“Control” can mean two different things: use your Surface to access selected phone features, or use your phone to connect to your Surface remotely. For the first, use Microsoft Phone Link. For the second, use Windows App’s remote-PC feature. Phone Link does not turn your phone into a remote-control interface for the Surface.
Choose the direction you want to control

Microsoft describes Phone Link as connecting a phone to a Windows PC “allowing you to access many phone features directly on your computer.” That is phone-to-PC feature access, not full remote control of the PC from the phone. See Microsoft’s Phone Link requirements and setup.
Use Phone Link to access Android features on your Surface
Check requirements and feature availability
- The PC must run Windows 10 with the October 2022 update or later, or Windows 11.
- The Android phone must run Android 10 or later.
- Microsoft lists the phone and PC being on the same Wi-Fi network as a requirement.
- Some features, including Phone screen and Android apps, are limited to supported phone models and, for Phone screen, select markets. Check Microsoft’s supported-device list for your exact model; Android version alone does not guarantee access to every feature.
Phone Link can provide selected messages, calls, notifications and photos. Screen mirroring and using Android apps are separate capabilities with narrower device and market availability. Microsoft’s guides explain using Android apps on a PC and setting up apps in Phone Link.
Pair the phone and Surface
- On the Surface, open Phone Link. If it is not available, install it from the Microsoft Store.
- On Android, open or install Link to Windows and sign in with the same Microsoft account used in Phone Link.
- Follow the pairing prompts. Scan the QR code shown on the Surface, or use the manual code if offered.
- Approve the requested permissions on the phone so Phone Link can access the features you want.
- Keep both devices nearby, powered on and connected to the same Wi-Fi network during setup. Once paired, the features you see depend on the phone model, market and permissions.
Connect to your Surface from an Android phone
For remote access in the other direction, Microsoft documents using Windows App on Android to connect to a remote PC. The phone must run Android 10 or later, have network connectivity to the PC, and use an account authorized to access it. Start with Microsoft’s Windows App connection guide.

A working app connection alone does not establish that every Surface can accept a remote-PC session. The Surface’s Windows edition and host-side remote-access and network configuration matter; check current Microsoft documentation for the specific Surface and Windows edition before configuring a connection, particularly one over an external network. The cited Windows App guide does not establish universal Surface eligibility or a secure off-network setup.
Personal Surface versus organization-managed Windows access
Windows App can also connect to hosted services such as Windows 365, Azure Virtual Desktop and Remote Desktop Services. Those are not the same as connecting to a personal Surface: access may depend on an organizational account, an assigned resource or connection details from an administrator. If your goal is a work desktop or published app, ask your organization which resource and sign-in method to use.

What if you mean a Windows phone?
The documented Phone Link setup here covers Android phones and iPhones, not a legacy Windows Phone handset. The available sources do not establish that an older Windows Phone can use these workflows to control a Surface. Surface Duo has its own Microsoft guidance: Link Surface Duo to your PC.
