A transportation company may need both employee timekeeping and an electronic logging device (ELD), but they serve different purposes. A payroll time clock records work and pay time; an ELD records hours of service (HOS) and a driver’s record of duty status (RODS) when federal rules require it. A generic punch clock should not be treated as an ELD.
What a transportation time clock records—and what an ELD records
A payroll time clock captures when employees work for purposes such as calculating pay. It may support clock-ins and clock-outs at a terminal or from the field, supervisor review, and payroll processing. Those capabilities do not, by themselves, establish that a product meets federal ELD requirements.
FMCSA describes an ELD as a device that synchronizes with a vehicle engine to automatically record driving time and make HOS recording easier and more accurate. It records HOS and RODS; it does not replace payroll timekeeping or change the underlying HOS rules, which limit driving and on-duty time and specify rest periods. The ELD rule generally applies to motor carriers and drivers who are already required to keep RODS under Part 395. FMCSA explicitly includes commercial buses. Applicability depends on the operation and the specific regulatory requirements, so a company should verify its circumstances rather than assume that a vehicle or job title alone determines the answer. FMCSA’s ELD FAQs discuss who must comply and identify exceptions.

Limited exceptions may allow paper records
FMCSA lists exceptions, including certain short-haul operations, some drivers who use paper RODS for not more than 8 days in every 30-day period, drive-away/tow-away operations, and vehicles manufactured before 2000. These are limited categories, not blanket exemptions for a company or fleet. Check the current rule and the applicable FMCSA guidance before relying on an exception. Drivers who qualify for the short-haul exception may continue using time cards.

Compare the workflow against how your employees actually work, and keep payroll hours distinguishable from HOS/RODS records. Useful questions include:

- Clock-in access: Can drivers and other staff record time from the field, a terminal, or another approved location?
- Connectivity: What happens when a driver is offline, and how are queued entries handled once connectivity returns?
- Payroll processing: Does the system export hours or integrate with the payroll process your company uses? Confirm the exact integration rather than relying on a general compatibility claim.
- Corrections and approvals: Can supervisors review and approve changes, and can the company see who made each change?
- Audit history: Does the system retain a useful record of time entries, edits, and approvals?
- Record separation: Can staff clearly distinguish pay-time records from legally required HOS and RODS records?
These criteria help assess payroll timekeeping, but they do not establish that a product is an ELD. If your operation is subject to the ELD rule, confirm that the device meets FMCSA requirements and is currently registered.

What ELD users must keep onboard
FMCSA’s ELD guidance says the onboard information packet must include a user manual, data-transfer instructions, malfunction instructions, and blank RODS graph-grids sufficient for a minimum of 8 days. The packet requirement is separate from the company’s choice of payroll time clock. See FMCSA’s ELD FAQs.

Paper supplies can support eligible paper-record operations or the required onboard packet, but they do not replace an ELD when one is required. Choose a blank driver log book or paper driver time card only when its format and use fit the applicable recordkeeping requirement.

FMCSA registration status can change. Its ELD portal reported that five devices were removed on August 6, 2026, and affected carriers were required to replace them before October 6, 2026. Because that notice concerns specific devices and a past deadline, check the live FMCSA ELD portal and registered-device resource for current status before buying or relying on a device.
