To craft a Grappling Hook in Valheim, first pick up a Hook to unlock its recipe, then use a Black Forge with 10 Yggdrasil Wood, 10 Refined Eitr, 4 Mandibles, and 1 Hook. Hooks are found in Dvergr treasure chests in the Mistlands, especially inside Infested Mines.
Grappling Hook recipe and crafting station
The recipe reported for Valheim 1.0 is:

Craft it at a Black Forge. The recipe unlocks when you pick up a Hook; simply reaching the Mistlands or building the forge is not enough. This recipe and station are listed in the Valheim guide, PC Gamer’s guide, and the Valheim Database entry verified for version 1.0.
Where to find the Hook
Search Dvergr treasure chests in the Mistlands. Infested Mines are a useful target: check side areas and look for hidden stone doors marked with blue glyphs, which can conceal additional rooms and chests. A Hook is used in each craft, so keep one available after unlocking the recipe if you want to make another Grappling Hook.

The Valheim Database also lists Dvergr guard towers and rock spires as possible chest locations. The specific chest locations and recipe are described in the current guide and PC Gamer guide; the additional locations are listed in the database entry.

How to gather the other ingredients
Yggdrasil Wood
Chop Yggdrasil shoots in the Mistlands. The current guide specifies a black metal axe for harvesting them.
Refined Eitr
Use an Eitr Refinery to refine Sap and Soft Tissue into Refined Eitr. You need 10 Refined Eitr for the recipe.

Mandibles
Defeat Seeker Soldiers; they drop Mandibles. Collect four for one Grappling Hook.

Using the Grappling Hook
The current guide describes left-click to begin a shot and right-click to release; PC Gamer says to press Space to reel along the chain. Expect a short wind-up before the shot, so avoid throwing when an immediate escape is essential. If those inputs do not match your setup, check Valheim’s in-game controls: bindings can vary by platform or customization.
Throwing does not drain a durability bar according to the current guide, but that does not make the item indestructible. The guide notes that it can take world damage, and the Valheim Database lists 300 durability for the item in its version 1.0 data. The hook also does not prevent fall damage, so plan your landing rather than relying on the chain to protect you.
