Choose Watch Dogs 2 if you want a continuing protagonist, Marcus Holloway, and a hacking story set in the San Francisco Bay Area. Choose Watch Dogs: Legion if you would rather recruit and switch among London residents with different skills. The better fit depends on which structure sounds more appealing—not on a universal quality ranking.

What does playing Watch Dogs 2 feel like?
One lead character and a flexible hacking sandbox
Watch Dogs 2 gives you a consistent lead in Marcus, with DedSec’s campaign focused on opposing ctOS 2.0. A 2016 TIME review describes tools that let you approach situations indirectly: a wheeled robot can reach tight spaces and interact with route-opening panels, while a quadcopter helps scout and mark targets. The review also notes the ability to manipulate traffic and electrical systems and to call police or gang members into encounters.
TIME reviewer Matt Peckham characterized the hacking as a way to play enemies and surroundings off one another, calling the effect “almost jazz-like.” That is one critic’s assessment, not a promise that every player will enjoy the same style.

What makes Legion different?
Recruit and switch among London residents
Legion makes character selection part of its central loop: you recruit people encountered in the world and choose among them as you play. Ubisoft’s launch coverage says recruits have their own skills, resources, and talents. Its 2019 announcement described persistent schedules and backstories, the ability to persuade characters to join DedSec, and the possibility of permanent death in certain confrontations. These are Ubisoft’s announced design details; behavior may vary across versions and updates.
This structure suits players who like building a varied team and adapting to the available operatives. It is less suited to someone whose main preference is following one established hero through a continuous personal story.

Which one should you play?
- Pick Watch Dogs 2 if you want one recurring protagonist, a San Francisco setting, and a hacking-focused campaign centered on Marcus and DedSec.
- Pick Watch Dogs: Legion if recruiting a cast of operatives and switching between characters with different skills sounds more appealing than sticking with one lead.
- Check online play separately if multiplayer is a deciding factor. Ubisoft’s 2020 launch article described online co-op for up to four players and PVP modes as post-launch plans. Those are launch-era details, not confirmation of present-day service status or compatibility; verify support for your platform before buying.
