AI agents can make approved support knowledge easier to find, use it to draft customer answers, and help teams spot gaps in their help content. They should not be treated as the authority that silently rewrites policy: reliable use depends on clean, permission-aware sources, testing, human review of proposed articles, and an accessible route to a person.

What AI agents can—and cannot—manage

For customer support, “managing the knowledge base” describes two related but distinct jobs. An answer-producing agent retrieves relevant passages from approved content and uses them to respond. A knowledge-maintenance workflow can analyze resolved cases and propose new or revised articles. The first helps apply existing knowledge; the second helps identify and prepare potential changes. Neither makes the underlying policy authoritative on its own.

Many support systems use retrieval-augmented generation (RAG): content is indexed, relevant passages are retrieved for a question, and a language model generates a response grounded in those passages. Retrieval can make existing content more useful, but it cannot reliably resolve conflicting instructions or repair vague, outdated, or misclassified articles. Salesforce’s content-governance guidance and Microsoft’s agent documentation both make content quality and review important to the workflow.

That means the practical goal is not “let the AI own the knowledge base.” It is to let an agent use approved material and help people maintain it, while preserving clear boundaries around what customers may see and what the system may change.

Set boundaries before connecting content

Choose an initial scope

Start with a bounded set of questions or workflows where the authoritative answer is known and the cost of an error can be managed. Define which sources count as authoritative, which channels and audiences may use them, what the agent is allowed to do, and when it should ask a clarifying question or hand the conversation to a person. UK government guidance on agentic AI describes current business deployments as commonly bounded and controlled, with limited consumer-facing authority and human escalation. It distinguishes agents that plan and act from chatbots that primarily generate responses; that distinction is useful when setting permissions, but does not guarantee an individual system’s behavior.

Keep customer and staff knowledge separate

Decide which material is customer-facing, internal, or restricted before it becomes available to an agent. A procedure meant for staff may include approval thresholds, operational steps, or finance details that should not appear in a public answer. Salesforce gives the example of a returns article combining customer guidance with internal approval thresholds; mixed or old and current return windows can also lead retrieval to expose the wrong instructions or blend versions.

Use access controls at the source or retrieval layer so internal content is not available to a customer-facing agent in the first place. Do not rely on a prompt asking the model to keep restricted information private as the only control.

Prepare the knowledge base for reliable retrieval

Before indexing content, inventory the help center, product documentation, approved procedures, and other proposed sources. Each source needs an owner and a process for deciding whether it is still valid. Clean up the material that retrieval will be asked to use:

  • Retire duplicate and stale copies instead of leaving competing versions in circulation.
  • Split articles that mix audiences or cover unrelated subjects, so a relevant passage is less likely to carry unrelated instructions with it.
  • State the product, version, date, region, and conditions that limit an instruction, either in the text or in metadata.
  • Make customer-facing and staff-only status explicit, then enforce that status through permissions.
  • Assign owners and review dates so there is a clear route to resolve outdated or conflicting guidance.

This work is not cosmetic. When an answer draws on several sources, a clear scope and current version make it easier to retrieve the right passage and to investigate an incorrect response. A more capable language model cannot reliably decide which of two conflicting company policies is authoritative unless the content or system gives it that basis.

Use separate workflows for answering and maintaining articles

Answer from approved sources

In an answer workflow, the agent retrieves relevant passages and generates a response from them. Check whether the product shows the source articles or other evidence behind the answer, and decide what it should do when retrieval finds no suitable passage or finds conflicting ones. A safe workflow should be able to ask for clarification, decline to guess, or hand off rather than turn an uncertain retrieval into a confident policy answer.

Zendesk said its 5 March 2026 update aligned generative search and agent quick answers with the retrieval system used by its AI Agents. The company describes drawing on relevant portions of multiple help-center articles and indexed external content. This is an example of a shared retrieval approach, not evidence that every answer will be correct or that all source conflicts are automatically resolved. See Zendesk’s announcement.

Draft candidate articles from solved cases

Support cases can reveal repeated questions that existing content does not answer well. A maintenance workflow can analyze closed-case notes, conversations, and emails, then propose an article for review. Microsoft documents this approach for its Customer Knowledge Management Agent in Dynamics 365: it drafts an article and compares it with existing knowledge to help assess whether it fills a gap or duplicates content. Microsoft says users need to review generated articles for accuracy and tailor outputs to their business needs.

Use a human-reviewed lifecycle rather than automatic publication:

  1. Identify recurring questions or unresolved needs in closed cases.
  2. Generate a candidate article from the relevant case material.
  3. Compare it with existing content to look for duplication or a gap.
  4. Route the draft to the subject-matter owner who can verify facts, policy, audience, and applicable product or regional conditions.
  5. Publish through the organization’s normal approval and version-control process.
  6. Monitor how the article is used and whether it resolves the questions that prompted it.

These steps describe an operating model, not a claim that one product performs every task end to end. Microsoft also states that the agents discussed in its documentation support English only and may have usage limits; those limitations are product-specific and may change.

Evaluate answers before launch and while the system is live

Build a test set from real support questions with approved answers before deployment. Include ordinary requests as well as policy edge cases, ambiguous wording, stale-content traps, and requests that should be escalated. Evaluate retrieval relevance separately from answer correctness where possible: an answer can be poorly grounded because the wrong passage was retrieved, or it can misstate a relevant passage.

Review more than whether a response sounds plausible. Inspect whether the cited or linked source supports the claim, whether the agent handles missing or conflicting evidence safely, whether access controls prevent restricted-content exposure, and whether handoffs reach the right team. Also review negative feedback and cases where the source material itself is contradictory; correcting the answer prompt will not fix a faulty policy article.

After launch, monitor outcomes and feedback, have knowledgeable staff review failures, and test changes against the pre-deployment set before rollout. Change one part of the system at a time when practical so that a result can be traced to a source update, retrieval change, or answer-workflow change.

AWS’s NewDay case study reports a 40% increase in accuracy attributed mostly to knowledge-base processing, including API-based article retrieval, a defined chunking strategy, vector embeddings, and a vector database. The case also describes logging questions and feedback, weekly expert review of poor feedback, experiments based on findings, and pre-deployment evaluation against a dataset. This is a vendor-published result for NewDay’s implementation, not a general estimate of what another organization should expect. Details are in AWS’s NewDay case study.

Keep human support and accountability visible

Make human escalation easy to find and usable when the agent cannot answer, the customer asks for a person, or the issue needs judgment. Gartner reported that 87% of 3,566 surveyed B2B and B2C customers said it was essential for companies using generative AI in customer service to offer access to a human agent; 50% said their interactions were easier when companies used generative AI. Gartner conducted the survey in February and March 2026. These are findings from that survey, not universal measures of customer opinion. Gartner analyst Eric Keller advised service leaders not to make generative AI a mandatory first step for every issue.

The UK consumer-law guidance says the same rules apply when businesses deal with customers using AI or human agents. It recommends assessing disclosure, preserving customers’ rights, testing before launch, monitoring results, keeping human oversight, and refining prompts or workflows quickly when issues appear. That guidance is UK-specific and is not legal advice for every jurisdiction. A business remains accountable for customer-facing behavior even when a third party supplies the AI system.

Compare platform and custom-build approaches

A customer-service platform with integrated knowledge features may fit teams already working in that platform. A custom cloud stack can offer a more tailored retrieval and locale setup, but the organization must assemble and operate the components. The examples below describe documented approaches, not an independent product ranking.

Custom retrieval stack on AWS AWS’s Ring case study describes using Amazon Bedrock Knowledge Bases for global customer support. AWS reports Ring reduced the cost of scaling to each additional locale by 21% in that described deployment. Assess the engineering and operational work needed for ingestion, permissions, retrieval, evaluation, human handoff, and ongoing cost. The 21% figure is a Ring case result, not a general savings promise.

When comparing any platform or custom build, assess source integration and update behavior; audience and permission controls; grounding and source visibility; article drafting, duplicate detection, and approval routing; test and monitoring capabilities; human handoff; supported languages and regions; and the full operating cost. Product claims about a model alone do not establish whether the surrounding knowledge workflow is safe or maintainable.

A practical selection checklist

  • Sources: Can the system use the knowledge repositories your support team already maintains, and does it reflect approved updates?
  • Permissions: Can customer, staff, and partner content be separated before retrieval?
  • Grounding: Can reviewers see what content informed an answer, and does the system handle unsupported or conflicting material safely?
  • Article lifecycle: Can the workflow identify likely gaps, detect duplicates, and route a draft to an accountable owner without bypassing publication controls?
  • Evaluation: Can you test known questions and expected answers, inspect failures, and monitor feedback after launch?
  • Escalation: Can customers reach an appropriate human without being trapped in repeated unsuccessful AI steps?
  • Operations: Are the supported languages, regions, ingestion patterns, latency needs, and ongoing responsibilities suitable for your service?

Frequently Asked Questions

Does retrieval-augmented generation make an answer automatically trustworthy?

No. RAG supplies retrieved material as grounding, but an answer can still be wrong if the source is stale, the wrong passage is retrieved, sources conflict, or the model misstates the passage. The knowledge and controls around retrieval still need review.

Should an AI-generated knowledge article publish automatically?

Not when it could establish or change customer-facing instructions or policy. Treat it as a candidate draft and have an accountable subject-matter owner check its accuracy, audience, duplication, and policy alignment before normal publication.

Are the reported accuracy and cost figures typical results?

No. The accuracy increase reported for NewDay and locale-scaling cost reduction reported for Ring are vendor-published results from those specific customer implementations. They do not establish expected results for other organizations.
