and links one level below it. Depth limits reduce load and irrelevant content but can omit deeper documents.

Scope and depth
Path restrictions, same-server rules, depth limits, directory-travel settings, and link filters define the eligible URL set. Narrow rules improve focus; broad rules can pull in search results, calendars, tag pages, and unrelated applications. Set scope before starting rather than deleting a large amount of noise afterward.
JavaScript-generated links
HTTrack’s command-line guide states that it parses HTML and CSS but does not run JavaScript. A URL inserted only after a script executes—such as an infinite-scroll item, client-side route, or API response—may never be visible to the crawler. This limitation is specific to HTTrack’s documented behavior; do not assume that a static crawl represents a modern application.

Redirects and external hosts
A redirect can change the host and terminate a same-host crawl. Linked files on a CDN, subdomain, or document server likewise require explicit permission in the scope rules. Record every host involved before choosing filters.
Authentication and session state
HTTrack documents cookie-file and request-capture options for some authenticated workflows, but logged-in applications can still depend on expiring tokens, API calls, post-login JavaScript, or per-user permissions. Test a small authorized section first; never assume a public crawl configuration will reproduce a private application.

Server behavior and load
HTTrack includes transfer throttling and warns that disabling its safety limits should only be done against infrastructure you are allowed to load. Keep concurrency and request rates reasonable, schedule large jobs off-peak when possible, and stop if the operator asks you to.
Turning a mirror into PDFs
If HTTrack is your discovery stage, use a browser-based print process for each saved HTML file. A practical workflow is:
- Finish and validate the mirror directory.
- Enumerate HTML files while excluding navigation duplicates, error pages, and tracking URLs.
- Open each file in a rendering engine that supports the CSS and scripts the page needs.
- Print to PDF with consistent paper size, margins, headers, and footers.
- Record the source URL beside each output filename.
- Review a sample from shallow, deep, redirected, and media-heavy sections.
Local files can behave differently from their hosted versions: relative URLs may work while origin checks, service workers, or API calls do not. For pages that require live JavaScript or a login, a live, authorized rendering pass is more reliable than printing the mirror.

Coverage checklist before you call the job complete
- Export or assemble a URL inventory from the site’s navigation, sitemap, and known subdomains.
- Compare the inventory with downloaded files or generated PDFs.
- Check redirects, canonical URLs, and duplicate paths.
- Test pages containing lazy-loaded images, accordions, embedded viewers, and client-side navigation.
- Verify that PDFs on document hosts or CDNs were included intentionally.
- Open representative PDFs and check fonts, images, links, page breaks, and accessibility metadata.
- Keep crawl logs and failed-URL lists so you can retry only missing items.
