Build accessibility into the structure and behavior of your interface, then test it with people-oriented checks as well as automation. Start with semantic HTML and native controls; implement keyboard behavior and accessible state for custom widgets; make forms, content, and feedback understandable; and verify critical journeys with keyboard and assistive technology. WCAG 2.2 is the requirements baseline, while the ARIA Authoring Practices Guide (APG) offers informative implementation patterns—not a substitute for WCAG conformance.

Use WCAG 2.2 as the requirements baseline

WCAG organizes accessibility requirements around four principles: content should be perceivable, operable, understandable, and robust. Its success criteria define requirements; determine the conformance level from the applicable legal, contractual, or project requirement rather than implying every project has the same target. The W3C published WCAG 2.2 as a Recommendation on 5 October 2023: WCAG 2.2.

Keep the standard distinct from implementation advice. The W3C ARIA Authoring Practices Guide describes patterns and examples for common widgets; it is informative guidance, not a normative conformance standard. As the APG puts it, “The accessibility guidance in the APG is different from accessibility requirements specified by WCAG and ARIA.” See the ARIA Authoring Practices Guide. Likewise, WCAG techniques are examples of ways to meet criteria, not mandatory recipes. A different implementation can conform if it genuinely satisfies the applicable criteria.

Start with semantic HTML and native controls

Choose elements for their purpose: headings for headings, links for navigation, buttons for actions, and native form controls for data entry. Use meaningful document structure and landmarks, and keep source order aligned with the order in which people read and operate the page. Avoid making a generic div act like a control when a native link or button fits.

Standard HTML controls, used according to their specification, already expose important semantics and behavior. A custom control shifts responsibility to your code: its name, role, state, value, keyboard interactions, focus handling, and updates all need to work together. Before building one, write down the role it needs, what users should hear, its states and values, and how it will be operated with a keyboard.

Use ARIA to expose semantics, not to create behavior

ARIA can communicate roles, names, states, properties, landmarks, and status messages to assistive technology. It does not automatically give a widget the interaction model of a native control. For a custom menu, dialog, tab set, combobox, grid, or similar widget, consult the relevant APG pattern, implement its keyboard and focus behavior, and test the result in the browsers and assistive technologies you support.

Keep exposed state synchronized with the interface. For example, when a disclosure opens or closes, update its aria-expanded value along with the visible content. Adding ARIA to incorrect HTML or to an interaction that does not work will not make the experience accessible. GOV.UK’s developer accessibility guidance covers this implementation responsibility.

Make content, controls, and focus perceivable

Provide useful text alternatives and names

Write alternatives for images and other non-text content according to their purpose. An informative image needs an equivalent text alternative; a decorative or formatting-only image should be ignorable. Controls and inputs need accessible names that describe what they do. Give links descriptive text, set the page language, and ensure controls expose their name, role, and current state or value.

Preserve usable focus and reading order

All functionality must be available from a keyboard interface, and focus should move in a logical sequence and remain visible. Avoid visual rearrangements that conflict with the reading and focus order. Ensure focus does not disappear off screen or become trapped unintentionally. Design for text enlargement and user-selected colors so content and controls remain usable when people adapt presentation.

Make status messages available programmatically where appropriate without moving focus unnecessarily. Consider progressive enhancement: GOV.UK recommends that services remain usable if CSS or JavaScript fails or is disabled, where the service architecture permits it.

Make forms and feedback understandable

Label and group fields

Associate every form control with a label, and provide instructions that make requirements clear before submission. Use fieldset and legend to group related controls when appropriate. Keep a form as short as the task allows and request only information that is necessary. The WAI Forms Tutorial, updated 27 March 2026, gives practical examples and maps form practices to relevant WCAG criteria.

Explain errors and status changes

When validation fails, identify the affected field and explain the problem visibly and in a way that is programmatically associated with that field. Ensure dynamic status updates are available to assistive technology without forcing focus to move unnecessarily. WCAG 2.2 includes Name, Role, Value at Level A and Status Messages at Level AA; check the criteria against the conformance target that applies to your project.

Handle time limits carefully

Avoid form time limits where possible. If a limit is necessary, offer a way to turn it off or extend it, except in circumstances such as live events or where time is essential to a valid submission, as described in the WAI tutorial.

Test accessibility throughout development

Do not reserve accessibility checks for launch. Start with high-touch pages, critical user paths, and shared site templates, then repeat checks as components and content change. Testing common browser and assistive-technology combinations helps reveal issues that a code inspection alone may miss.

Run a repeatable manual pass

  • Use Tab and the expected arrow, Enter, and Space keys. Check that every action is reachable and works.
  • Confirm focus is visible, follows a logical order, does not disappear off screen, and is not unintentionally trapped.
  • Use a screen reader to check that content, controls, labels, instructions, and dynamic updates are announced meaningfully.
  • Check that the document language and link text are useful, and that a skip link lets users reach main content efficiently where applicable.
  • Increase text size and change colors to see whether content and controls remain usable.
  • Exercise forms, validation errors, dialogs, menus, and other dynamic interactions.
  • Where architecture permits, check what remains usable if CSS or JavaScript is unavailable.

Use automation as one layer, not a verdict

Automated checks can help find classes of issues, but a scan alone does not establish full coverage or WCAG conformance. It cannot replace evaluating whether alternative text is meaningful, whether an interaction is usable, or how a page behaves with a keyboard and assistive technology. Document what was actually checked and what remains to be tested; neither using a named technique nor buying a tool proves conformance.

Choose native controls or custom widgets deliberately

Practical accessibility questions for a code review

  • Can you reach anything that’s interactive using the tab key?
  • Can you use a screen reader to access the page content?
  • Does each control have a useful name, role, and current state?
  • Do form labels, instructions, and errors remain associated with the right fields?
  • Do custom widgets implement the keyboard model their users need?
  • Have you tested critical journeys in the browsers and assistive technologies your project supports?

Frequently Asked Questions

Does using ARIA make a site WCAG conformant?

No. ARIA can expose semantics and state, but does not itself provide correct interaction behavior or prove WCAG conformance.

Can an automated accessibility scan prove conformance?

No. Automation is one part of testing; keyboard, assistive-technology, and human evaluation are also needed to assess coverage and usability.
