Perimeter defense helps control and monitor traffic crossing a network boundary, but a firewall is not a complete security strategy. A stronger design limits each connection to what is required, separates public services from private systems, protects administration, and uses segmentation and monitoring to contain activity if an attacker gets inside.
What perimeter defense protects—and what it cannot
A perimeter is any boundary where traffic enters or leaves a network, such as an internet connection or a boundary between internal zones. Firewalls filter traffic at those boundaries and can log relevant events. Their protection depends on accurate, maintained rules: an overly broad rule can allow traffic the organization meant to block.
Perimeter controls cannot guarantee that every attack will be stopped. A compromised account, vulnerable exposed service, or infected device may give an intruder a foothold. Internal segmentation and monitoring matter because they can limit which systems that intruder can reach and help defenders notice unusual activity.
Build the network in security zones
Group systems according to their purpose and risk, then define which communications each group actually needs. The boundary between zones should enforce those decisions with firewalls or access-control lists (ACLs), not rely on a flat internal network where devices can communicate freely.

CISA recommends placing externally facing DNS, web, and mail services in a DMZ rather than directly alongside private systems. For operational technology (OT), CISA guidance calls for separating IT and OT and designing zones and conduits around operational requirements.
Apply controls at more than the internet edge
Use multiple enforcement points so a weakness in one boundary does not expose every system. A network firewall can control traffic between major zones; host firewalls and logical segmentation, such as VLANs, can add controls closer to devices. Sensitive or high-risk systems may need finer-grained segmentation, often called microsegmentation, to restrict communication between individual workloads or applications.

CISA’s 2025 microsegmentation guidance describes segmentation as a way to improve visibility and reduce the paths an intruder can use after entering a network. Zero-trust approaches extend this principle by moving controls closer to the application, data, or resource instead of treating location inside the network as sufficient proof of trust. These controls complement traditional perimeter protections; they do not make them unnecessary.
Set firewall rules that match documented needs
- List required flows. For each zone boundary, document the source, destination, service, and business or operational purpose of each permitted connection.
- Allow only those flows. Use an explicit allow policy and deny traffic that is not required. CISA/NCCIC’s Recommended Practice: Improving Industrial Control System Cybersecurity with Defense-in-Depth Strategies states: “The firewall golden rule says ‘that which is not explicitly allowed is denied,’ which means that the final rule should not be ‘any, any,’ but rather ‘deny all.’” This is guidance for rule design, not a claim that a firewall alone prevents compromise.
- Log meaningful events. Collect relevant allowed and denied events so defenders can investigate unexpected connections without losing sight of normal activity.
- Review and maintain the rules. Remove stale entries and narrow overly broad rules as services or dependencies change. Keep firewall configurations under change control and audit the rule base regularly.
Reduce exposure and protect administration
Inventory internet-facing assets and services before deciding what should remain reachable. Remove unnecessary exposure, patch services that must remain public, and scan for unexpected listeners or reachable ports. An externally reachable service should have a documented owner and purpose so it can be reviewed when those needs change.

Do not expose network-device management interfaces to the internet or administer network devices directly from it. If remote administration is necessary, use a controlled access path with appropriate identity checks and policy enforcement. CISA’s binding directive on internet-exposed management interfaces applies to federal civilian executive agencies; its broader recommendation to remove that exposure or put a separate zero-trust enforcement point in front of a necessary interface is relevant to other organizations, but is not a binding requirement for them.
Monitor traffic and prepare to contain an intrusion
Establish normal traffic patterns for important zones, centrally collect network logs, and monitor for anomalous behavior. Keep current diagrams of network zones, dependencies, and third-party connections available to defenders and incident responders. Those records help teams distinguish expected communication from an unexpected path and understand which systems could be affected.

When a breach is suspected, segmentation can help restrict an intruder’s routes to other systems. Network isolation and filtering should be designed with operational dependencies in mind; especially in OT, a containment action that interrupts necessary communications can create its own safety or availability risk. Define acceptable conduits and response options before an incident.

- Coverage: Does the design address the internet edge, internal zone boundaries, host controls, remote users, cloud environments, and OT where applicable?
- Granularity: Can policies control broad network boundaries as well as application- or workload-level communication where needed?
- Visibility: Can the design establish traffic baselines, produce useful alerts, and send events to central monitoring?
- Operational fit: Does it work with existing identity and network systems, and can staff own, review, and maintain its rules over time?
- Exposure reduction: Does it minimize externally reachable services and remove public management access?
Choose controls against the organization’s threat model, operational constraints, and applicable requirements. Agency guidance is a useful reference, but it is not a substitute for an architecture review, and product lifecycle details should be checked before procurement.
