VMware Explore 2025 was set to focus on helping customers adopt VMware Cloud Foundation (VCF) and get practical value from it—not on introducing VCF 9.0, which Network World reported was already generally available as of June 17, 2025. The preview’s central tension was straightforward: Broadcom was promoting a broader private-cloud platform, while customers were asking whether its capabilities justified new subscription costs and bundled licensing.

What VMware Explore 2025 was expected to address

Neal Weinberg’s August 19, 2025, Network World preview looked ahead to the conference, scheduled for August 25–28 in Las Vegas. Broadcom’s stated theme was “Simplify Your Cloud. Architect Your Future.” The company said customers were dealing with cloud complexity, AI adoption, and security demands at the same time.

The preview’s expectation was that Explore would emphasize VCF adoption and how organizations could use the platform’s capabilities. It was not a claim that every customer would benefit equally, nor did it provide a vendor-neutral comparison or controlled evaluation of VCF.

What “VCF value” meant to customers

VMware User Group executive director Brad Tompkins described a shift in some members’ concerns: “At this point, the conversation among VMUG members has shifted from resistance to: ‘Now I have all this extra technology. I need to figure out how to use it, how to provide value,’ he says.” His point was that obtaining the technology is only one part of the work. Organizations also need suitable skills, operating practices, and processes to make use of it.

Broadcom’s pitch, as described in the preview, was an on-premises private cloud with cloud-like operations: virtualization, performance, automation, and an AWS-style consumption model. Tompkins said, “Everybody wants to operate like AWS,” but that aspiration does not make a private-cloud operating model automatic. Teams must decide what to automate, how users request services, and how infrastructure use is managed.

Tompkins also argued that customers did not have to use every VCF component to see benefits. He suggested that even 70% adoption could deliver savings, staff efficiencies, and process automation. That percentage is his estimate, not a measured result or a guarantee for a particular organization.

Capabilities highlighted in the VCF 9.0 pitch

The preview summarized analyst Steve McDowell’s description of VCF 9.0 as Broadcom’s effort to consolidate and modernize VMware for private and hybrid cloud environments. The capabilities he discussed included:

  • Unified operations: A control plane intended to bring infrastructure operations and developer workflows together.
  • Self-service and automation: Provisioning, chargeback models, and API-driven automation for infrastructure services.
  • AI and machine learning support: GPU services, confidential computing, and Kubernetes-native tools for relevant workloads.
  • Security and compliance: Dashboards and compliance scanning, alongside confidential-computing support.
  • Cost and capacity management: Metering, predictive modeling, and capacity reclamation to connect infrastructure use with budgets.
  • Infrastructure features: Advanced memory tiering, vSAN global deduplication, and NSX Enhanced Data Path.

These are features as the 2025 preview summarized them, not a current compatibility matrix or independent product assessment. It reported Broadcom claims of “up to” 38% lower memory and server costs with advanced memory tiering and “up to” 34% lower total cost of ownership with vSAN global deduplication. The article did not provide test conditions or report an independent test, so those figures should be treated as attributed vendor claims rather than expected savings.

Why licensing and support complicated the value question

The preview set Broadcom’s platform pitch against its shift from perpetual licensing toward subscriptions and bundled offerings. Customers cited lower prices, less restrictive licensing, and extended support for contracts that had expired as concerns. For buyers, the relevant question was not simply how many capabilities VCF included, but whether the bundle and its terms fit their workloads, budget, and migration plans.

Weinberg’s article recounted several disputes and concerns: AT&T said its VMware costs would rise sharply and challenged Broadcom over a prior support extension; Siemens and VMware were litigating over licensing and support; European cloud providers and a German user association raised competition concerns; and a Dutch court ordered continued VMware support for a government agency during migration. These were reported positions and proceedings in 2025, not a complete account of their outcomes or a basis for treating allegations as settled legal findings.

How to assess whether VCF is worth it

The preview did not publish a cost comparison or rank alternatives. An organization assessing VCF can use the issues it raised to structure its own decision:

  1. Map the workloads and capabilities you actually need. Identify which VCF functions address concrete operational requirements, rather than assuming every component in a bundle will be used.
  2. Calculate the full transition and subscription cost. Include the contract terms relevant to your environment and the cost and risk of migration or changing platforms. Compare the total with the capabilities your teams expect to use.
  3. Check operating readiness. Assess whether staff and processes can support self-service, automation, chargeback, and private-cloud operations; technology alone does not deliver those changes.
  4. Evaluate workload-specific needs. Consider automation and workload management alongside AI/GPU requirements, security, compliance, data sovereignty, and hybrid-cloud needs.
  5. Review support and contract exposure. Establish what support applies to your agreement and what migration timelines and dependencies would mean for your organization.

The preview also reported that Broadcom CEO Hock Tan said 87% of VMware’s top 10,000 customers had signed up for the VCF bundle. It did not give an exact date for that statement in the passage. The figure is an attributed 2025 adoption claim; by itself, it does not show whether VCF is cost-effective for a particular buyer.

What the financial figures do—and do not—show

Network World reported Broadcom fiscal second-quarter 2025 revenue of $15 billion, up 20% year over year, and net income of $4.95 billion, up 124% year over year. These company financial results provide context for Broadcom’s business, but they do not establish the return on investment an individual VMware customer will receive from VCF.

Likewise, the reported adoption share and potential cost reductions should not be read as current, independently verified measures of customer outcomes. The preview is a dated account of what the company, an analyst, and a user-group leader said in 2025; it does not establish today’s VCF packaging, licensing, feature status, or the current status of the disputes.
