Choose WebRTC when viewers need to interact with a live feed with very little delay; choose HLS when you need to distribute video broadly over HTTP, adapt playback to changing network conditions, or offer live and on-demand viewing. Low-Latency HLS (LL-HLS) narrows the latency tradeoff without changing HLS’s HTTP-based delivery model. No protocol name guarantees a particular delay, audience size, or playback result: those depend on the implementation and operating conditions.

What WebRTC and HLS are

WebRTC: real-time communication APIs

WebRTC is a set of browser APIs for sending and receiving media and application data between browsers or other devices that implement the real-time protocols. The W3C Recommendation defines those APIs; it does not prescribe one complete architecture for broadcasting a stream to an audience. W3C WebRTC: Real-Time Communication in Browsers is dated March 13, 2025.

HLS: HTTP-based media delivery

HTTP Live Streaming (HLS) delivers media using playlists and segments over HTTP. Apple describes it for live and on-demand use through ordinary web servers and content delivery networks (CDNs). Its delivery model can use HTTP caching infrastructure. Apple Developer’s HLS documentation describes HLS as designed for reliability and as adapting playback to network conditions by optimizing for available wired or wireless connection speed.

LL-HLS: lower-latency HLS

Low-Latency HLS is Apple’s low-latency option for HLS. It matters because the choice is not simply “WebRTC is low latency; HLS is always slow.” LL-HLS reduces the latency tradeoff while retaining HLS’s delivery model. It does not establish one fixed end-to-end delay for every deployment. See Apple’s LL-HLS documentation and the IETF’s RFC 9317 on operational considerations for streaming media.

WebRTC vs. HLS at a glance

Decision factor WebRTC HLS / LL-HLS

These distinctions follow the W3C WebRTC Recommendation, Apple’s HLS documentation and HLS overview, and the IETF’s streaming-media guidance.

Which protocol should you choose?

Choose WebRTC for participation and rapid response

WebRTC is generally the better starting point when the viewer must talk back, collaborate, control a remote experience, or react to what is happening with minimal delay. That can include interactive sessions where a broadcast-style one-way viewing experience would be insufficient. The final system still depends on the chosen implementation and the devices it supports.

Choose HLS for broad distribution and adaptive playback

HLS is generally the better fit when many viewers need a one-to-many stream delivered through ordinary HTTP infrastructure, when playback should adapt to variable network bandwidth, or when the same content should be available live and on demand. Apple documents alternate bitrate streams and switching as network conditions change. Confirm that the intended browsers and players support your HLS setup.

Consider LL-HLS when HLS is right but delay is a concern

If HTTP/CDN distribution and HLS playback are desirable but conventional HLS delay is too high for the experience, evaluate LL-HLS. It offers a lower-latency HLS approach; it does not make every HLS deployment equivalent to WebRTC or promise a particular delay.

What to verify before committing

Protocol labels are not performance guarantees. Test the system you intend to deploy against its real operating conditions and requirements:

  • Interaction: Does the viewer only watch, or must they respond, collaborate, or control the experience?
  • Latency target: Define how much end-to-end delay the use case can tolerate, then measure it in the actual system rather than assuming a protocol-wide figure.
  • Scale and infrastructure: Check that the chosen real-time media or HTTP/CDN infrastructure is appropriate for the anticipated audience and distribution pattern.
  • Network variation: Decide whether documented HLS alternate-bitrate adaptation is important for viewers on changing connections.
  • Device and player matrix: Test the specific browsers, platforms, and players your audience uses, including any required non-Apple environments.
  • Content mode: Confirm whether you need only a live session or also on-demand playback.

Latency and audience limits: what can be stated

The standards and platform materials cited here do not establish one universal end-to-end latency number or audience ceiling for either protocol. Latency, scale, and compatibility depend on the complete implementation and operating conditions. Treat a number measured for a particular service or setup as specific to that setup, not a guarantee supplied by the protocol.
