Volume Shadow Copy Service (VSS) is a Windows framework that coordinates point-in-time volume snapshots so compatible backup applications can capture data while applications keep running. VSS is not itself a backup: a backup application requests the operation, applications prepare their data, and a provider creates and maintains the shadow copy.
What is Volume Shadow Copy?
Volume Shadow Copy Service (VSS) is a set of Windows COM interfaces and APIs for coordinating backups of volumes that are still in use. Its central output is a shadow copy: a stable view of a volume as it existed at a particular moment, alongside the live volume. Microsoft describes this framework in its Volume Shadow Copy Service Overview.
VSS is infrastructure, not a complete backup or recovery product. A backup application uses VSS to obtain a consistent source, then performs the work of saving that data. A shadow copy by itself does not establish that data has been copied elsewhere or can be restored.

Three participants coordinate the snapshot: the requester, the writers, and the provider. The requester is usually a backup application; writers are VSS-aware applications that prepare and describe their data; and the provider implements the shadow copy.

- The requester starts the operation. It asks VSS to coordinate a backup and gathers information from writers about the application data involved.
- Writers prepare their data. They provide metadata and briefly coordinate relevant I/O so the data can be captured in a consistent state.
- The provider creates the shadow copy. After the point-in-time view is established, writers resume ordinary activity.
- The requester backs up from the view. It can read the stable snapshot while applications continue writing to the live volume.
Microsoft says shadow-copy creation between the Freeze and Thaw stages typically takes about one minute. That is an approximate description, not a guaranteed duration for every system or backup.
What keeps the snapshot stable?
Windows includes a system provider, which uses copy-on-write. When sectors on the live volume change after snapshot creation, the provider preserves the earlier sector contents in a shadow-copy storage area. This lets the snapshot continue to represent the volume at the original point in time.

VSS also supports software and hardware providers. They may implement the snapshot differently, so copy-on-write should not be assumed for every VSS provider. Microsoft outlines the VSS architecture and provider types.
Is a shadow copy the same as a backup or restore?
No. A shadow copy is a temporary or retained point-in-time source that a requester can use during a backup workflow; it is not necessarily a separately stored backup. Whether the data is preserved for recovery depends on the backup application and its configuration.

Restore is a separate workflow, not automatically a matter of “rolling back” a shadow copy. Microsoft’s VSS restore overview explains that a VSS-based restore does not require creating a new shadow copy; the process uses backup and writer metadata while coordinating the affected applications.
What VSS does—and does not—guarantee
- It coordinates an application-aware snapshot. Writers help prepare and describe their application data, while the provider supplies the point-in-time view.
- It can limit interruption. Relevant I/O is briefly coordinated around creation, after which applications continue normal activity while the requester reads the snapshot.
- It does not guarantee a recoverable backup. The requester must complete and retain the backup, and a restore must be carried out through an appropriate recovery workflow.
- It does not imply indefinite snapshot retention. How long a shadow copy remains available depends on configuration and the requesting application.
Windows service note
Microsoft states that the Volume Shadow Copy service starts on demand and must be enabled for VSS operations to succeed. The exact service state and troubleshooting steps can depend on the Windows version and system configuration; check the applicable Microsoft guidance rather than assuming one service setting applies to every PC.
