The marketing team’s change took about two days of hands-on work, but the requester waited nine weeks to receive it. Both figures can be true: effort measures active work, while elapsed lead time measures the full interval from request to delivery, including time spent waiting in queues.
Why two days of work took nine weeks to reach marketing
In a case study published on October 2, 2026, Serguey Shinder describes a marketing director asking for a change to a customer-portal quote form. She wanted the form to record how customers heard about the company so her team could evaluate campaigns. The development team estimated two days of work, yet the change arrived nine weeks after the request. Shinder’s account on DEV Community is the source for the story and its figures; they are the author’s reported experience, not independently audited company records.
The gap was not nine weeks of coding. The request waited through stages such as triage, estimation, sprint planning, and release. The team tracked the work it performed and whether it met its estimate, but no one owned the whole interval from the director’s request to delivery. As Shinder put it, “She had never asked how long it would take us to do. She had asked when she would have it.”
Effort and lead time answer different questions
- Effort is the time people actively spend doing a request. In this case, the team estimated two days of work.
- Elapsed lead time is the time between the request and delivery. The marketing director experienced nine weeks.
Effort helps with staffing and estimating workload. Lead time tells a requester when a change is likely to become available. A team can estimate effort accurately and still deliver slowly if work spends substantial time waiting between stages. Shinder summarizes the distinction this way: “Most of what a department experiences as IT being slow is time in which nobody in IT is working on its request at all.”

Shinder says the team reviewed completed requests over a six-month period. In that retrospective, median effort was three days per request, while median time from request to delivery was 47 days.

How the team changed the flow of smaller requests
The team began reporting elapsed time alongside effort and created a separate path for small work. Shinder describes that lane as serving requests estimated at under three days, staffed by two people, with a weekly release cadence. The team also limited how many large projects were active at once.

What this case study can—and cannot—tell a team
The useful lesson is to separate how much work a request requires from how long the requester waits. Tracking both makes queues and handoffs visible, gives teams a clearer way to discuss delivery expectations, and helps identify whether small requests need a different route from large projects.
The case does not show that every team should adopt the same lane, staffing, or weekly release schedule. Its reported improvement is specific to Shinder’s account; without the underlying data or a controlled comparison, the story cannot prove that any single process change produced the shorter arrival time.
