WordPress gives site owners tools to draft a privacy policy and handle personal-data export and erasure requests, but those tools do not make a site compliant by themselves. You need to map what your live site, plugins, theme, and outside services collect and do with data, describe those practices accurately, and determine which privacy rules apply to your business and visitors.
What WordPress’s privacy tools can—and cannot—do
WordPress’s built-in features are useful parts of a privacy workflow. They are not a complete inventory of a site’s data practices, a legal assessment, or a substitute for handling records held by outside vendors.

WordPress’s Privacy documentation says: “Every site administrator should understand what data they collect and process outside their WordPress site as a full site request may have more responsibility than simply using this export alone.” Treat the dashboard workflows as components of a larger process, not as proof that a request is complete.
Start with an inventory of the live site
Before writing or revising a privacy notice, examine the site as a visitor and as an administrator. A plugin’s name or description is not enough to establish what it does with personal data. Record the actual flows in your installation, including services that run outside WordPress.

- WordPress features in use: comments, user accounts, forms, ecommerce, or other features that collect or display information.
- Site components: theme behavior, every active plugin, embedded media, and any scripts, pixels, or iframes.
- External services: analytics, advertising or affiliate services, email and newsletter platforms, hosting, backups, and external APIs.
- Browser storage: cookies and local storage used by core, themes, plugins, or third parties.
For each data flow, note the categories of information involved, why it is used, where and how it is collected, where it is stored, who receives it, how long it is retained, and what control or request route a visitor can use. WordPress’s plugin developer guidance specifically calls out examining APIs, telemetry, scripts, pixels, iframes, cookies, and local storage.
A simple inventory can be a spreadsheet or another record your team can maintain. The important point is that it reflects the deployed site—not merely a list of installed products—and identifies who will investigate a request or contact a vendor when WordPress itself cannot reach the relevant data.

Draft a privacy notice that matches your practices
- Open Settings > Privacy in the WordPress dashboard and use the Editing Helper as a starting checklist.
- Check every suggested passage against the live site, its configuration, and your data inventory. Remove statements that do not apply, and add data uses or vendors the helper does not identify.
- Review whether the notice explains the purposes for processing and any applicable legal basis or consent; cookies; third-party data handling; breach procedures; automated decision-making or profiling; and any industry- or jurisdiction-specific disclosures that apply.
- Assign responsibility for reviewing the notice when the site changes. Revisit it when you add a form, plugin, analytics service, ad pixel, embedded service, or a new purpose for using data.
WordPress’s policy-content guidance identifies these topics as areas a policy may need to address; it does not mean every site should make every disclosure. Include statements that accurately describe the site and its obligations. A template or policy-generation service can assist with drafting, but the site owner still needs to verify the text against actual data flows and applicable law.
Build a workable process for access and erasure requests
WordPress provides personal-data export and erasure screens under Tools. Use them as part of a documented request route, rather than assuming that submitting a request in WordPress completes every step.

- Receive and route the request. Decide who monitors requests, who verifies them, and who is authorized to approve the response.
- Use WordPress’s email validation process. Review the request in the relevant personal-data export or erasure workflow and follow the built-in confirmation steps.
- Check the inventory for records outside WordPress. Identify relevant hosting, newsletter, analytics, ecommerce, or other vendor systems, then determine how each must be searched or updated.
- Assess what may be removed or retained. The erasure workflow does not automatically delete registered accounts or data in backups. Consider applicable retention duties and document any records that cannot be erased immediately.
- Complete and record the response. Track which systems were checked, which vendors were contacted, what actions were taken, and who approved the outcome.
The applicable response rights and duties depend on the law governing the request and the facts about the organization. A WordPress workflow does not establish that the requester is entitled to a particular action or that the response meets every legal requirement.
Review cookies and consent based on the site’s behavior
WordPress documents several core cookie uses, including login and session cookies, a temporary browser-cookie test, language selection, and commenter convenience. The actual cookies and other browser storage on a site depend on its configuration, theme, plugins, and third-party services, so inspect the deployed site rather than relying on a generic list.

WordPress’s theme handbook describes an opt-in checkbox for saving commenter details for convenience; it is unchecked by default. That behavior does not tell you what other plugins or embedded services store or access in a visitor’s browser. Include those in the inventory.
A consent banner is not, by itself, evidence that the site has met its obligations. Determine which rules and processing purposes apply, whether a particular activity requires consent or another basis, whether consent-dependent scripts run before a visitor’s choice, and how visitors can later change that choice. WordPress documentation notes that some privacy laws may require active, clear, unambiguous consent for collection or certain processing. Requirements vary, so do not apply that statement as a universal rule.

A consent-management or cookie-consent plugin may be worth evaluating when a site needs to present meaningful choices or control processing that depends on consent. WordPress documentation confirms that plugins in this category are available, but does not establish that a particular product is suitable or legally sufficient.

Compare candidates against the site’s needs:
- Compatibility: Does it support the site’s actual plugins and embedded services?
- Script control: Can it control the relevant scripts before they load when required?
- Visitor choices: Can visitors make, review, and change meaningful preferences?
- Records: Do its consent records and exports fit the site’s request-handling process?
- Accessibility and devices: Can visitors use the controls with assistive technology and on mobile screens?
- Geography and language: Can it support the audiences and configurations the site needs?
- Maintenance and limitations: Are integrations maintained, and are limitations documented clearly enough for the site owner to manage?
Check the tool against the live setup and verify vendor claims. A plugin can help implement choices; it cannot decide which laws apply, make an inaccurate notice correct, or guarantee compliance on its own.
Privacy obligations depend on the operator and audience
There is no single WordPress checklist that establishes which laws apply to every site, or a universal set of thresholds, deadlines, and consent rules. Applicability depends on facts about the operator, its audience, and its processing. Get jurisdiction-specific legal advice when the answer is consequential or unclear.
California illustrates why geography and coverage matter. The California Department of Justice Office of the Attorney General describes rights under the CCPA for covered businesses, including rights to know, delete, opt out of sale or sharing, and non-discrimination. CPRA amendments effective January 1, 2023, added correction rights and limits on the use or disclosure of sensitive personal information. Covered businesses also have notice and request-response responsibilities. Whether a particular WordPress site or publisher is covered requires a fact-specific assessment; this California example should not be generalized to other jurisdictions or to every website.
Keep the process current
Assign an owner for the inventory, privacy notice, and request route. Review them when the site’s features, vendors, purposes, or audience change, and periodically check that vendor and plugin behavior still matches the record. WordPress’s Privacy documentation, updated April 5, 2026, puts it plainly: “privacy is not a one-time responsibility.” Its cookies handbook was last updated July 7, 2025, and its theme handbook was last updated May 17, 2024; check current documentation and product behavior when implementing a change.
