For businesses in India, UPI and cards differ most in merchant cost, the route money takes to the business bank account, and the checkout and reconciliation workflow. Under the prescribed-mode framework effective 1 January 2020, no MDR is collected on UPI or RuPay debit-card transactions. That does not mean every card type or payment-provider service is free. Nor does UPI’s fast payment-system status guarantee an immediate bank payout from an aggregator. Compare your provider’s current fees and payout terms, then choose the mix that fits your customers and operations.
UPI vs card payments for business: what actually differs?
UPI and cards are payment methods, but a merchant’s experience also depends on the acceptance channel and the companies handling the transaction. A customer may pay through a merchant QR code, an online checkout, or a card terminal. In an online payment chain, participants can include the customer’s bank, acquiring bank, gateway, aggregator, and payment network; the exact path depends on the method and arrangement. RBI describes these roles in its payment aggregator and gateway discussion paper.
For a fair comparison, separate three questions: what the customer pays, what the merchant pays, and when proceeds reach the merchant’s bank account. A customer-to-merchant payment confirmation is not necessarily the same event as a provider’s later payout to the business.

RBI’s benchmarking report records the Government’s prescribed-mode rule that MDR is not to be collected on UPI and RuPay debit-card transactions effective 1 January 2020. The framework is linked to section 10A of the Payment and Settlement Systems Act, inserted by the Finance Act, 2019, and a CBDT notification prescribing UPI under section 269-SU. See the RBI benchmarking report and RBI public replies on payment charges.

UPI and RuPay debit cards
The no-MDR treatment in the RBI report covers UPI and RuPay debit-card transactions under the prescribed-mode arrangement. Do not extend that statement to all debit cards without checking the applicable terms.

Other debit cards
The reviewed official material does not establish a current universal MDR rate for other debit cards. RBI’s discussion paper says merchants onboarded by payment aggregators must not pass debit-card MDR on to customers or charge a separate fee in its place. If a merchant charges a permitted convenience fee, it should be disclosed before payment. See the RBI discussion paper.

Credit cards are a separate case. RBI public replies say the Bank has not issued instructions on levying charges on credit-card transactions; they do not set one universal merchant rate. Ask your acquirer or aggregator for its current credit-card schedule, including rates by card type and any additional disclosed fees. The RBI public replies are not a substitute for your provider’s agreement.

When do UPI payments settle in my bank account?
RBI classifies UPI as a fast payment system: payment messages and final funds to the payee are available in real or near-real time on a near-continuous 24×7 basis. That describes the payment system, not a guaranteed payout schedule from an aggregator to a merchant’s bank account. RBI’s discussion of intermediaries notes that aggregators may receive and pool customer payments, then transfer funds to merchants after a time lag. Your agreement and operating arrangement determine payout timing and reconciliation details. See the RBI benchmarking report and RBI discussion paper.
Before choosing a provider, confirm its stated payout schedule, how weekends or holidays are handled, how transactions are grouped in statements, and where to find payment-level references for reconciliation. These are provider-specific terms; the RBI system-level description does not answer them.

What happens if a UPI payment is debited but not received by the merchant?
For the specific case where the payer’s account is debited but payment confirmation does not reach the merchant location, RBI’s failed-transaction framework specifies auto-reversal within T+5 days. If reversal is delayed beyond T+5, compensation is ₹100 per day. These are remedies for this failed-payment scenario, not the normal payout timetable for a successful sale. See RBI’s failed-transaction circular.

Can a business charge extra for card payments?
RBI’s discussion paper says onboarded merchants must not pass debit-card MDR on to customers or charge a separate fee in its place. Any convenience fee that is levied should be displayed before the customer pays. Do not assume that this debit-card rule establishes the same treatment for credit cards: RBI’s public replies treat credit-card charges separately and do not supply one universal merchant rate. Check current rules and your provider’s terms before adding a customer-facing charge. Sources: RBI discussion paper and RBI public replies.
How should a business compare customer experience and operations?
Official sources reviewed do not establish a universal customer preference for UPI or cards, or a comparative satisfaction score. The useful choice depends on what works for your particular customers and channel. Compare the following in a real checkout flow:
- Steps to pay: Test your in-person QR or terminal flow and your online checkout separately. Do not assume a method’s experience is identical across channels.
- Availability: Consider whether customers can readily use the methods you offer, and whether one method leaves gaps for your audience.
- Confirmation: Check how clearly staff can verify a completed payment, and what the checkout shows when a transaction is pending or fails.
- Reconciliation: Compare transaction-level references, reporting, refunds, disputes, and the effort needed to match provider statements to sales records.
- Fee transparency: Make any applicable customer-facing charge visible before payment, and distinguish it from charges the merchant pays under its provider agreement.
UPI and card transactions do not necessarily follow identical operational paths. The RBI discussion paper describes online payments as involving different participants depending on the mode, so assess the actual integration and support workflow offered to your business rather than assuming one method is simpler in every setup.
Quick Recap
A practical decision framework
- List the payment methods your customers need. Separate in-person from online acceptance and note any gaps in the current checkout.
- Request the provider’s current written schedule. Ask for terms by method and card type, and identify fees beyond MDR rather than treating “no MDR” as “no cost.”
- Confirm the payout arrangement. Get the provider’s merchant payout timing and statement format in writing; do not infer them from UPI’s fast-payment-system description.
- Walk through failure and refund cases. Confirm what staff should do when payment confirmation is missing, and how refunds, disputes, and customer support are handled.
- Test reconciliation before scaling. Match sample transactions across the checkout, provider report, and bank statement so the accounting workload is visible.
