The terms are relative: to use them accurately, identify the reference point and the flow being described.
What do upstream and downstream mean?
Picture the process or organization you are discussing as a reference point. Activities or parties that feed into it are upstream; activities or parties that receive what it produces are downstream. These are relational labels, not fixed descriptions of a company: a manufacturer is downstream from its suppliers and upstream from its customers.
The European Commission defines downstream in relation to a “point of referral,” while ISO terminology anchors upstream to a designated process. In other words, the meaning depends on what point you are measuring from.
How the terms apply in different contexts
Process sequence
In a sequence of processes, upstream processes happen before the selected process and downstream processes happen after it. ISO defines an “upstream process” as a “process that is carried out before the designated process in the stream of relevant processes.” That definition is process-relative; it does not describe every industry’s flows.

Supply chains
In a supply chain, upstream usually describes suppliers and sources of inputs; downstream usually describes distributors, customers, and other recipients of outputs. For a food manufacturer, farms and ingredient suppliers are upstream, while wholesalers, retailers, and consumers are downstream. These are illustrative roles, not a claim that every food supply chain has exactly these participants.
Planning and logistics
Different flows within the same supply chain can move in opposite directions. SAP’s planning example describes customer demand propagating upstream—from customer to distribution center and plant—while receipts move downstream from plant through distribution center toward the customer. So “upstream” does not always mean that physical goods are moving toward a supplier.

Telecommunications
In telecommunications, upstream transmission can mean movement from subscriber equipment or location toward a headend or hub. The ITU’s J.1 glossary, dated 01/2024, uses the terms in this endpoint-based context.
How to tell which direction a sentence means
When “upstream” or “downstream” is unclear, ask: Upstream or downstream from what, and for which flow? Then check these details:

- Reference point: Is it a process, organization, or network endpoint?
- Flow: Are you tracing materials, services, data, demand, or finished products?
- Sequence: Does the term mean before or after the selected process?
- Actors: Are the parties sources of inputs, or recipients of outputs?
- Boundary: Is the discussion limited to the supply chain, or does it cover the broader value chain?
For example, “demand moves upstream” can be accurate in a planning context, while goods move downstream toward a customer. Naming the flow prevents the two statements from seeming contradictory.

A supply chain focuses on the movement of inputs and outputs through suppliers, organizations, and recipients. A value chain can cover a broader set of activities and relationships: GRI describes value-chain activity from product conception to end use, and ISO terminology notes that a value chain may be broader than a supply chain. When scope matters, state which chain you mean rather than treating the terms as interchangeable.
