TrueStay is described as a digital agent concept for adding resort-fee information to lodging search results. Its value would be straightforward: help travelers compare what a stay actually costs when a mandatory resort fee is shown separately from the room rate. The concept’s implementation and availability are not established, so it should not be treated as a launched extension or booking service.
Why resort fees make hotel prices harder to compare
A room rate alone may not show the amount a traveler must pay. When a mandatory resort fee appears separately, comparing that offer with a hotel that includes required charges in its displayed rate takes extra searching and calculation.
The Federal Trade Commission’s January 2017 economic analysis found that separately disclosing mandatory per-room, per-night resort fees without first showing the total price is likely to increase consumers’ search and cognitive costs. That is a historical analysis of the pricing practice, not a current measurement of how many hotels disclose fees in a particular way.

TrueStay’s stated idea addresses this comparison problem by adding resort-fee information to lodging search results. For the idea to help, a traveler would need to see the fee alongside a comparable stay price, rather than infer the cost from a room rate that omits a mandatory charge.

What the US FTC fee rule requires
The FTC’s Rule on Unfair or Deceptive Fees, 16 C.F.R. Part 464, took effect May 12, 2025. It applies in the United States to businesses that offer, display, or advertise short-term lodging, including third-party platforms, resellers, and travel agents. When a business presents a price, it must disclose upfront the total price it knows and can calculate, including mandatory goods or services. The FTC staff FAQ explains the rule’s scope and requirements.
Mandatory resort fees belong in the upfront total
The FTC FAQ gives the example of a resort charging $199 per night plus a mandatory $39-per-day resort fee. The required fee must be included in the total price shown upfront. A business may itemize mandatory fees, but the total must remain clear and prominent.

The rule regulates disclosure, not whether a fee can be charged
The federal rule does not ban resort fees or cap their amount. Businesses may continue charging them, provided they follow applicable price-disclosure requirements. The FTC’s December 17, 2024 announcement describes the rule’s disclosure purpose.

The FTC identifies government charges, shipping, and fees for optional ancillary goods or services that a consumer chooses to add as categories that may be excluded from the upfront total. Before asking for payment, sellers must disclose applicable excluded charges and display the final amount. Taxes and other permitted exclusions therefore may still affect the amount due at checkout.

State and local requirements may offer more protection
The rule is a US federal requirement, not a global standard. Businesses must also follow applicable state and local laws; where another law gives consumers greater protection, the FTC FAQ says the business must comply with that greater protection.

A useful implementation could be assessed by asking whether it:
- Identifies the property and the relevant stay dates, guest count, room type, and length of stay.
- Distinguishes mandatory fees from optional add-ons and government charges.
- Shows an all-in total that is easy to compare across offers, while making clear what is and is not included.
- Explains where its fee information comes from and when it was last updated.
- Lets a traveler tell whether the displayed total is the amount required to book, and whether any permitted exclusions remain to be disclosed before payment.
These are evaluation criteria, not confirmed TrueStay features. Until its implementation is documented, travelers should compare offers for identical dates and room conditions and check the booking flow for the final amount.
How large is the problem the rule aims to address?
In its December 2024 announcement, the FTC estimated that the rule would save consumers up to 53 million hours per year otherwise spent searching for total prices for live-event tickets and short-term lodging. The agency said that amount of time was equivalent to more than $11 billion over the next decade. Those are FTC estimates, not measured savings already realized. FTC Chair Lina M. Khan said, “People deserve to know up-front what they’re being asked to pay—without worrying that they’ll later be saddled with mysterious fees that they haven’t budgeted for and can’t avoid.”
