These are separate jobs: Webpack’s target affects generated runtime code; it does not transpile your source. A successful build alone does not prove the app works in every promised browser.
What Webpack’s target does—and does not do
Webpack’s target controls assumptions and features in the JavaScript Webpack generates, including runtime code. It can use the project’s Browserslist configuration, or you can provide target properties explicitly. When combining environment properties, Webpack uses their common supported feature set. See the target configuration and output configuration documentation.
It does not rewrite JavaScript you authored. The Webpack documentation is explicit: “Webpack won’t transpile your code automatically when you configure the target.” Use Babel or another source transpiler for syntax the oldest supported browser cannot parse.
Webpack says it supports ES5-compliant browsers; IE8 and below are not supported. That statement is not a promise that every application, dependency, or API works in every ES5 browser. Your actual support policy and runtime tests still matter. See the Webpack concepts documentation.

Set one browser support policy
Choose exact browser versions from your product requirements and audience, then put the policy in Browserslist configuration. Avoid an unqualified “modern browsers” policy if customers or a contract require support for a particular older browser. Webpack can read the nearest package configuration or the BROWSERSLIST environment variable when using the browserslist target; it also accepts an explicit query or named Browserslist environment.
For example, place this in package.json, replacing the example versions with the versions your product actually supports:

This is an illustrative policy, not a recommendation for every application. Use the same policy for Webpack and Babel where practical to reduce configuration drift.

Configure Webpack and Babel separately
In a typical setup, Webpack consumes the Browserslist policy for its own runtime, while Babel’s @babel/preset-env uses that policy to transform application syntax. A minimal illustrative configuration is below. It assumes the relevant Webpack, Babel, and loader packages are already installed; adapt module format and paths to your project.

With a Browserslist configuration present, Webpack can use it as the target; spelling out target: "browserslist" makes that choice explicit. Babel preset-env also consults Browserslist to decide which syntax transformations are needed. The Webpack shimming guide covers Browserslist-driven transformation and usage-based polyfill inclusion.
The example excludes node_modules, a common starting point, not a universal rule. If a dependency ships syntax unsupported by your oldest browser, you may need to transpile that dependency too. Check the built output and test it rather than assuming dependencies are already compatible.

Add API polyfills only for actual gaps
Transpiling syntax does not provide missing browser APIs. Make an inventory of APIs used by your application and its dependencies, compare it with the browsers in your policy, and include polyfills for the gaps. A polyfill must run before code that uses the API.
Webpack specifically notes that import() and require.ensure() require Promise; older browsers may therefore need a Promise polyfill. An entry array puts the polyfill before the application entry:

In src/polyfills.js, import only the polyfills your support matrix and code require. Do not treat a syntax transform as an API replacement, and do not assume that adding one Promise polyfill covers every API gap.

Avoid an unjustified full polyfill bundle
The Webpack Entry and Context documentation reports that its example full core-js/stable import pulled 637 modules, 215 KB minified and 71 KB gzipped with core-js 3.50. Those are figures for that documented example and version, not a forecast for every project. The page recommends usage-based inclusion with Babel preset-env and Browserslist so only needed polyfills are imported.
Support IE 11 or another legacy target deliberately
If IE 11 is an explicit requirement, use the migration guide’s documented approach: include IE 11 in Browserslist and set target: "browserslist", or use target: ["web", "es5"]. See Webpack’s v4-to-v5 migration guide.
That target setting addresses Webpack’s output assumptions; it does not transpile your authored source or make unavailable APIs appear. Align Babel with the same browser policy, assess dependency syntax, provide required API polyfills, and verify dynamic chunk loading in the supported browser. Also note that Webpack 5 no longer automatically injects Node.js core-module polyfills into browser bundles; see Resolve configuration.

Decide whether to ship modern and legacy bundles
Webpack’s shimming guide demonstrates building modern and legacy versions so browsers that need fewer polyfills can receive a smaller bundle. This can reduce what modern browsers download, but it adds build complexity and requires HTML selection logic, additional compatibility tests, and attention to caching. Consider it when the expected download savings justify that maintenance for your real browser mix—not as a default requirement.
Validate the emitted app in the browsers you promise
A passing compilation is not a runtime compatibility test. Test the actual oldest supported versions as well as representative current browsers. Inspect both application modules and Webpack’s generated runtime, and exercise initial loading and lazy-loaded routes.
- Check emitted syntax in app code, third-party dependencies, and Webpack runtime against the oldest browser.
- Exercise dynamic imports and chunk loading; confirm required APIs such as
Promiseexist before use. - Test real application flows, not only the landing page, in the supported browser versions.
- Verify the polyfill entry executes before dependent modules and that all required API gaps are covered.
- Repeat checks when changing the browser policy, dependencies, Babel, or Webpack configuration.
Troubleshooting common compatibility failures
