A TLS certificate can help identify a public endpoint as consistent with a FortiGate service, but it cannot prove who owns the address, what the appliance is configured to do now, or which service presented the certificate. Treat it as one clue: compare it with the endpoint’s behavior, DNS and IP ownership, observation time, and your organization’s asset records.

What a FortiGate TLS certificate can tell you

FortiOS uses certificates for multiple functions, including VPNs, administrative access, and deep packet inspection. A certificate associated with Fortinet can therefore support a FortiGate hypothesis without uniquely identifying the service or configuration behind an address. Fortinet outlines these roles in its FortiOS 7.6.0 certificate documentation.

For HTTPS administration, FortiOS 7.6.1 documents Fortinet_GUI_Server as the default certificate. The appliance generates it and signs it with its built-in Fortinet_CA_SSL certificate authority, which Fortinet describes as unique to each FortiGate. In the documented setup, the certificate’s subject alternative names (SANs) are populated dynamically with IP addresses of interfaces enabled for HTTPS, including an IP management address where applicable. Fortinet says this certificate is only for HTTPS administrative access. See the FortiOS 7.6.1 documentation on the default GUI certificate.

A matching certificate is useful evidence of a possible administrative interface, not proof that the observed service is currently operated by a particular organization. The default behavior is version-specific, and an endpoint can present a certificate in other configurations or through intermediary infrastructure.

Why the certificate does not identify the service by itself

FortiGate can use certificates for different roles

Certificates may relate to VPNs, administration, or inspection. A Fortinet name in a certificate does not by itself establish that the endpoint is a management interface. Compare the certificate’s issuer, subject, SANs, chain, and fingerprint with the observed protocol response and other evidence.

Protected-server certificates are not management certificates

For an inbound policy protecting an SSL server, Fortinet documents a Protecting SSL Server profile. The appliance can use the protected server’s certificate to simulate that backend server while decrypting and inspecting traffic destined for it. That certificate reflects the protected-server inspection setup; it should not be mistaken for the gateway’s own administrative web certificate. Fortinet describes this behavior in its FortiOS 7.6.0 SSL server protection documentation.

Inspection mode changes what a client may see

Certificate inspection and deep inspection are different. In FortiOS 7.2.7 documentation, certificate inspection reads headers through the SSL/TLS layer. Deep inspection can decrypt traffic for content scanning and, in the documented client-to-server scenario, replace the server certificate with one signed by a CA on the FortiGate. Fortinet also notes that flow-based certificate inspection does not perform certain validation or SNI checks. These are behaviors of traffic inspection, not direct proof that the gateway’s own administration service is exposed. See FortiOS 7.2.7 inspection documentation.

How to assess a suspected internet-facing management interface

Build a finding that another analyst can reproduce and evaluate. Record the collection context before interpreting the certificate.

  1. Capture the observation: note the date and time, target IP or hostname, port, whether SNI was sent, and the protocol response.
  2. Preserve certificate details: record the complete chain, subject, SAN entries, issuer, validity dates, and a stable fingerprint. Save the observed values rather than only recording that the certificate appears Fortinet-related.
  3. Check for consistency with the documented role: compare the fields with Fortinet’s FortiOS 7.6.1 description of Fortinet_GUI_Server. Consider whether the endpoint behavior is consistent with HTTPS administration, a protected backend, or another certificate role.
  4. Corroborate independently: compare current DNS records, IP ownership information, service behavior, and known asset inventory. Consider whether NAT, a reverse proxy, load balancer, shared hosting, or certificate reuse could explain what is visible; certificate evidence alone does not establish how a specific target is deployed.
  5. Check the device version when available: confirm the deployed FortiOS release before relying on version-specific defaults or inspection behavior.
  6. State the finding at the strength the evidence supports: use wording such as “consistent with” or “corroborates possible FortiGate exposure” when the certificate is the main evidence. Reserve definitive attribution for findings supported by converging evidence.

Use internet scans and certificate inventories as leads

Censys describes certificate inventories built from internet scans and certificate-transparency logs, and provides example FortiGate endpoint data. These sources can help discover exposed endpoints or connect a certificate to other observations, but they are snapshots to validate, not a substitute for current DNS, address ownership, service evidence, or internal asset records. Refresh observations before making operational decisions: certificates expire or change, services move, and endpoint configurations can be altered. The Fortinet defaults discussed here come from FortiOS 7.6.1, the inspection caveat from FortiOS 7.2.7, and inbound SSL server behavior from FortiOS 7.6.0; do not assume every FortiGate release or deployment behaves identically.
