A “burner SIM” is an informal name for a prepaid or secondary SIM used temporarily or for a separate purpose. It is not a special kind of SIM technology, and temporary use does not make a phone number anonymous or untraceable. Before using one, check local activation rules, device compatibility, service duration and what happens to accounts tied to the number.
What a burner SIM card is
A SIM (Subscriber Identity Module) is a credential that lets a mobile device identify and authenticate a subscriber to a carrier network. The FCC describes physical SIM cards as chips inserted into a phone for that purpose; transferring a SIM can move subscriber service to another phone. FCC 23-95
“Burner SIM” is everyday shorthand for a prepaid SIM or an additional number intended for limited use—for example, keeping a separate contact number for a project. “Prepaid” describes payment: the user buys service credit before using it. It does not, by itself, say whether the customer must provide identification or how long the number remains active. A SIM may be physical or, where supported, an eSIM.

The SIM provides subscriber credentials to the mobile network. The carrier and local rules determine activation requirements and the account information associated with service. A temporary number can separate one contact channel from another, but the label “burner” does not erase registration requirements, carrier records, links to a device or account, or information the user shares.

There is no single global rule for buying or activating a prepaid SIM. Requirements depend on jurisdiction, carrier, and customer category. Examples illustrate why you should check the rules where you will use the service:
- Philippines: The SIM Registration Act implementing rules require end users to register covered SIMs with the provider before activation. They cover physical SIMs and eSIMs provisioned for voice, SMS and/or data. Tourist SIMs have a temporary validity period under the rules, with an extension condition. - Germany: The Bundesnetzagentur describes authorized identification procedures for checking prepaid customer data. Its guidance includes a temporary supervisory position through May 1, 2027, concerning missing conformity documentation; check the current guidance for updates. - Hong Kong: OFCA provides real-name registration guidance for prepaid SIM cards and warns against buying cards said to be pre-registered from unknown sources. OFCA SIM registration guidance
- United States: An FCC 2026 notice asks questions about prepaid SIM purchases, identity checks and illegal calls. It is a notice seeking comment, not a final rule establishing a general nationwide registration requirement. FCC 26-27
In the Philippines, the National Privacy Commission also warns that registering SIM cards primarily for resale is prohibited under that country’s law and can expose the registrant’s personal data to risk. Do not assume a SIM registered to someone else is a safe or legitimate shortcut. National Privacy Commission advisory

What to check before choosing one
Confirm the terms for the country and carrier you will use; prepaid service and number rules are not uniform. Work through these checks before activation:

- Phone and network fit: Check coverage where you need service, whether the phone is carrier-locked, and whether it supports the carrier’s SIM format.
- Cost and duration: Review the upfront cost, included service, recharge requirements, renewal terms, inactivity rules and expiry conditions.
- Number lifecycle: Find out what the carrier’s terms say about service and number handling when you stop using the SIM. Do not assume inactivity cancels a plan or releases a number immediately.
- Account security: Decide whether the number will receive verification or recovery codes, and whether the services you use offer stronger alternatives.
Why a temporary number can be risky for account security
A phone number can become a recovery dependency. The FTC warns that a SIM-swap attack can let someone take over a number and receive calls and text messages, including verification codes. Where a service supports it, an authenticator app is safer against that particular SIM-swap route than SMS codes. Avoid making a short-lived number the only recovery method for important accounts. When you stop using the number or phone
Before abandoning a number, update accounts that rely on it so you do not lose access to verification or recovery messages. When disposing of a phone, FTC guidance says to remove the SIM and destroy it if it will not be reused. Those steps do not establish that a carrier plan is canceled, that a number is released immediately, or that registration records are deleted; check the carrier’s current terms for account closure and number handling.
