President Donald Trump urged people in Arkansas to call a cellphone number he identified as Sen. Tom Cotton’s and ask him to support the Sunshine Protection Act, according to an archived Truth Social post dated October 3, 2026. The archive confirms what Trump posted; it does not independently verify that the number belonged to Cotton or was current. The dispute is about whether to make daylight saving time the year-round standard rather than changing clocks seasonally.
What Trump posted—and what is confirmed
The Trump Archive reproduces Trump’s October 3, 2026, Truth Social post calling on Arkansans to contact Cotton about the Sunshine Protection Act. Trump identified the number in the post as Cotton’s cellphone number. Because the archive does not verify its owner or validity, it should not be treated as a confirmed personal contact number.
In a separate post dated October 2, Trump said the House had passed the bill 308–117 on July 14, 2026, and accused Cotton of holding it up in the Senate. Those are Trump’s claims: the available material does not include an official House record confirming that vote. Nor does the documented Senate action establish that Cotton blocked the bill continuously through October 2026.

Why did Trump post Tom Cotton’s cellphone number?
Trump wanted Arkansans to press Cotton to support the Sunshine Protection Act. He framed the bill as a bipartisan win and characterized Cotton as holding it up. The recorded Senate event that helps explain the dispute took place on October 28, 2025: Sen. Rick Scott requested unanimous consent to consider and pass S. 29, and Cotton objected. The objection stopped that unanimous-consent route on that date; it does not, by itself, establish what happened in later proceedings.

In a Senate floor speech, Cotton said he opposed the measure because permanent daylight saving time would delay winter sunrises, leaving schoolchildren and workers to begin their days in greater darkness. He also explained that he had not objected when the Senate passed a similar bill by unanimous consent in 2022 because he had not clearly communicated his opposition to staff and expected another senator to object. Cotton said he later corrected that mistake. These are Cotton’s stated reasons and account.
What is the Sunshine Protection Act?
The Sunshine Protection Act, S. 29, would make daylight saving time the year-round standard, ending the seasonal clock changes by keeping clocks on daylight time. “Daylight saving time” is the standard policy term, although “daylight savings” is common in everyday usage.

Ending clock changes and deciding which time standard to use are separate choices. The options are to keep switching between standard and daylight time, adopt daylight saving time year-round, or adopt standard time year-round. Trump supports the second option; Cotton opposes it.
Why people disagree about permanent daylight saving time
The case for year-round daylight saving time
Supporters emphasize more afternoon daylight and the convenience of no longer changing clocks twice a year. Scott and Rhode Island Sen. Sheldon Whitehouse sought unanimous-consent action on S. 29 in October 2025; Alabama Sen. Tommy Tuberville also supported the measure and had joined Scott in reintroducing it.

The case for year-round standard time
Opponents such as Cotton emphasize morning light, particularly in winter, and concerns about children and workers starting their days before sunrise. The policy choice therefore involves a trade-off in when daylight falls, not simply whether clocks change.
What the evidence says about energy
Energy effects are not settled by the figures cited in the available account. A U.S. Department of Energy analysis from 2008 estimated electricity savings of about 0.03% of annual national electricity consumption. By contrast, a 2011 Indiana study by Matthew J. Kotchen and Laura E. Grant found electricity demand increased about 1%. These findings have different contexts and do not establish a definitive national net effect for permanent daylight saving time.

What polls found
FactCheck.org reports two 2022 polls with different results. CBS News found 46% favored year-round daylight saving time, 33% year-round standard time, and 21% continuing seasonal clock changes. Monmouth University found 44% favored year-round daylight saving time, 13% year-round standard time, and 35% continuing clock changes. The figures are results from those named polls in 2022, not a single measure of current public opinion.
