Vehicle-into-crowd incidents can be deliberate attacks or other crashes; a vehicle striking people does not, by itself, establish intent. For deliberate ramming, official guidance points to the vehicle’s accessibility and potential to cause severe harm in crowded places. Venues can reduce exposure through a site-specific risk assessment, crowd and traffic planning, staff preparedness, and layered barriers—not by relying on a single device.
Why do vehicles strike crowds?
There is no single explanation for every incident. Some are deliberate vehicle-ramming attacks; others may be accidental crashes. The available official guidance chiefly addresses hostile vehicle threats and venue planning, and does not establish a comprehensive account of accidental crashes or their frequency.
For deliberate ramming, CISA says a vehicle may appeal as a weapon because it can require minimal capability and cause devastating harm where crowds gather and visible security is limited. In a 2025 public safety notice following the New Orleans attack, the FBI and DHS described vehicle ramming as having persistent appeal for aspiring violent extremist attackers. These observations describe the tactic’s perceived attributes, not the motive in any particular incident. How should a venue begin reducing risk?
CISA organizes its approach around “Plan-Prevent-Protect.” The sequence matters: first understand the location and event, then reduce opportunities for conflict between vehicles and people, and finally add appropriate protective measures. Its April 23, 2024 guide recommends risk assessment, emergency operations planning, consultation with security subject-matter experts, and consideration of funding for mitigations.
Plan around the actual site and event
Assess how vehicles can approach pedestrian areas and where people gather, queue, enter, exit, or move through narrow routes. Consider parking and pedestrian approaches, stairs and other bottlenecks, pickup and drop-off activity, escape routes, and access for emergency vehicles. The CISA Vehicle Ramming Self-Assessment Tool presents these as factors for a site-specific assessment, not a universal checklist that produces the same answer at every venue.

Planning should also address what staff will do during an incident: who reports a concern, who communicates with responders, and how emergency access and pedestrian movement will be maintained. CISA recommends emergency operations planning and working with relevant security expertise rather than treating barriers as a stand-alone solution.

Manage the movement of people and vehicles
Crowd and traffic management are part of vehicle-threat mitigation. Review crowd density and movement, queues, entrances and exits, pedestrian-vehicle crossings, and points where people may be compressed or diverted. Depending on the site, measures to assess may include separating pedestrian flows from vehicle routes, keeping queues away from vehicle areas and entrances, arranging safer pickup and drop-off, staffing crossings, and preserving clear emergency pathways. These are planning options to evaluate for the particular layout and event, not blanket prescriptions. CISA’s assessment tool describes these operational considerations.

Prepare staff to notice and report concerns
CISA includes staff awareness, reporting, and training in prevention. Venue procedures should make clear how to escalate concerning behavior or suspicious vehicle activity and how staff coordinate with venue security, law enforcement, and first responders. The CISA guide treats these practices as part of a layered approach, alongside planning and physical protection.
What barriers can venues consider?
CISA materials discuss fixed or retractable bollards, engineered planters, walls, temporary barriers, and other engineered measures; they also address speed controls and blocking barriers. The right option depends on the vehicle approach, site geometry, pedestrian access, event operations, installation and maintenance needs, and whether emergency vehicles must pass through. CISA cautions that hostile-vehicle mitigation cannot be one-size-fits-all; it must suit the location’s physical constraints and functional demands. The table is a set of assessment questions, not a product ranking or engineering specification. CISA notes that some blocking barriers have official crash ratings, but venue operators should verify that any rating is applicable to the intended use and rely on qualified security and engineering expertise to select, position, and install a system. Active barriers require trained personnel and regular maintenance. A barrier alone cannot guarantee that an incident will be prevented. How can event organizers structure the planning?
CISA’s Mass Gathering Security Planning Tool, revised May 24, 2024, can help organizers structure planning and collaboration with law enforcement and first responders. Its generated report is a framework, not a complete emergency or security plan. Organizers still need to adapt decisions to the venue, event operations, crowd movement, and responder requirements.
