Uploading sends data from your device to a remote server or online service; downloading brings data from that service to your device. Sending a photo to cloud storage is an upload. Saving that photo from cloud storage to your phone is a download. The difference is the direction the data travels.

NIST describes file transfer as moving files between local media and a remote server, including uploading and downloading. The same directional distinction applies to common online actions such as storing and retrieving files. NIST’s FTP glossary

What does uploading mean?

Uploading means sending data from a local device or system to a remote destination. For example, when you select a file on your computer and send it to a cloud-storage bucket, the file travels from your computer to the service. Google Cloud’s upload instructions describe this local-file-to-bucket process.

What does downloading mean?

Downloading means receiving data from a remote service and saving or otherwise bringing it onto your device. Retrieving an object from cloud storage and saving it as a local file is a download. Google Cloud distinguishes reading stored objects from downloading them to a device. Google Cloud’s documentation on object reads and downloads

Which matters more: upload or download speed?

It depends on what you are doing. Download speed is especially relevant when your device receives video for streaming. Upload speed is especially relevant when you send a video or other file to cloud storage. These are practical guides, not exclusive rules: an online activity can send and receive data in both directions. AT&T’s speed explainer uses streaming and cloud storage as examples.

Does the direction depend on who is looking at the transfer?

Yes. A file sent from your device to a server is an upload from your perspective and data received by the server. If the server later sends that file back to your device, it is a download from your perspective. The terms describe the direction relative to the system being discussed; they are not permanent properties of the file.

Do upload and download describe how a transfer works?

No. They describe direction, not the method. Services can offer different transfer approaches: uploads may use single-request or resumable methods, while downloads may support byte ranges that help resume an interrupted transfer. These implementation choices affect how a transfer is carried out, not whether it is an upload or download. Google Cloud’s upload documentation and download documentation describe examples.
